Dear Alameda County District 3 Community,

Happy Black History Month and Lunar New Year! February 2026 marks 100 years since the first national observance of Black History Month, and across Alameda County we welcomed the Lunar New Year with vibrant community celebrations that brought neighbors together in reflection and joy.

Throughout the first half of the month, our office had the honor of joining residents, cultural leaders, and community organizations at events highlighting the rich history, resilience, and traditions that shape our County. From recognizing Black leaders and community members whose service strengthens our neighborhoods to celebrating the Year of the Horse with our Asian American communities, these gatherings reflected the diversity and unity that define Alameda County.

In partnership with HipHopTV and the Urban League of Greater San Francisco Bay Area, our office proudly hosted the 3rd Annual African American Recognition Awards at our San Leandro District Office, with food catered by Park 52nd. The event celebrated inspiring Black leaders whose dedication, service, and leadership continue to strengthen Alameda County and move our community forward. We are grateful for the support of State Senator Tim Grayson, State Assemblymember Liz Ortega, Alameda County Assessor Phong La, and Alameda County Sheriff Yesenia Sanchez in helping make this meaningful celebration possible.

Our office, in partnership with the City of Alameda, is sponsoring a free screening of “The Apology” at the Alameda Theatre. The documentary examines the 1960s dismantling of Russell City, when Alameda County and the City of Hayward displaced 1,400 residents to make way for an industrial park. Through archival footage, animation, and interviews with more than twenty former residents and their descendants, the film reflects on the lasting impacts of that decision and the meaning of accountability.

Several weeks after the film’s first community screening, the Alameda County Board of Supervisors formally apologized for its role in the seizure and destruction of Russell City.

Register to Vote for the California Primary Election!

Active civic engagement is essential to a strong democracy, and participating in the California Primary Election is one of the most direct ways to make your voice heard!

Election day for the California Primary Elections is June 2, 2026! The last day to register to vote is May 18, 2026. 

  • Ballots will be mailed by May 4, 2026.
  • Ballot drop-off locations open on May 5, 2026.
  • Vote-by-mail ballots can be returned by mail, at a drop-off location, or your county elections office.
  • Vote centers open for early in-person voting in all Voter’s Choice Act counties beginning on May 23, 2026.
  • Vote-by-mail ballots must be postmarked on or before Election Day and received by June 9, 2026.

If your name, address, or political party has changed since the last time you voted, you will need to re-register to vote.

If you or someone you know needs immigration or legal help please familiarize yourself with the Alameda County Immigration Legal & Education Partnership (ACILEP) website and hotline, which provide critical information about your rights, with flyers available in English, Spanish (Español), Chinese (中文), Tagalog, and Vietnamese (Tiếng Việt). Message from the Alameda County Immigration Legal and Education Partnership (ACILEP):

Alameda County Immigration Legal and Education Partnership (ACILEP) is aware of reported plans to deploy federal agents to the San Francisco Bay Area. Our regional rapid response networks are prepared to respond from a place of power, not panic.

Over the past year, we have seen how these operations destabilize neighborhoods, provoke conflict, and place everyone in harm’s way. In these moments, our focus must remain on solidarity, community safety, due process, non-violent resistance, and a refusal to accept authoritarian violence.

These raids harm far more than immigrant communities, they endanger everyone’s constitutional rights and undermine the safety, trust, and economic health of our region. As a community, we must stand together.

For verified updates, follow ACILEP on social media. Please avoid sharing unverified reports, instead, call your local rapid response hotline to confirm or report any ICE activity. The ACILEP hotline - (510) 241-4011 - will remain active and responding throughout the weekend.

If you’re concerned about your rights or safety, visit acilep.org for legal information and resources. The ACLU also provides guidance on What to Do When Encountering Questions from Law Enforcement.

We know this is an uncertain and stressful time. This is a moment for power, not panic. Our focus is on being informed and prepared, not afraid.

If you or someone you know might be impacted, here are five ways to protect yourself and your loved ones right now:

  1. Know Your Rights
    • You have the right to remain silent.
    • You do not have to open the door unless officers present a warrant signed by a judge.
    • You have the right to speak to a lawyer.
  2. Know Your Rapid Response Hotline Number
    • For Alameda County, memorize the ACILEP hotline: (510) 241-4011.
    • ACILEP will be operating and monitoring calls throughout the weekend.
    • Other Rapid Response Networks in the Bay Area:
      • Contra Costa County: (925) 900-5151
      • San Francisco: (415) 200-1548
      • San Mateo County: (203) 666-4472
      • Santa Clara County: (408) 290-1144
    • Be prepared to share as many details and photos as possible (Size/strength of operation, Location, Uniform, Time/Date, & Equipment/weapons seen).
  3. Create a Safety Plan
    • Identify who can care for children, pets, or responsibilities if needed. Here is a guide you can use.
    • Memorize important phone numbers and your A#.
    • Share key information with trusted loved ones.
  4. Gather Important Documents
    • Keep passports, IDs, medical records, and immigration documents in a safe place.
    • Make copies and, if you have an attorney, carry a signed G-28 form.
  5. Minimize Risk
    • Follow updates from trusted community organizations.
    • Use a PIN passcode on your phone and consider disabling fingerprint or facial recognition.
    • Weigh your individual risk during daily activities. Remember that the supreme court has unfortunately recently opened the door for ICE to use racial profiling.

City of Alameda: Celebrate Black History Month with the Black Banjo Reclamation Project

The Alameda Free Library will host the Black Banjo Reclamation Project on Friday, February 27 from 1 to 3 pm at the Main Branch, 1550 Oak Street, in celebration of Black History Month. Artists Hannah Mayree, Seraphina Perkins, and Azere Wilson will each perform a set followed by collaborative jamming and audience Q and A. The Black Banjo Reclamation Project is a creative ecosystem that centers Black and Afro-Diasporic communities through banjo education, cultural practice, and healing grounded in ancestral traditions and land stewardship. The free event is made possible by the Friends of the Alameda Free Library. No registration is required and all are welcome.


City of Alameda: Gold-level Bicycle Friendly Community Awarded to Alameda

City of Alameda

Alameda has earned a Gold-level Bicycle Friendly Community designation from the League of American Bicyclists, placing it among just 32 cities nationwide and eight in California to receive this distinction. The award reflects a decade of steady progress, with Alameda advancing from Bronze in 2016 to Silver in 2021, and now Gold in 2026. More than 40% of Alameda students walk or bike to school, supported by the City’s commitment to complete streets, expanded Neighborhood Greenways, and safer travel options for residents and visitors. 

Recent achievements include adoption of the Active Transportation Plan, near completion of the Cross Alameda Trail, and the launch of the Oakland-Alameda Water Shuttle connecting Alameda to Oakland. The recognition also highlights strong community partnerships, including Alameda County Safe Routes to Schools and Bike East Bay, and underscores Alameda’s leadership in building safer, more accessible, and sustainable transportation options.


City of Alameda: Cultural Arts Grant Opportunities

The City of Alameda has released a new Request for Proposals (RFP) for Cultural Arts and Arts Programming Grants, with $60,000 available to support four community-based projects. Administered by the City’s Public Art Commission, the grants will fund a wide range of free, public programming in Alameda, including performing and literary arts, film and video, installations, arts education, lectures, special events, and artist-in-residence programs.

The City of San Leandro, in partnership with the Arts, Culture and Library Commission, is offering Arts & Culture Grants to support high-quality art projects led by San Leandro based nonprofit organizations and local artists. The program prioritizes projects that celebrate and reflect the San Leandro community and welcomes a wide range of artistic disciplines, including dance, music, theater, visual and literary arts, media, and traditional or multidisciplinary work. Grants of up to $5,000 are available, with application guidelines and forms posted on the program webpage.

The Alameda County Public Works Agency (ACPWA) is responsible for the management and operations of infrastructure including streets, bridges, flood control facilities, pump stations, and stormwater conveyance infrastructure.

With the exception of Flood Control services that are provided throughout the County, ACPWA primarily serves the unincorporated areas of Alameda County.

The Alameda County Public Works Agency encourages residents to sign up for an account through the Mobile Citizen App to track inquiries and follow up on the status of the reported concerns. It is highly recommended that residents report their concerns online or through the mobile app before contacting individual staff members.

  • Estudillo Canal Tidegate Structure Reconstruction and South Levee Modification, San Leandro – FEMA Award Notice received April 2025. Project advertised in July and awarded in October 2025. South levee modification (2026 Year 1 construction) to be completed by November 2026. Tidegate structure reconstruction (2027 Year 2 construction) to be completed by November 2027.
  • San Lorenzo Creek Concrete Channel Temporary Stabilization (resulting from utility pipeline ruptures), Downstream of Washington Avenue, San Leandro (substantial completion)
  • Stivers Lagoon Restoration, Fremont (substantial completion)
  • Laguna Creek Channel Improvements Between Grimmer Blvd. and Auto Mall Parkway, Fremont (Year 1 construction completed)
  • Lake Merritt Pump Station Underground Storage Tank Replacement and Electrical System Rehabilitation, Oakland (Under Construction)

Unincorporated Communities: Alameda County Sheriff's Office's Community Ambassador Program

ACSO

The program is designed to strengthen relationships between law enforcement and the communities it serves by bringing together trusted local leaders into one unified network. The program promotes transparency, builds public trust, and supports two way communication by uplifting community concerns while sharing information about ACSO outreach efforts.

Community Ambassadors help bridge cultural, generational, and social gaps, contributing to safer and more informed neighborhoods. Participants include faith leaders, community organizers, neighborhood watch members, and local business owners.

Alameda County Treasurer-Tax Collector Website

The second installment of the 2025–2026 Secured Property Tax is due on Friday, April 10, 2026, and must be received by 5:00 p.m. to avoid penalties. Payments received after 5:00 p.m. will be considered delinquent and will incur a 10% penalty plus a $10 administrative fee.

Please note that there are no additional grace periods, and penalties cannot be waived. Property owners are encouraged to submit payments early to ensure timely processing.

California Transportation Commission Allocated nearly $1 Billion

The California Transportation Commission recently allocated nearly $1 billion statewide to expand transit, improve highway safety, and advance climate resilience efforts, aligned with Governor Gavin Newsom’s Build More, Faster – For All infrastructure agenda. In Alameda County, $17.27 million will fund major safety and mobility improvements in East Oakland, including new and upgraded bike lanes, curb ramps, crosswalks, roundabouts, speed bumps, pedestrian beacons, and lighting, helping connect residents to key destinations and the future East Bay Greenway along San Leandro Street. An additional $3.36 million will rehabilitate pavement and drainage systems on I-238 between Hayward and San Leandro, including ADA curb ramp upgrades and safety enhancements, while $2.91 million will support bridge joint repairs at the southbound I-680 to eastbound I-580 connector in Dublin to address damaged infrastructure and improve roadway safety.


Family Paths: Family Supportive Services

Family Paths

Family Paths provides family-centered case management for foster parents, kinship caregivers, and adoptive families. The program helps caregivers navigate the foster care system, offers court and guardianship support, and shares guidance on child development and positive behavior strategies. Families can also access resources to complete required annual training and receive support for youth transitioning out of foster care. Family Paths has served Alameda County children, youth, and families since 1972.

Alameda County Law Library: Free Eviction Response Clinic

When: First and third Fridays of each month, from 10:00 a.m. to 1:00 p.m.

Beginning February 6, Tenant Power Toolkit will offer a free, in-person eviction response clinic at the Alameda County Law Library on the first and third Fridays of each month from 10:00 a.m. to 1:00 p.m. The clinic is designed to assist residential tenants who need help responding to an unlawful detainer (eviction) complaint. Participants will be guided through the Tenant Power Toolkit platform to complete required court forms.

The clinic is walk-in only and operates on a first-come, first-served basis. Attendees must bring their Summons and Complaint – Unlawful Detainer documents. Please note that this is an informational clinic and does not provide legal advice.

The Healthy Homes Department offers grants for minor home repairs in Albany, Dublin, Emeryville, Oakland, Newark, Union City, and unincorporated areas including Ashland, Cherryland, Castro Valley, Hayward Acres, Hillcrest Knolls, Fairview, San Lorenzo, and Sunol.

Approved applicants receive grant assistance for minor plumbing repairs, carpentry, electrical repairs, railings, grab bars, toilets, doors, locks, water heaters, and more.

Home Match

Home Match: Connecting People to Affordable Housing

Home Match is a free service that helps people looking to rent a room in their home or apartment to connect with community members seeking affordable housing options. Most of their home providers are low-income older adults seeking the economic benefits of increased income through rent, and the social benefits of companionship and/or task exchange to address social isolation and facilitate aging in place. Home seekers range from older adults living on low fixed incomes to service industry employees, young professionals, and students. Home Match vets participants with income verification and background checks, facilitate a matching process that emphasizes social compatibility and lifestyle preferences, support with development of lease agreements that include agreements on shared use of space, and provide ongoing support throughout the duration of the match. Trybe Youth/TAY Internship Program Now Accepting Applications

Trybe is now accepting applications for its Youth/TAY Internship Program for Oakland youth. The program offers hands-on job training, mentorship, and a stipend to support educational and living expenses while helping participants build skills aligned with their career and college goals.

Eligibility Requirements:

  • Ages 15–24
  • Oakland residents (priority given to youth attending school in the Eastlake/San Antonio community)
  • High school students must have a GPA of 2.0 or higher and regularly attend class
  • Applicants who are out of high school must be enrolled in college courses or working toward a vocational certificate

Interns gain experience in youth development, violence prevention, civic engagement, environmental stewardship, and more, while completing one of four pathways: Culinary/Food Justice; Peace Ambassadors/Social Work; Outdoor Equity/Environmental Justice; or Skills/Trades and Industrial Operations. Applicants will be contacted to schedule an interview as positions become available.


Brotherhood of Elders Network: Oakland Outside Internship Applications Open

Brotherhood of Elders Network have launched a new program designed to open the doors of the outdoors. They are currently searching for 10 young men (ages 16-22)  to join their initial cohort. Interns will train as outdoor educators and community leaders over an 18-month program. 

What Interns Receive:

  • Significant Compensation: A stipend of up to $7,500 for their participation and leadership.
  • Professional Certification: Full training and certification in Wilderness First Aid.
  • Full Equipment: Free outdoor gear (backpacks, boots, safety kits) and public transit passes.
  • Mentorship: Intergenerational guidance from the Brotherhood of Elders Network and a curriculum rooted in African and Indigenous cultural history.
  • Adventure: Access to trips ranging from local landmarks to the Golden Trout Wilderness School.

The ACWD invites students in the Tri-City area (Fremont, Newark and Union City) grades 6 through 12 to partake in the 7th Annual WaterClips Student Video Contest. Students are asked to create a 30-second video highlighting how ACWD influences, inspires, or supports physical health and wellness.

Students may enter as individuals or as teams, with the chance to earn a share of more than $1,500 in student scholarships. Winning entries will be celebrated at an awards ceremony and reception held at the Fremont Downtown Event Center.
