State HCD Awards Funds to Mercy Housing

 

Mercy Housing received two awards of HUD 811 funding for up to 30 units in Alameda County.

  • 10 Studio units at the Casa Verde complex on E14th in San Leandro.
  • 20 Units at the Bermuda Gardens Project in the Ashland neighborhood of Unincorporated Alameda County. 

The funding will be used to reduce rents currently at 50% AMI to 30%, affordable to SSI recipients. The target population is people with physical or developmental disabilities either currently residing in institutionalized settings and wishing to transition (i.e. nursing homes) or at risk of going to institutionalized settings.

East Bay Innovations (EBI) will handle the outreach and marketing to potential tenants and once tenants are selected for these projects, EBI provides case management services to transition tenants into their own homes and will provide ongoing case management.

Funds remain in the State's HUD 811 award to award to other non profits.  Recipients in Alameda County can access up to an additional $5,000,000 of subsidy.  In addition, the State made changes to its RFP requirements, allowing final rent up to occur as late as August 2019.  This removes a major barrier to usability!

The State of California was awarded nearly $12 million in HUD funds to provide five-year renewable rental assistance to affordable housing projects serving persons with disabilities who are exiting MediCal-funded healthcare facilities (for example, skilled nursing facilities), or are at-risk of returning to these facilities due to lack of affordable housing. This program (Section 811 PRA) is a collaboration between the State Department of Health Care Services, the State Department of Developmental Services, the California Housing Finance Agency, HCD, and the California Tax Credit Allocation Committee.

Pursuant to the attached NOFA amendment, the occupancy deadline for Section 811 PRA units has been extended to August 1, 2019. This will enable use of these funds with projects not yet under development.
