Dear Alameda County District 3 Community,
August was a busy month of community connection across Alameda County. While the Board of Supervisors was in recess, our team stayed active throughout District 3, meeting with residents, supporting local events, and connecting families with important resources.
As students and families prepared for a new school year, we joined the Alameda County Sheriff’s Office for a Back-to-School event and toured Asian Health Services’ future SpringLight Health PACE Center in San Leandro, which will provide comprehensive health care and support to help older adults continue living safely and independently in their communities. Our team also joined Oakland Pride, attended Congresswoman Lateefah Simon’s town hall at Alameda High School, and celebrated the next generation of community leaders at the Citizens for Better Community internship graduation.
This month, I am also excited to welcome Aurora Sanchez to our District 3 team. Aurora joins our office with a commitment to public service and serving the diverse communities of Alameda County, and we look forward to introducing her to many of you in the months ahead.
From supporting young people and older adults to promoting public safety, civic engagement, and inclusion, August was another reminder of the importance of staying connected to the communities we serve.
Protecting our most vulnerable children is one of the government's most fundamental responsibilities.
The tragic passing of Sophia Mason shows that the systems in place designed to keep her safe were unsuccessful. She deserved the protection and support of the public systems established to keep children safe. We cannot change what happened to her, but we can ensure that the lessons from this investigation lead to lasting change.
As a Board, we have increased our oversight of the Department of Children and Family Services and its extended network, and that rigor will continue. We will hold leadership accountable for implementing the recommendations and demonstrating measurable improvement.
The public can follow the County's ongoing work and performance information through the Alameda County Social Services Agency and its Office of Data and Evaluation, which provides agency data, evaluations and monthly reporting. The Agency has also published its response to the California State Auditor's findings, detailing actions underway to address staffing, timeliness, documentation and service delivery.
Alameda County’s commitment is clear: fill vacancies, reduce caseloads, strengthen supervision and training, work in partnership with our community, and maintain transparent oversight so that every child receives the protection and support they deserve. Reform requires everyone to be at the table. From schools to the County safety-net to the justice system, we have a collective responsibility to ensure every young member of our Community is safe, healthy, and can reach their potential.

If you or someone you know needs immigration or legal help please familiarize yourself with the Alameda County Immigration Legal & Education Partnership (ACILEP) website and hotline, which provide critical information about your rights, with flyers available in English, Spanish (Español), Chinese (中文), Tagalog, and Vietnamese (Tiếng Việt). Please visit their website for details.
Message from the Alameda County Immigration Legal and Education Partnership (ACILEP):
Alameda County Immigration Legal and Education Partnership (ACILEP) is aware of reported plans to deploy federal agents to the San Francisco Bay Area. Our regional rapid response networks are prepared to respond from a place of power, not panic.
Over the past year, we have seen how these operations destabilize neighborhoods, provoke conflict, and place everyone in harm’s way. In these moments, our focus must remain on solidarity, community safety, due process, non-violent resistance, and a refusal to accept authoritarian violence.
These raids harm far more than immigrant communities, they endanger everyone’s constitutional rights and undermine the safety, trust, and economic health of our region. As a community, we must stand together.
For verified updates, follow ACILEP on instagram. Please avoid sharing unverified reports, instead, call your local rapid response hotline to confirm or report any ICE activity. The ACILEP hotline - (510) 241-4011 - will remain active and responding throughout the weekend.
If you’re concerned about your rights or safety, visit acilep.org for legal information and resources. The ACLU also provides guidance on What to Do When Encountering Questions from Law Enforcement.
We know this is an uncertain and stressful time. This is a moment for power, not panic. Our focus is on being informed and prepared, not afraid.
If you or someone you know might be impacted, here are five ways to protect yourself and your loved ones right now:
-
Know Your Rights
- You have the right to remain silent.
- You do not have to open the door unless officers present a warrant signed by a judge.
- You have the right to speak to a lawyer.
-
Know Your Rapid Response Hotline Number
- For Alameda County, memorize the ACILEP hotline: (510) 241-4011.
- ACILEP will be operating and monitoring calls throughout the weekend.
- Other Rapid Response Networks in the Bay Area:
- Contra Costa County: (925) 900-5151
- San Francisco: (415) 200-1548
- San Mateo County: (203) 666-4472
- Santa Clara County: (408) 290-1144
- Be prepared to share as many details and photos as possible (Size/strength of operation, Location, Uniform, Time/Date, & Equipment/weapons seen).
-
Create a Safety Plan
- Identify who can care for children, pets, or responsibilities if needed. Here is a guide you can use.
- Memorize important phone numbers and your A#.
- Share key information with trusted loved ones.
-
Gather Important Documents
- Keep passports, IDs, medical records, and immigration documents in a safe place.
- Make copies and, if you have an attorney, carry a signed G-28 form.
-
Minimize Risk
- Follow updates from trusted community organizations.
- Use a PIN passcode on your phone and consider disabling fingerprint or facial recognition.
- Weigh your individual risk during daily activities. Remember that the supreme court has unfortunately recently opened the door for ICE to use racial profiling.
ACILEP stands with you — today and every day.
We are part of a strong, united community that protects one another. Together, we will continue to defend our rights, our families, and our dignity.
Stay informed. Stay ready. Stay in community.
We are with you. Siempre juntos.

The Alameda City Council adopted Ordinance No. 3398 and Resolution 16382, updating the city's rental regulations. Most changes took effect on 05/21/2026. Key updates include:
- Landlords ending a tenancy on "no fault" grounds, such as an owner move-in or withdrawal from the rental market, must now give tenants Form RP-206 explaining permanent relocation payments, and file proof of service with the Rent Program.
- Buyout Agreements must be filed with the Rent Program within three business days of the tenant's signature, whether or not the landlord has countersigned.
- Voluntary temporary rent reductions require written confirmation from the tenant. Without it, the Rent Program treats the reduction as permanent.
- Tenants who move out after receiving an unlawful termination notice now have an explicit right to return at the same rent, with reimbursement of documented moving costs.
- Displacement based on health and safety conditions must last at least seven days to qualify for a permanent relocation payment.
- Units withdrawn from the rental market may not be operated as short-term rentals.
A separate ordinance changes how landlords of fully regulated units may bill for utilities. For new tenancies, utilities must be included with rent unless separately metered. For existing tenancies, the Rent Program is developing a one-time utility adjustment petition process.

Alameda County Public Works is rebuilding the aging Estudillo Canal tide gate with larger rectangular flap gates and a new concrete bridge structure. Part of the south levee will be modified so high stormwater flows can be diverted into adjacent City of San Leandro ponds during major storms and returned to the canal afterward. Together with the City's Neptune Drive project, this will allow a Letter of Map Revision to FEMA to remove the community from a recently mapped 100-year floodplain. Work runs from downstream of the Union Pacific Railroad and west of Wicks Boulevard out to the bay. Completion is anticipated in winter 2027/2028. Questions can go to info@acpwa.org or (510) 670-6549.

Alameda County Public Works Agency is announcing a major construction project on the Meekland Avenue Corridor, including the replacement of the existing bridge over San Lorenzo Creek. This critical work will improve long-term safety, structural integrity, and the overall reliability of the transportation network.
Full Closure: Meekland Avenue, at either end of the San Lorenzo Creek Bridge, will be closed approximately one year, from June 8, 2026 through April 23, 2027. This closure is necessary to safely demolish and reconstruct the bridge.

Residents and emergency services will have access from Paseo Grande to the south side of the bridge closure, and from E. Lewelling Boulevard to the north side of the bridge closure.
Project Improvements: Upon completion, the corridor will feature enhanced safety for all users, including new and improved sidewalks, upgraded ADA accessibility, a Class II bicycle facility, and a safe bridge structure.

Public Service Announcement: Meekland Bridge Closure and Bus Detours
Alameda County Public Works has announced that the Meekland Bridge will close for construction starting June 8, 2026, with work expected to last about 300 days. This closure will affect AC Transit Lines 34 and 93. AC Transit has developed and tested temporary detour routes, which required and have received County approval due to bus stop changes in unincorporated areas.
Detour details will be available on actransit.org and linked to the County’s project website at https://www.acpwa.org/project/meekland-avenue at least 72 hours before the changes begin. A map and additional information were also included in the May 27, 2026 Unincorporated Services Committee meeting packet.
The Alameda County Public Works Agency administers a Sidewalk Repair Program through which the County assists single-family residential property owners with the repair of tripping hazards located along their property frontage. To determine if your property is eligible for the program you can contact (510) 670-5249 or send a request though the County’s info request link at acpwasrp@acpwa.org
If you are eligible to participate in the program, the County will reimburse the property owner 50%, up to a maximum amount of $750, to correct the existing tripping hazard either by removal and replacement or slicing of the existing concrete.
Property Owner’s Responsibility
It is the adjacent property owners responsibility for maintenance of the sidewalk abutting their property per the California Streets and Highways Code, Section 5610. When a tripping hazard is reported, the County will notify the property owner of the sidewalk issue and if appropriate request repair.
To report a tripping hazard on a sidewalk within the unincorporated area of Alameda County, please submit a service request using our online portal.

About the Tree Program
The Alameda County Public Works Agency administers the Tree Program that ensures the preservation of trees within the County right-of-way. This program also ensures that trees are properly assessed and maintained.
Responsibilities of a Property Owner
Property owners are responsible for maintaining trees on or adjacent to their properties. If you think a tree near your property and/or in the county right-of way is sick or dead, you can request that an arborist assess the tree for potential removal.
Arborist Evaluation Form – Archived (PDF – 483KB)Tree Program FAQ – Archived (PDF – 467KB)
For more information about the Tree Program or any other environmental services questions, please contact us at (510) 670-6467.
Tree Planting Guide
The ACPWA has a free, downloadable recommended tree list for Alameda County (below). This list considers lighting and spatial conditions and is particularly useful for planting projects that have size constraints or nearby sidewalks or power lines.
Recommended Tree List – Archived (PDF – 468KB)
Tree Permits
Permits must be obtained before pruning trees in any right-of-way areas. Tree trimming permits cost $50. Please complete and submit the Tree Permit Application provided below.
Annual Tree Permit
Maintenance crews and qualifying contractors can obtain an Annual Tree Permit, which is a non-site specific permit that can be used at multiple locations. This permit has a fee of $500 per year. For more information about tree permits, please visit our other permits page.
Pro tip: It is often less expensive (and easier) to hire a permit-holding contractor, than to obtain and pay for your own permit. ACPWA has a list of qualified, permitted contractors available to the public.
Note: Trimming branches that are less than one inch in diameter does not require a permit.
The Tree Advisory Board
The Tree Advisory Board (TAB) consists of Alameda County residents who are appointed by each member of the Board of Supervisors. TAB and the Board advise the Director of Public Works on matters related to trees, such as determining when a tree or group of trees should be assessed and potentially removed or pruned. TAB makes recommendations to the Board of Supervisors based on these assessments, and the Board will then consider, review, and approve or deny said recommendations. Agendas are available for all previous TAB meetings at the bottom of this page.

Over the past 90 days, the Alameda County Social Services Agency (ACSSA) has made significant progress establishing the Interim Office of Immigrant and Refugee Affairs (OIRA). The Interim OIRA is designed to strengthen the County’s coordination, policies, partnerships, and services supporting Alameda County’s approximately 563,000 immigrant residents.
Much of the initial work has focused on building the infrastructure needed for the office to succeed. In June, three existing community-based contracts supporting immigration legal services, rapid response, community education, and mutual aid transitioned from Workforce and Benefits Administration to the Interim OIRA. Staff have since reviewed the contracts, finances, performance measures, and quarterly reports; met with each provider to discuss progress and challenges; and developed a standardized reporting template to improve consistency across the programs.
ACSSA has also begun developing a new competitive Request for Proposals in partnership with the General Services Agency. This process provides an opportunity to modernize the County’s service model, strengthen coordination among providers, and ensure services are accessible to immigrant and refugee communities across Alameda County’s many ethnic, linguistic, and geographic communities.
At the same time, the Interim OIRA has begun compiling an inventory of County-administered and contracted programs and conducting a population needs assessment. This work will help identify key investments and service gaps and inform the development of a future navigation database and referral system.
Because immigrant and refugee affairs intersect with the work of many County departments, the Interim OIRA also developed a charter for a proposed Interdepartmental Coordination Table. The table will bring together departments responsible for related policies and programs to share information, coordinate responses, and better connect residents with available services.
Other milestones from the first 90 days include:
- Launching a dedicated Interim OIRA webpage and public email address, oira@acgov.org, to improve access to information and assistance.
- Creating a policy tracker and regular news roundup to monitor federal and state developments affecting immigrant and refugee communities.
- Representing Alameda County at regional “Belonging in the Bay” convenings focused on coordinating responses to federal immigration enforcement.
- Presenting OIRA’s emerging vision and work at the World Refugee and Immigrant Day event and Alameda County Health’s Federal Immigrant and Refugee Health Workgroup.
The Interim OIRA’s first 90 days have centered on listening, learning, developing partnerships, and establishing a strong foundation for the office’s long-term work. In the coming months, ACSSA will continue developing the new RFP, strengthening oversight of existing contracts, convening County departments and community partners, monitoring policy developments, and building a more coordinated system of support for immigrant and refugee residents.
ACSSA is grateful to the many ACSSA team members, County departments, community-based organizations, and regional partners who have shared their knowledge and supported this work. Establishing OIRA is a collective effort, and ACSSA looks forward to continuing to build an office that is responsive to community needs and connected to the important work already taking place throughout Alameda County.
Wildfire-prepared home upgrades do not have to be expensive. A few targeted improvements can help reduce ember risk and strengthen your home's defenses.
Fact: Most homes lost to wildfire are not ignited by flames. They ignite from embers that can travel ahead of a fire and find soft spots in your home's defenses.
All Californians should make sure to have a wildfire action plan and ensure that they and their loved ones are prepared in case they need to evacuate.
Homeowners can additionally consider creating defensible space, hardening their home, building a fire smart landscape, and looking into landowners assistance.
If you'd like to learn more about fire and wildfire prevention — or would like assistance navigating a state agency - my office is here to help and can be reached at the contact information below. It is my honor to serve you.

Thursday's 3.8-magnitude earthquake is a reminder that a major quake could interrupt water service for days. EBMUD recommends storing two gallons per person per day for seven days, plus extra for pets. For a family of four, roughly 30 gallons is a good starting point.
- Store tap water in clean, food-grade plastic containers
- Seal containers tightly and keep them in a cool, dark place
- Reserve the stored supply for drinking and food prep
- Replace stored tap water every six months
