Two Arrested Following Vehicle Pursuit Involving Stolen Vehicle

and Attempt Assault on Officer

 

AMERICAN CANYON, Calif., February 7, 2022, 11:00 AM – On Sunday, February 6, 2022, at approximately 5:00 PM, the American Canyon Police Department (ACPD) was involved in a vehicle pursuit with a reported stolen vehicle. During the pursuit, the driver of the stolen vehicle attempted to ram a police vehicle. The stolen vehicle ultimately crashed into two citizens' vehicles on I-80 near Central Avenue in Richmond. Both the driver and passenger fled on foot and were arrested after a short foot chase.

ACPD officers received information that a white Honda sedan was stolen out of San Francisco and was thought to be in American Canyon. ACPD officers spotted a white Honda sedan driving southbound on Flosden Road, in American Canyon, near the Vallejo city limits. The officer ran the license plate and learned it matched the stolen vehicle out of San Francisco. ACPD officers conducted a traffic stop, and the vehicle failed to yield, at which time the driver attempted to ram an ACPD patrol vehicle. The stolen vehicle continued to lead officers on a chase through the surface streets of Vallejo and eventually onto Interstate 80, headed towards the Carquinez Bridge.

ACPD officers continued after the stolen vehicle, reaching speeds over 100mph. In the area of I-80 and Central Avenue in Richmond, the driver lost control of the stolen vehicle and crashed into two uninvolved vehicles, causing minor injuries to the occupants. Both the driver and passenger fled on foot. Officers apprehended the driver. An ACPD K-9 apprehended the passenger after failing to comply with officers' orders. The driver, 32-year-old Gary Pilapil of Vallejo, and passenger 40-year-old Joel Lacsamana of San Francisco were arrested and booked into the Napa County Jail on several felony and misdemeanor charges of vehicle theft, evading, and attempted assault on a peace officer with a moving vehicle. 

Lacsamana, the passenger, was released a short time after booking. The driver, Pilapil, is currently in custody with a bail amount of $50,000.
