Dear Alameda County District 3 Community,

As March comes to a close, I want to take a moment to reflect on our Women’s Recognition Event held at our District Office in San Leandro. It was a privilege to celebrate the inspiring women leaders who make a difference every day across District 3. Community members, local leaders, and honorees came together to share stories of service, leadership, and the meaningful work being done throughout Alameda County.

This year, we were proud to recognize the following outstanding women for their contributions to our community:

D3 Women's History Month Event

As we continue to respond to the impacts of HR 1, the so-called "One Big Beautiful Bill Act," Alameda County is navigating difficult decisions to protect our public health system. The law’s substantial cuts to Medicaid threaten the financial stability of Alameda Health System, which relies on Medicaid for 60% of its operating revenue across its four public hospitals. With more than 410,000 Alameda County residents covered by Medi-Cal, these cuts affect not only those who directly receive care but also the health and well-being of our entire community.

In December, Alameda Health System informed the Board of Supervisors that it might need to eliminate several hundred positions before the end of the fiscal year and reduce its budget by approximately $100 million annually over the next three years. After carefully weighing the impacts these reductions would have on patients, workers, and programs such as Intensive Outpatient Programs, the Board voted on March 3 to temporarily pause nearly 250 planned layoffs and delay cuts that had been scheduled to begin on March 9.

The Board also established an ad hoc committee with Supervisors Nate Miley and Nikki Fortunato Bas to work alongside hospital leadership, labor representatives, and other stakeholders to identify alternatives and address the health system’s budget shortfall in the coming fiscal years. The Board also directed the County Administrator, Auditor, and interim director of AC Health to continue exploring options to preserve critical behavioral health services, including Intensive Outpatient Programs. I also introduced a motion directing Alameda Health System to establish a 24-hour information line to receive and respond to complaints from individuals eligible for services under state law.

The financial challenges ahead are real, but we remain committed to protecting access to care and strengthening the safety net on which so many Alameda County residents depend.

Register to Vote for the California Primary Election!

Active civic engagement is essential to a strong democracy, and participating in the California Primary Election is one of the most direct ways to make your voice heard!

Election day for the California Primary Elections is June 2, 2026! The last day to register to vote is May 18, 2026. 

  • Ballots will be mailed by May 4, 2026.
  • Ballot drop-off locations open on May 5, 2026.
  • Vote-by-mail ballots can be returned by mail, at a drop-off location, or your county elections office.
  • Vote centers open for early in-person voting in all Voter’s Choice Act counties beginning on May 23, 2026.
  • Vote-by-mail ballots must be postmarked on or before Election Day and received by June 9, 2026.

If your name, address, or political party has changed since the last time you voted, you will need to re-register to vote.

Alameda County Immigration Legal and Education Partnership (ACILEP) is aware of reported plans to deploy federal agents to the San Francisco Bay Area. Our regional rapid response networks are prepared to respond from a place of power, not panic.

Over the past year, we have seen how these operations destabilize neighborhoods, provoke conflict, and place everyone in harm’s way. In these moments, our focus must remain on solidarity, community safety, due process, non-violent resistance, and a refusal to accept authoritarian violence.

These raids harm far more than immigrant communities, they endanger everyone’s constitutional rights and undermine the safety, trust, and economic health of our region. As a community, we must stand together.

For verified updates, follow ACILEP on social media. Please avoid sharing unverified reports, instead, call your local rapid response hotline to confirm or report any ICE activity. The ACILEP hotline - (510) 241-4011 - will remain active and responding throughout the weekend.

If you’re concerned about your rights or safety, visit acilep.org for legal information and resources. The ACLU also provides guidance on What to Do When Encountering Questions from Law Enforcement.

We know this is an uncertain and stressful time. This is a moment for power, not panic. Our focus is on being informed and prepared, not afraid.

If you or someone you know might be impacted, here are five ways to protect yourself and your loved ones right now:

  1. Know Your Rights
    • You have the right to remain silent.
    • You do not have to open the door unless officers present a warrant signed by a judge.
    • You have the right to speak to a lawyer.
  2. Know Your Rapid Response Hotline Number
    • For Alameda County, memorize the ACILEP hotline: (510) 241-4011.
    • ACILEP will be operating and monitoring calls throughout the weekend.

    • Be prepared to share as many details and photos as possible (Size/strength of operation, Location, Uniform, Time/Date, & Equipment/weapons seen).
  3. Create a Safety Plan
    • Identify who can care for children, pets, or responsibilities if needed. Here is a guide you can use.
    • Memorize important phone numbers and your A#.
    • Share key information with trusted loved ones.
  4. Gather Important Documents
    • Keep passports, IDs, medical records, and immigration documents in a safe place.
    • Make copies and, if you have an attorney, carry a signed G-28 form.
  5. Minimize Risk
    • Follow updates from trusted community organizations.
    • Use a PIN passcode on your phone and consider disabling fingerprint or facial recognition.
    • Weigh your individual risk during daily activities. Remember that the supreme court has unfortunately recently opened the door for ICE to use racial profiling.

City of Oakland: Oakland Police Commission Begin Search for Next Chief of Police

The Oakland Police Commission has launched the search for Oakland’s next Chief of Police and is seeking community input as part of the process. Throughout March, the Commission hosted a series of community forums where residents could share the leadership qualities and priorities they would like to see in the next police chief. City of Oakland: Cupid Alexander Appointed as Chief of Homelessness Solutions

The City of Oakland has appointed Cupid Alexander as its first permanent Chief of Homelessness Solutions, effective April 6. Alexander most recently served as Deputy Director of the City of San José Housing Department and brings extensive experience leading housing and homelessness programs in San José, Houston, Austin, Spokane, and Portland. He will lead Oakland’s new Office of Homelessness Solutions and help implement the City’s Homelessness Strategic Action Plan.


City of Alameda: Alameda Crime Activity

The following incidents represent a selection of the police activity that took place in February 2026. A complete monthly summary can be found at www.alamedaca.gov/data.

DUI Collision: On 2/4 at 3:07 pm, officers responded to the intersection of Grand Street and Santa Clara Avenue for a hit and run collision. A driver was seen colliding with a power pole before leaving the scene. An officer located the vehicle driving a few blocks away and conducted a traffic stop. After a series of Standardized Field Sobriety Tests (SFST), the driver was arrested for impaired driving. #26-00756

DUI: On 2/22 at 12:49 am, an officer observed a vehicle traveling at a high rate of speed while failing to maintain their lane position. The officer conducted a traffic stop in the 1500 block of Clement Avenue. After a series of Standardized Field Sobriety Tests (SFST), the driver was arrested for impaired driving. A firearm was located in the vehicle. #26-01087

Burglary: On 2/23 at 3:00 am, officers began investigating nine commercial burglaries. Evidence gathered at the scenes enabled investigators to link the same vehicle and suspects to all nine burglaries. With the assistance of Automated License Plate Reader (ALPR) technology, officers located the suspect vehicle within hours. Two individuals were arrested on unrelated offenses. #26-01102

Animal Endangerment: On 2/26 at 12:56 pm, animal control officers responded to Seaplane Lagoon for the report of a dog left unattended inside of a car. While the exterior temperatures were 66 degrees, the temperature inside of the vehicle surpassed 86 degrees. The dog was removed from the vehicle and taken to the Friends of the Alameda Animal Shelter. The owner was issued a citation. #26-01182

Traffic Enforcement: APD officers issued 326 traffic citations and 474 warnings in February. There were 20 impaired driving arrests, 6 of which stemmed from collisions.

The Alameda Police Department’s 2025 annual crime data is now available. Here are a few fun facts that you may have missed throughout the year:

  • K9 Ace celebrated his 1-year workiversary🐾
  • In July, APD launched the Business District Officer Program.
  • Roadway safety continues to be a top priority. Traffic stops have increased by 91% compared to 2024.
  • The department spent 7,604 hours training. Way to keep advancing in your careers!
  • Officers responded to 43,849 calls for service.
  • Ten new officers were sworn in.
  • We made lots of new friends. Nearly 5,000 stickers and 1,000 sunglasses were handed out to our youth.
  • APD gave out steering wheel locks, air tags, wheel locks, anti-theft license plate frames, and bike locks to help promote theft awareness.
  • APD now has 10 pilots on staff… Uncrewed Aerial Vehicle (UAV) pilots that is.
  • APD expanded its Bike Patrol Unit to 10 officers. With the warmer weather we're having, get ready to see them out there!  

City of San Leandro: San Leandro Companies Receive Innovation Awards

San Leandro companies B3 Investors and Fuse Energy Technologies were honored at the 2026 East Bay Innovation Awards.

B3 received the Built Environment award for redeveloping sites such as Speedway at Bayfair and Gate510 into spaces for clean tech, biotech, and advanced manufacturing companies. Fuse was recognized for its work in fusion energy and neutron source technology and plans to expand in San Leandro with a new 42,000-square-foot facility.

Presented by the East Bay Economic Development Alliance, the awards highlight San Leandro’s continued growth as a hub for innovation and advanced manufacturing.

The Alameda County Public Works Agency (ACPWA) is responsible for the management and operations of infrastructure including streets, bridges, flood control facilities, pump stations, and stormwater conveyance infrastructure.

With the exception of Flood Control services that are provided throughout the County, ACPWA primarily serves the unincorporated areas of Alameda County.

The Alameda County Public Works Agency encourages residents to sign up for an account through the Mobile Citizen App to track inquiries and follow up on the status of the reported concerns. It is highly recommended that residents report their concerns online or through the mobile app before contacting individual staff members.

  • Estudillo Canal Tidegate Structure Reconstruction and South Levee Modification, San Leandro – FEMA Award Notice received April 2025. Project advertised in July and awarded in October 2025. South levee modification (2026 Year 1 construction) to be completed by November 2026. Tidegate structure reconstruction (2027 Year 2 construction) to be completed by November 2027.
  • San Lorenzo Creek Concrete Channel Temporary Stabilization (resulting from utility pipeline ruptures), Downstream of Washington Avenue, San Leandro (substantial completion)
  • Stivers Lagoon Restoration, Fremont (substantial completion)
  • Laguna Creek Channel Improvements Between Grimmer Blvd. and Auto Mall Parkway, Fremont (Year 1 construction completed)
  • Lake Merritt Pump Station Underground Storage Tank Replacement and Electrical System Rehabilitation, Oakland (Under Construction)

  • San Lorenzo Creek Concrete Channel Permanent Restoration (resulting from utility pipeline ruptures), Downstream of Washington Avenue, San Leandro. The District will seek reimbursement from the utility companies for all work associated with their pipelines rupture.
  • Sulphur Creek South Levee Erosion Repair Near San Francisco Bay, Hayward
  • Alameda Creek Turnaround Restoration at West End of North Levee, Fremont
  • Alameda Creek Restoration Between BART Weir and Decoto Road, Fremont
  • Line A-1 Underground Drainage Bypass Between Mystic Street and Tanglewood Road, Oakland

Other Projects:

  • Installation of an underground full trash capture device on Via Arriba. (substantial completion)
  • Installation of an underground full trash capture device on Hampton Road at Western Blvd. (Project advertised in September; award in November 2025. Construction to begin summer 2026).

Alameda County Public Works Construction Project on Meekland Avenue

Alameda County Public Works Agency is announcing a major construction project on the Meekland Avenue Corridor, including the replacement of the existing bridge over San Lorenzo Creek. This critical work will improve long-term safety, structural integrity, and the overall reliability of the transportation network.

Full Closure: Meekland Avenue, at either end of the San Lorenzo Creek Bridge, will be closed approximately one year, from June 8, 2026 through April 23, 2027. This closure is necessary to safely demolish and reconstruct the bridge.

What to Expect: Through traffic between E. Lewelling Boulevard and Paseo Grande will be closed for the duration of bridge construction. Local access will be maintained. Residents and emergency services will have access from Paseo Grande to the south side of the bridge closure, and from E. Lewelling Boulevard to the north side of the bridge closure.

Project Improvements: Upon completion, the corridor will feature enhanced safety for all users, including new and improved sidewalks, upgraded ADA accessibility, a Class II bicycle facility, and a safe bridge structure.

Unincorporated Communities: Alameda County Sheriff's Office's Community Ambassador Program

ACSO

The program is designed to strengthen relationships between law enforcement and the communities it serves by bringing together trusted local leaders into one unified network. The program promotes transparency, builds public trust, and supports two way communication by uplifting community concerns while sharing information about ACSO outreach efforts.

Community Ambassadors help bridge cultural, generational, and social gaps, contributing to safer and more informed neighborhoods. Participants include faith leaders, community organizers, neighborhood watch members, and local business owners.

The second installment of the 2025–2026 Secured Property Tax is due on Friday, April 10, 2026, and must be received by 5:00 p.m. to avoid penalties. Payments received after 5:00 p.m. will be considered delinquent and will incur a 10% penalty plus a $10 administrative fee.

Please note that there are no additional grace periods, and penalties cannot be waived. Property owners are encouraged to submit payments early to ensure timely processing.

The Alameda County Human Resource Services Temporary Assignment Pool is recruiting temporary workers for the 2026 election season. The Registrar of Voters is seeking candidates to help support the community in a safe, team-oriented environment. Available roles include instructors, recruiters, data entry, outreach, warehouse and logistics, and more, with pay ranging from $28.85 to $31.08 per hour.

Many positions are especially seeking bilingual candidates who speak English and one or more of the following languages: Bengali, Burmese, Chinese, Japanese, Khmer, Korean, Malay, Mongolian, Punjabi, Spanish, Tagalog, Urdu, and Vietnamese.


H.R.1 CalFresh Program Eligibility Changes

CalFresh Healthy Living

Beginning April 1, 2026, the recently enacted H.R.1 changes who can receive benefits through CalFresh. Eligibility will be limited to U.S. citizens, noncitizen U.S. nationals, lawful permanent residents, Compact of Free Association migrants, and Cuban and Haitian entrants.

As a result, many lawfully present noncitizens who were previously eligible, including refugees, asylees, parolees, trafficking survivors, battered noncitizens, conditional entrants, and certain Afghan and Ukrainian parolees, will no longer qualify for federal CalFresh benefits. However, these changes do not affect the California Food Assistance Program (CFAP), which may still provide benefits to some individuals, including battered noncitizens, certain parolees, and conditional entrants.

Applications submitted on or after April 1, 2026, will be reviewed under the new rules. For households already receiving CalFresh, the changes will take effect at their next recertification.


Celebrating a Milestone Year for the Alameda County Commission on the Status of Women

The Alameda County Commission on the Status of Women celebrated two major milestones in 2025: the passage of the Alameda County CEDAW Ordinance and the Commission’s 50th anniversary. The Convention on the Elimination of All Forms of Discrimination Against Women is an international treaty promoting equality for women and girls. Since 2022, the Commission has worked to advance local implementation through community outreach and partnership-building.

In June 2025, the Alameda County Board of Supervisors unanimously adopted the ordinance, an important step toward ensuring women and girls are considered in County policies, programs, and services. The Commission also marked 50 years of advocacy and service in Alameda County and will host a special event honoring its legacy and community partners.

How Do I Refer to Enhanced Interim Housing (Shelter)? 

There are two routes

  1. Medically Frail referral form. (Note that even though the link is called “Medically Frail,” this is ALSO the entry portal for Enhanced Interim Housing.)
    • Link: Medically Frail Referral Link;
    • ROI Form
    • Individuals referred through the Medically Frail portal will be assessed to determine eligibility for Medically Enhanced Interim, Medically Frail Permanent Housing and Mid-County Enhanced Interim Housing/Shelter resources, noting that only those with the highest level of medical need will be eligible for permanent housing
    • (Individuals approved for Enhanced Interim Housing/shelter are not required to have an HMIS Coordinated Entry crisis assessment at the time of intake but will be assisted in enrolling in HMIS and assessed for permanent housing after placement)
  2. Crisis Queue: In addition to receiving referrals through the medically frail portal, individuals will also be identified on the crisis queue and outreached to by H&H staff through a Coordinated Entry clinical review/ prioritization process for interim housing resources

Who Can Refer to Enhanced Interim Housing (Shelter)?

  • Any homeless service provider can complete a referral, reducing access barriers.
  • You do not have to be a medical provider to complete the form, but please add as much information as you have available to support H&H staff in determining eligibility.

What are Some Examples of Higher-level Health Care Needs that can be Supported at the Enhanced Interim Housing/Shelter Site?

  • Individuals with disordered sleep that makes congregate shelter difficult
  • Individuals who would benefit from a single room
  • And individuals who use durable medical equipment that cannot be safely used or stored in shelter or on the street (walker, oxygen equipment, special bed, wheelchair, etc.)

What Can My Client Expect at the New Enhanced Interim Housing (Shelter) Site?

  • Services to support care giving needs
  • Access to Mobile Health Van services
  • Housing navigation to support in obtaining permanent housing; interim housing does not impact homeless status
  • At least two meals per day
  • A private room and bathroom

Alameda County residents are encouraged to apply for Civil Grand Jury service, a one year commitment that runs from July 1 through June 30. Grand Jurors help investigate local government operations, review public programs, and issue reports that promote transparency and accountability.

Applicants must be:

  • U.S. Citizens
  • At least 18 years old
  • Alameda County residents for at least one year
  • Sufficient English skill

Applications are due April 1, followed by interviews in May. Thirty finalists are selected, and 19 jurors are chosen in late June. Jurors typically meet twice a week in Oakland, receive training, and are provided a small daily stipend and mileage reimbursement.

Interns will help support projects that shape the future of Bay Area transit and create more vibrant, sustainable communities around BART stations. AALT is a free four-day summer leadership convention held July 8–11 at CSU Dominguez Hills. Participants will stay in campus housing, share meals together, and take part in hands-on activities that explore California’s legislative process, including drafting and proposing legislation.

Youth and young artists are invited to participate in “Belonging in America,” a community art project hosted by MARU exploring identity, home, connection, and belonging. Bay Area Air District: Clean Heating Efficiently with Electric Technology Program

The Bay Area Air District has opened its 2026 application cycle for the Clean Heating Efficiently with Electric Technology (Clean HEET) Program, which provides grants to help homeowners replace wood- or pellet-burning fireplaces and stoves with cleaner, energy-efficient electric heat pumps. Funding ranges from $3,000 up to $10,500 for one device and up to $13,500 for two devices, with additional incentives available for removing uncertified wood-burning devices. The program aims to reduce harmful wood smoke pollution and improve air quality across the Bay Area.

In-Person Public Comment Procedures for Board of Supervisors Meetings:

Members of the public may speak during the meeting by submitting a speaker slip to the Clerk. Items scheduled for a specific time on the agenda will not be heard before the listed time and may not be called exactly at that time, depending on the Board’s proceedings.

NOTE: Only matters within the Board’s jurisdiction may be addressed. Written public comments will not be read during the public comment period.

Written Public Comment Procedures for Board of Supervisors Meetings:

Comments submitted by 3:00 p.m. the day before the meeting will be shared with all Board Members and included in the official record. Comments submitted after the deadline will still be added to the official meeting record but will not be shared with Board Members before the meeting. Comments will not be read aloud during the meeting.

By Email: You may email your written public comment to cbs@acgov.org. Please include your name and either the agenda item number or indicate that your comment is for Public Input (items not on the agenda).

By Online Form: You may submit your written public comment using the online form here.
