Dear Alameda County District 3 Community,

April was a month defined by celebration, advocacy, and gratitude, with a clear throughline across every gathering and conversation: health.

Across the events my team and I attended, we were reminded how essential accessible, equitable care is to a thriving community and how much ongoing work our partners, advocates, and leaders are doing every day to advance that vision in Alameda County.

2026.04.25 Donor Games

I was proud to sponsor the 2026 Western Regional Donor Games hosted by the National Kidney Registry and The Mission HQ here in District 3. The Donor Games showcase the strength and resilience of living kidney and liver donors while raising awareness about the life saving impact of donation. What stood out most was the community built around this work. The Mission HQ has grown into more than a gym. It is a place where individuals facing dialysis, cancer, and chronic illness find support, strength, and hope.

We marked several meaningful milestones. LifeLong Medical Care and La Familia each celebrated 50 years of service, five decades dedicated to supporting underserved, vulnerable, and often overlooked communities. We also recognized the landmark partnership between St. Rose Hospital and Stanford Health Care, a collaboration that will expand access to quality care for nearly 400,000 residents in Central and South Alameda County and move us closer to a more equitable and resilient healthcare system.

On April 9th, we had the pleasure of hosting our Champions of Community Health Breakfast at Samuel Merritt University’s downtown Oakland campus, where we honored the following organizations:

Celebration is only part of the work, and advocacy remains just as critical. This month, I traveled to Sacramento in support of SB 1400, authored by Senator Jesse Arreguín, which would provide Alameda County with the governance flexibility needed to respond more effectively to today’s healthcare challenges, especially amid the looming threat of federal Medi-Cal funding cuts under HR 1. Our most vulnerable residents are depending on decisive action.

This month reinforced a belief I hold deeply: when our community comes together, including clinics and hospitals, educators and advocates, county leaders and residents, we build something far stronger than any one of us could achieve alone. I am proud to continue that work alongside all of you.

Register to Vote for the California Primary Election!

Active civic engagement is essential to a strong democracy, and participating in the California Primary Election is one of the most direct ways to make your voice heard!

Election day for the California Primary Elections is June 2, 2026! The last day to register to vote is May 18, 2026. 

  • Ballots will be mailed by May 4, 2026.
  • Ballot drop-off locations open on May 5, 2026.
  • Vote-by-mail ballots can be returned by mail, at a drop-off location, or your county elections office.
  • Vote centers open for early in-person voting in all Voter’s Choice Act counties beginning on May 23, 2026.
  • Vote-by-mail ballots must be postmarked on or before Election Day and received by June 9, 2026.

If your name, address, or political party has changed since the last time you voted, you will need to re-register to vote.

Message from the Alameda County Immigration Legal and Education Partnership (ACILEP):

Alameda County Immigration Legal and Education Partnership (ACILEP) is aware of reported plans to deploy federal agents to the San Francisco Bay Area. Our regional rapid response networks are prepared to respond from a place of power, not panic.

Over the past year, we have seen how these operations destabilize neighborhoods, provoke conflict, and place everyone in harm’s way. In these moments, our focus must remain on solidarity, community safety, due process, non-violent resistance, and a refusal to accept authoritarian violence.

These raids harm far more than immigrant communities, they endanger everyone’s constitutional rights and undermine the safety, trust, and economic health of our region. As a community, we must stand together.

For verified updates, follow ACILEP on social media. Please avoid sharing unverified reports, instead, call your local rapid response hotline to confirm or report any ICE activity. The ACILEP hotline - (510) 241-4011 - will remain active and responding throughout the weekend.

If you’re concerned about your rights or safety, visit acilep.org for legal information and resources. The ACLU also provides guidance on What to Do When Encountering Questions from Law Enforcement.

We know this is an uncertain and stressful time. This is a moment for power, not panic. Our focus is on being informed and prepared, not afraid.

If you or someone you know might be impacted, here are five ways to protect yourself and your loved ones right now:

  1. Know Your Rights
    • You have the right to remain silent.
    • You do not have to open the door unless officers present a warrant signed by a judge.
    • You have the right to speak to a lawyer.
  2. Know Your Rapid Response Hotline Number
    • For Alameda County, memorize the ACILEP hotline: (510) 241-4011.
    • ACILEP will be operating and monitoring calls throughout the weekend.
    • Other Rapid Response Networks in the Bay Area:

    • Be prepared to share as many details and photos as possible (Size/strength of operation, Location, Uniform, Time/Date, & Equipment/weapons seen).
  3. Create a Safety Plan
    • Identify who can care for children, pets, or responsibilities if needed. Here is a guide you can use.
    • Memorize important phone numbers and your A#.
    • Share key information with trusted loved ones.
  4. Gather Important Documents
    • Keep passports, IDs, medical records, and immigration documents in a safe place.
    • Make copies and, if you have an attorney, carry a signed G-28 form.
  5. Minimize Risk
    • Follow updates from trusted community organizations.
    • Use a PIN passcode on your phone and consider disabling fingerprint or facial recognition.
    • Weigh your individual risk during daily activities. Remember that the supreme court has unfortunately recently opened the door for ICE to use racial profiling.

Our office remains dedicated to staying connected with residents and uplifting the voices of our community. Your voices play an important role in shaping Vision 2036, which is a future where homelessness, poverty, and hunger are eliminated and where health, safety, and opportunity are within reach for all. We encourage you to stay engaged by joining us at upcoming community events, attending board meetings, or reaching out to our office to share your thoughts.

City of Alameda: Grant Awarded for Bay Farm Island Adaptation Project

City of Alameda

The City of Alameda has received a Prop 68 grant from the State Coastal Conservancy to move the Bay Farm Island Adaptation Project forward. The funding will support advancing the project to 60% design and continued community engagement.

  • December 2028: Grant completion

City of Alameda: Local Organizations Honored at East Bay Innovation Awards

Two Alameda organizations were recognized at the 2026 East Bay Innovation Awards, which celebrated 41 honorees across the region.

Anthro Energy received a Technology award for revolutionizing the battery industry with safer, cleaner energy storage design. Rhythmix Cultural Works received a Community Impact award for providing high-quality music, dance, and theater programming, including free and low-cost performances for East Bay youth.

City of Alameda/Oakland: Nightly Closures of the Webster Tube for Oakland Alameda Access Project construction

Scheduled Closures: Sunday to Thursday, 10pm - 5am

As part of the Oakland Alameda Access Project, the Webster Tube (entering Alameda) will have nightly full closures Sunday through Thursday, 10pm to 5am, for approximately 6 months, to allow construction of a new pedestrian and bicycle path inside the tube.

Motorists should use the Park Street Bridge as an alternate route. The Posey Tube will remain open for travel from Alameda to Oakland and for pedestrians and cyclists.

City of Alameda/Oakland: Woodstock Water Shuttle Weekend Schedule Expansion

Oakland Alameda Water Shuttle

Weekend service aboard Woodstock (Fri/Sat/Sun) has been expanded with departures from 7:20am to 9:36pm. The weekday schedule (Tues/Weds/Thurs) remains the same.

The Oakland Alameda Water Shuttle operates 6 days per week, Tuesday - Sundays, with 12-14 hours of service each day.

The Alameda County Public Works Agency (ACPWA) is responsible for the management and operations of infrastructure including streets, bridges, flood control facilities, pump stations, and stormwater conveyance infrastructure.

With the exception of Flood Control services that are provided throughout the County, ACPWA primarily serves the unincorporated areas of Alameda County.

The Alameda County Public Works Agency encourages residents to sign up for an account through the Mobile Citizen App to track inquiries and follow up on the status of the reported concerns. It is highly recommended that residents report their concerns online or through the mobile app before contacting individual staff members.

  • Estudillo Canal Tidegate Structure Reconstruction and South Levee Modification, San Leandro – FEMA Award Notice received April 2025. Project advertised in July and awarded in October 2025. South levee modification (2026 Year 1 construction) to be completed by November 2026. Tidegate structure reconstruction (2027 Year 2 construction) to be completed by November 2027.
  • San Lorenzo Creek Concrete Channel Temporary Stabilization (resulting from utility pipeline ruptures), Downstream of Washington Avenue, San Leandro (substantial completion)
  • Stivers Lagoon Restoration, Fremont (substantial completion)
  • Laguna Creek Channel Improvements Between Grimmer Blvd. and Auto Mall Parkway, Fremont (Year 1 construction completed)

  • Alameda Creek Restoration Between BART Weir and Decoto Road, Fremont
  • Line A-1 Underground Drainage Bypass Between Mystic Street and Tanglewood Road, Oakland

Other Projects:

  • Installation of an underground full trash capture device on Via Arriba. (substantial completion)
  • Installation of an underground full trash capture device on Hampton Road at Western Blvd. (Project advertised in September; award in November 2025. Construction to begin summer 2026).

Unincorporated Communities: Alameda County Public Works Agency Construction Project on Meekland Avenue

Meekland Ave Construction Map

Alameda County Public Works Agency is announcing a major construction project on the Meekland Avenue Corridor, including the replacement of the existing bridge over San Lorenzo Creek. This critical work will improve long-term safety, structural integrity, and the overall reliability of the transportation network.

Full Closure: Meekland Avenue, at either end of the San Lorenzo Creek Bridge, will be closed approximately one year, from June 8, 2026 through April 23, 2027. This closure is necessary to safely demolish and reconstruct the bridge.

What to Expect: Through traffic between E. Lewelling Boulevard and Paseo Grande will be closed for the duration of bridge construction. Local access will be maintained. Residents and emergency services will have access from Paseo Grande to the south side of the bridge closure, and from E. Lewelling Boulevard to the north side of the bridge closure.

Project Improvements: Upon completion, the corridor will feature enhanced safety for all users, including new and improved sidewalks, upgraded ADA accessibility, a Class II bicycle facility, and a safe bridge structure.

Unincorporated Communities: Virtual Community Meeting on Visioning for Future Development at the Bay Fair BART Property (County Portion)

2026.05.13 Bay Fair Bart Virtual Meeting

Alameda County and BART invite you to join us for the virtual community meeting on May 13, 2026 to discuss the future of the Bay Fair BART parking lot in Ashland, the Southwest side of the station (within unincorporated Alameda County). BART in partnership with the Alameda County Planning Department are working, with community input, to advance Transit Oriented Development (TOD) on BART-owned land located within the County. BART intends to seek a developer no sooner than 2028. Once chosen, the developer will work with BART, the community and the County throughout the design and entitlement process. Your input will help shape the goals and objectives for the site, which will inform BART’s selection of a development partner. 

Note: The portion of the BART property located within San Leandro is being addressed through a separate planning effort led by the City of San Leandro.

Unincorporated Communities: Alameda County Sheriff's Office's Community Ambassador Program

ACSO

The program is designed to strengthen relationships between law enforcement and the communities it serves by bringing together trusted local leaders into one unified network. The program promotes transparency, builds public trust, and supports two way communication by uplifting community concerns while sharing information about ACSO outreach efforts.

Community Ambassadors help bridge cultural, generational, and social gaps, contributing to safer and more informed neighborhoods. Participants include faith leaders, community organizers, neighborhood watch members, and local business owners.

Medi-Cal Dental Benefit Changes for Adults Without Satisfactory Immigration Status

Effective July 1, 2026, Medi-Cal will no longer cover regular dental services for adults 19 and older without satisfactory immigration status (SIS), unless they are pregnant, in their postpartum year, or a former foster youth under 26.

Emergency dental services such as treatment for serious pain, infections, and extractions will still be covered. If you applied for Medi-Cal before January 1, 2026, full dental benefits remain available through June 30, 2026.


AC Transit Faces Potential Service Cuts

AC Transit

AC Transit is dealing with a serious budget shortfall, and the impacts could be felt in our community. The AC Transit Board recently approved a contingency plan that would take effect if new, stable funding is not secured.

Without additional funding, the agency may be forced to cut bus service by up to 16% and reduce its workforce by roughly 300 positions. No specific routes have been targeted yet, but all lines serving District 3 residents are under review.

June 2027: Service reductions could go into effect if no new funding is secured

Alameda County Librarian Deb Sica Wins National Honor

Congratulations to Alameda County Librarian Deb Sica, who received the prestigious I Love My Librarian Award from the American Library Association. Selected from more than 1,300 nominations, Deb is one of only 10 librarians nationwide to receive this year's award. Throughout her career, she has been a champion for racial equity, LGBTQIA+ rights, and intellectual freedom.


Alameda County Health: New Website

Alameda County Health (AC Health) has launched a new, unified website at health.alamedacountyca.gov, bringing together more than a dozen previously separate sites into one centralized hub.

The redesigned site features improved navigation, a search function, and mobile-friendly design. It will be ADA-compliant and offers multilingual support via a language selector in the top right corner. A "Find Services" tab helps visitors locate resources across Public Health, Behavioral Health, Environmental Health, and Housing and Homelessness Services.

Housing and Emergency Lodging Program (HELP) is available to single adultswho are Alameda County residents and are homeless or at-risk of becoming homeless. Apply online.

Alameda County Season of Sharing (SOS) provides one-time emergency housingassistance or critical family needs to families with children 18 and under living in the home; persons age 55 and older; individuals with medically verified disabilities, veterans, emancipated or former foster youth, victims of domestic violence or violent crimes, and pregnant women in their 2nd trimester or later.

Approved applicants receive grant assistance for minor plumbing repairs, carpentry, electrical repairs, railings, grab bars, toilets, doors, locks, water heaters, and more.

The Alameda County Arts Commission is seeking Bay Area artists for public art opportunities at the future African American Wellness Hub in Oakland. Open to emerging, mid-career, and established artists from the nine Bay Area counties, the call seeks work that reflects and honors African American culture, identity, and the diaspora.

The project may include integrated public art as well as two-dimensional and low-relief wall-mounted works at the new wellness hub, which is being developed by the County and the Alameda County Behavioral Health Department and is expected to open in 2028.

Alameda County teens ages 13–18 are invited to apply beginning April 1 to become the 2026 Youth Poet Laureate. The program gives young poets the opportunity to share their voice, inspire others, and represent Alameda County throughout the year.

The selected Youth Poet Laureate will receive a suite of Apple products, including a MacBook Pro, perform at public events, and compete in statewide and regional poetry competitions.

The Alameda Countywide Clean Water Program is accepting applications for its 2026 Community Stewardship Grants, offering up to $6,000 for projects that prevent stormwater pollution and support local watershed health.

Eligible applicants include teachers, student and youth groups, community and environmental organizations, HOAs, and nonprofits. Projects can include litter cleanups, creek restoration, habitat enhancement, art projects, community outreach, and more. Creative ideas are encouraged!

The Bay Area Air District is offering up to $3 million through its People’s Air Grant Program to support projects in impacted communities that reduce exposure to air pollution and address related public health impacts. Grants of up to $400,000 per organization over two years are available.

Eligible projects may include community education on air pollution and health, community-driven air quality monitoring, health care resources and services for those affected by pollution exposure, and programs aimed at reducing pollution or limiting exposure. Community-based groups, local 501(c)(3) nonprofits, public agencies, and California Native American Tribes serving Bay Area environmental justice communities are encouraged to apply.

Bay Area Air District: Clean Heating Efficiently with Electric Technology Program

The Bay Area Air District has opened its 2026 application cycle for the Clean Heating Efficiently with Electric Technology (Clean HEET) Program, which provides grants to help homeowners replace wood- or pellet-burning fireplaces and stoves with cleaner, energy-efficient electric heat pumps. Funding ranges from $3,000 up to $10,500 for one device and up to $13,500 for two devices, with additional incentives available for removing uncertified wood-burning devices. The program aims to reduce harmful wood smoke pollution and improve air quality across the Bay Area.
