City of American Canyon Promotes Jemelyn Cruz to Finance Director
AMERICAN CANYON, CA, May 6, 2025 - The City of American Canyon is pleased to announce the promotion of Jemelyn (“Jem”) Cruz to Finance Director, effective April 12. Cruz most recently served as the City’s Finance Manager and brings 25 years of experience in municipal finance and public service.
“Jem has dedicated 21 years to the City, earning numerous promotions over that period. Simply put, nobody knows more about how American Canyon’s budget and financial systems operate,” said City Manager Jason Holley. “Her tireless efforts are unmatched, and her knowledge and expertise are indispensable. Jem has earned this new role and I’m proud to see her take this next step in her career.”
As Finance Director, Cruz will oversee the full range of activities within the Finance Department, including setting departmental goals and policies, guiding staff development, leading the City’s budget process and ensuring American Canyon’s financial operations remain strong and transparent. She will also serve as a member of the City’s Management Team, helping to shape organizational priorities and drive the long-term fiscal health of American Canyon. Cruz steps into the role following the promotion of Juan Gomez to Assistant City Manager.
During her tenure as Finance Manager, Cruz played a critical role in maintaining the City’s strong financial position, modernizing internal processes and supporting key initiatives across departments. Her leadership has been instrumental in delivering transparent, accurate and timely financial information that supports effective decision-making throughout the organization.
Cruz’s promotion is a reflection of her exceptional contributions to American Canyon’s financial strength and organizational success, as well as the City’s ongoing commitment to recognizing and advancing internal talent. Her work exemplifies both deep technical expertise and the strategic vision needed to guide American Canyon’s fiscal future.
Prior to joining the City of American Canyon, Cruz began her career in local government at the City of Suisun City and while in American Canyon, has held positions in Utility Billing, Payroll and Budgeting. She holds a Bachelor of Arts degree in Economics from Ateneo de Manila University in the Philippines.
