Suspicious Circumstance Leads to Pursuit and Arrest

AMERICAN CANYON, Calif., December 1, 2021, 1133am–

On 11/30/21 at approximately 130pm, ACPD Officers were advised of a suspicious circumstance occurring at the Safeway Gas Station located at 105 American Canyon Rd. Employees reported that a black Dodge Ram was at the gas pumps and a subject was using multiple different credit cards to pump gas into a large liquid container in the bed of the truck. What alerted the employees to the truck was that the license plate was concealed with black tape.

When APCD officers heard this information, they sprang into action. Based on their extensive training and experience, they knew that when people deliberately cover up their license plates they may be trying to avoid identification or concealing any other nefarious activity. In this case, they officers suspected the subject may be getting gas through fraudulent means due to the use of multiple credit cards and the covered license plate. When officers arrived, they located the pick-up truck and attempted a traffic stop due to the suspicious activity and vehicle code violation.

The driver, 39 year old Askari Mohammed from Vallejo, did not pull over and proceeded to lead ACPD Officers on a pursuit. The pursuit continued through the City of American Canyon and onto eastbound Hwy 80. The California Highway Patrol eventually took over the pursuit before it ended without incident near the Fairfield Mall. During the pursuit, Mohammed consistently and intentionally evaded the police throughout the pursuit.

ACPD Officers continued their investigation at the scene of the stop and discovered Mohammed had an ankle monitor and was on federal probation for identity theft. During a probation search of his vehicle, they discovered $2,000 cash, black duct tape, and 19 cell phones. Additionally, they located a key for a Public Storage unit in the City of Fairfield. The officers conducted a probation search at the storage unit and located approximately one pound of suspected cocaine.

Askari was booked into the Napa County Department of Corrections for felony evading, misdemeanor theft, and misdemeanor identify theft. He was later released on bail. The report was also sent to Solano County for the possession of a controlled substance since it was located in their jurisdiction.
