City of Culver City’s Housing Programs and Mental Health Services Decreasing Number of People Experiencing Homelessness

The number of unsheltered homeless in Culver City has significantly decreased during the past year. Compared to last year, dramatically more unhoused people are receiving shelter in Culver City.

In 2024, 115 unsheltered persons are experiencing homelessness in Culver City, down 17% from 139 persons in 2023. In 2022, there were 229 unsheltered persons in Culver City, meaning Culver City has achieved an over 49% decrease in unsheltered people experiencing homelessness in the past two years. Currently 164 unhoused persons are receiving shelter in Culver City, which is a significant increase from the 38 people who were receiving shelter in 2023. Culver City’s data shows the results of Culver City’s commitment to leading with care in helping people receive shelter and resources. Since Culver City declared a homelessness emergency in January 2023, the City has taken unprecedented action toward resolving homelessness, including opening permanent and supportive housing sites, opening a safe-sleep site, providing shelter at two local motels, launching a mobile crisis response team, partnering with street-based healthcare, and offering extensive outreach services weekly.

Key data:

• In 2024, there are 115 unsheltered people experiencing homelessness, down 17% from 2023, and down 49% from 2022.
• There are 164 unhoused people receiving shelter in Culver City, over four times as many people receiving shelter in 2023, which was 38.
• In 2024, there are 26 tents and makeshift shelters on the street, down 45% from the 47 in 2023. In 2022, there were 96, marking a 73% decrease in tents and makeshift shelters in just two years.
• The number of people utilizing cars as shelter has increased from 27 to 40. Culver City will soon implement a safe parking program which will be able to better serve these individuals.

Culver City is a California leader in addressing homelessness by using a comprehensive approach while leading with care:

• Culver City’s Project Homekey permanent supportive housing site currently houses 36 residents, and the interim housing site currently houses 27 residents since opening in September 2023.
• Culver City’s Wellness Village safe-sleep-site currently houses 20 people and has served at least 57 people since opening in summer 2023.
• Culver City is currently sheltering 37 people at two leased motels which have served at least 69 people since January 2023.
• Culver City’s Mobile Crisis Team, which launched in March 2024, has helped provide placement for 28 unhoused individuals. It has responded to 356 calls for service and engaged with 279 people, including performing 71 mental health assessments.
• Healthcare in Action, the mobile medical unit contracted by the City, has contacted 87 patients with 77 receiving treatment since beginning service in April 2024.
• The City supported Upward Bound House provides shelter for homeless families with children, currently housing 44 people.
