Fraud Investigation Leads to Arrest for Firearm, Drug and DUI
AMERICAN CANYON, Calif., Mar. 26, 2026 — Just before 4:00 p.m. on Thursday, American Canyon Police Officers responded to a report of fraud at Walmart. A male suspect was reported to have purchased an item, returned it for cash, then selected the same item from the shelf and attempted to return it again using the original receipt.
Walmart provided officers with a description of the suspect, his vehicle and direction of travel. Shortly thereafter, an American Canyon Police motor officer located and conducted a traffic stop on the vehicle in the area of Flosden Road and Via Bellagio.
During the investigation, officers determined the driver was under the influence. He was also found to be in possession of suspected cocaine and had a loaded, unregistered Glock 27 firearm in his car.
The driver, identified as 37-year-old Vallejo resident Arturo Russell, was arrested and booked into the Napa County Department of Corrections on the following charges:
- Carrying a loaded unregistered firearm (Felony)
- Felon in possession of a firearm (Felony)
- Possession of a controlled substance (Felony)
- Driving under the influence of a drug (Misdemeanor)
- Petty theft (Misdemeanor)
- Possession of a controlled substance with prior offenses (Felony)
- Petty theft with two or more prior convictions (Felony)
