Dear District 3 Community,
Happy Thanksgiving!
We are deeply grateful to the many community leaders, organizations, volunteers, donors, and staff who helped support holiday food and toy efforts across our community. Your hard work and generosity are making this season brighter for families in need, and we truly appreciate all that you do.
As we emerge from the recent government shutdown, we are relieved to see SNAP benefits reinstated for families across our county. We also recognize that many households continue to face food insecurity, and our office remains committed to connecting residents with food resources and support.
In that spirit, we were grateful to participate in several impactful community drives this season, including Raising Leaders’ 12th Annual Thanksgiving Drive, the Deputy Sheriffs’ Activities League and Senator Aisha Wahab’s Annual Thanksgiving Turkey Giveaway, and Assemblymember Liz Ortega’s Diaper Drive. Each effort demonstrated the generosity and partnership that define District 3 and the power of showing up for one another.
We also began the month by celebrating Oakland’s Día de los Muertos Festival with the Alameda County Sheriff’s Office, where we shared immigration and food assistance resources with community members. Our staff was honored to join the Guardians of the Town Match, a reminder of how culture, connection, and sports strengthen our community spirit.
This year has brought a number of challenges, nevertheless, we have been resilient and strong together, as a community, showing up for each other. During this time of Thanksgiving, please join me in celebrating the dedication and resilience shown across District 3 and our county as a whole.
We also honor the legacy of Coach John Beam, whose decades of mentorship and service have shaped Oakland’s youth and inspired future generations. His leadership reflects the very best of who we are.

Alameda County Immigration Legal and Education Partnership (ACILEP) is aware of reported plans to deploy federal agents to the San Francisco Bay Area. Our regional rapid response networks are prepared to respond from a place of power, not panic.
Over the past year, we have seen how these operations destabilize neighborhoods, provoke conflict, and place everyone in harm’s way. In these moments, our focus must remain on solidarity, community safety, due process, non-violent resistance, and a refusal to accept authoritarian violence.
These raids harm far more than immigrant communities, they endanger everyone’s constitutional rights and undermine the safety, trust, and economic health of our region. As a community, we must stand together.
For verified updates, follow ACILEP on social media. Please avoid sharing unverified reports, instead, call your local rapid response hotline to confirm or report any ICE activity. The ACILEP hotline - (510) 241-4011 - will remain active and responding throughout the weekend.

- You have the right to remain silent.
- You do not have to open the door unless officers present a warrant signed by a judge.

- Make copies and, if you have an attorney, carry a signed G-28 form.

- Follow updates from trusted community organizations.
- Use a PIN passcode on your phone and consider disabling fingerprint or facial recognition.
- Weigh your individual risk during daily activities. Remember that the supreme court has unfortunately recently opened the door for ICE to use racial profiling.

The Alameda City Council is preparing to appoint Adam Politzer as Interim City Manager at its December 2, 2025 meeting, with his start date planned for December 5. Mr. Politzer has nearly 35 years of experience in local government, including more than 13 years as Sausalito’s City Manager, and has served in interim roles in Emeryville, Fairfax, and Clayton.

Mayor Barbara Lee joined community partners to mark the grand opening of The Phoenix, a new affordable housing community in West Oakland’s Prescott neighborhood that provides 100 deeply affordable units for local residents. Developed by EBALDC and Abode Housing Development, the four-story project at 801 Pine Street is the Bay Area’s first fully affordable housing development built using modular construction, offering studio to three-bedroom apartments for low-income households.

Oakland’s Housing and Community Development Department has introduced two interactive tools that allow the public to explore affordable housing throughout the city.
The Affordable Housing Portfolio Map shows completed and in-progress units with information on project status, income levels served, funding sources, and location details.
The Affordable Housing Data Dashboard highlights five years of housing production and preservation with filters for year, population, and affordability level.
Both tools are available on the City’s Housing Policies, Plans, and Data webpage and will be updated quarterly. Mayor Barbara Lee noted that the resources give residents easier access to information on Oakland’s affordable housing progress.

The City of Oakland has released a new Request for Information inviting AI companies and researchers to propose no-cost pilot projects that can help improve access to City services. Led by the City’s AI Working Group, Oakland has advanced several responsible AI efforts, including an AI Equity Statement, a pilot of Microsoft Copilot 365, and new data protection measures to ensure privacy and equity. The City has identified 30 potential use cases, including accessibility tools, multilingual support, virtual assistants, public safety review tools, and illegal dumping detection that could enhance service delivery for residents. Selected partners will participate in a 16-week pilot and collaborate directly with City staff.

Mayor Barbara Lee, along with Councilmembers Unger and Ramachandran, announced a June 2026 ballot measure that would provide targeted tax relief to help small and new businesses thrive in Oakland. The proposal aims to reduce barriers, support entrepreneurship, and strengthen local business corridors following the challenges of the post-pandemic economy. City leaders and the Oakland Chamber of Commerce emphasized the importance of these incentives, noting that 89 percent of voters support tax relief for small businesses.
Program Details
Small Business Incentive
- Eliminates the gross receipts tax for small businesses in classes A, B, E, G, and I with under $1 million in sales for the 2027 tax year.
New Business Incentive
- Eliminates the gross receipts tax (up to $1 million) for any business opening a new commercial location in Oakland between January 1 and December 31, 2027, applicable to the 2028 tax year.
Both incentives require voter approval and may be extended by the City Council for up to three additional years.
Mayor Barbara Lee has appointed Assistant Chief James Beere as Interim Chief of Police, effective December 6, 2025, following Chief Floyd Mitchell’s departure. The appointment was made in consultation with the Police Commission under Measure S1. Mayor Lee also created a new Interim Constitutional Policing Administrator role and appointed Assistant City Administrator Michelle Phillips to lead it. Phillips will focus on strengthening accountability, overseeing Internal Affairs processes, supporting policy development, and coordinating closely with Interim Chief Beere.
Interim Chief Beere has served with OPD since 1997 and brings extensive leadership experience, including roles as Assistant Chief, Deputy Chief of Field Operations, and Commander of Criminal Investigations. He is an FBI National Academy graduate and a Marine Corps combat veteran with multiple departmental honors.
Phillips will shape the new constitutional policing role into a permanent position centered on transparency, accountability, and strong internal oversight.
Under Measure S1, the Police Commission will now conduct a full recruitment process for a permanent Chief of Police. The Commission will issue the job announcement, evaluate candidates, and submit at least three finalists to Mayor Lee, who will make the final selection or request a new list. The search will focus on candidates with a strong understanding of Oakland’s public safety needs and a demonstrated commitment to accountability and crime reduction.

The San Leandro Public Library is hosting its Winter Reading Game from December 5, 2025 through January 10, 2026. Participants can track their reading online through Beanstack or pick up or download a game card starting December 5. Complete the activities on Beanstack, or squares on your gamecard, by reading or listening to books. Read or listen in any language you prefer.

A new 4-way stop sign has been installed at the intersection of W. Sunset Blvd and Royal Ave in Hayward Acres after strong advocacy from our office and the community. We thank the residents who gathered signatures, Alameda County Public Works for completing the project, and the California Highway Patrol for patrolling the area to ensure drivers stop, especially near Royal Sunset High School and Royal Market. This improvement supports Alameda County’s Vision 2036 by helping keep students, families, and small businesses safe while building a more connected and resilient community.

Social Security and SSI benefits will increase by 2.8 percent in 2026, impacting more than 75 million people. The COLA will take effect for nearly 71 million Social Security beneficiaries in January 2026, while SSI recipients will see the increase starting December 31, 2025.
The taxable maximum for Social Security will rise to $184,500 in 2026. The earnings limit for individuals below full retirement age will increase to $24,480, with $1 deducted from benefits for every $2 earned above that amount. For people reaching full retirement age in 2026, the limit will be $65,160, with $1 deducted for every $3 earned over the limit until the month they reach full retirement age.
There is no earnings limit for individuals who are at full retirement age for the entire calendar year.

Starting during the new year January 1, 2026, new applicants 19 years or older that do not have Satisfactory immigration Statues (SIS) or unable to provide verification can no longer enroll in full scope Medi-Cal.
Those who can not enroll will only be eligible for restricted scope Medi-Cal, which covers emergency related and pregnancy related services.
Individuals who are already enrolled in full-scope Medi-Cal will be able to keep their full-scope Medi-Cal regardless of immigration status if all other requirements are met.
Individuals 18 years or younger and pregnant individuals who apply for Medi-Cal will be eligible for full-scope Medi-Cal regardless of immigration status.

General Assistance provides aid to indigent adults and emancipated minors that are legal residents of Alameda County and have no alternative means of support.
Eligibility Requirements:
You may qualify if you:
- Are a U.S. citizen or a legally present non-citizen with no restriction on your stay
- Have lived in Alameda County for at least 15 days
- Are an adult without dependent children or an emancipated minor
Eligibility is also based on income and property
- Applicants may own up to $1,000 in personal property
- A car or home you live in does not count toward this limit
The Alameda County Social Services Agency has updated the online application with the following features.
- Available in 7 threshold languages: English, Spanish, Chinese, Tagalog, Cambodian, Farsi, and Vietnamese — plus Dari and Pashto
- Automatic translation based on selected language

Clean Cars for All provides grants for income-qualified Bay Area residents to retire their older car and replace it with a plug-in hybrid, battery, or hydrogen fuel cell electric vehicle, or a pre-paid card to use for public transit and purchase e-bikes.

The Healthy Homes Department offers grants for minor home repairs in Albany, Dublin, Emeryville, Oakland, Newark, Union City, and unincorporated areas including Ashland, Cherryland, Castro Valley, Hayward Acres, Hillcrest Knolls, Fairview, San Lorenzo, and Sunol.
Approved applicants receive grant assistance for minor plumbing repairs, carpentry, electrical repairs, railings, grab bars, toilets, doors, locks, water heaters, and more.

The East Bay Municipal Utility District (EBMUD) serves over 1.4 million people across Alameda and Contra Costa counties. EBMUD’s Water Conservation Division offers a variety of free services to residential as well as commercial, industrial & institutional (CII) water customers looking to save water through leak detection, innovative technology installation, and more.

The REACH program assists residents pay for energy during a crisis, providing energy credit for up to $300 based on the past due bill.
To be eligible for assistance from the REACH program you must:
- Have a residential account with PG&E in the name of an adult living in the household
- Have received either a 15-day or a 48-hour disconnection notice
- Not have received REACH assistance within the past 12 months
- Have household income that does not exceed the REACH income guidelines, which are currently 200 percent above the federal poverty guidelines.

VITA provides free tax preparation each year for low- and moderate-income households, helping return millions in refunds to the community. No tax experience is needed. Volunteers receive IRS-certified training, with advanced learners becoming certified tax preparers.

For all first-time volunteers, in-person training is strongly recommended. New volunteers who are County employees and have taken the in-person training are required to complete a minimum of thirty (30) volunteer hours.

The Alameda County Women’s Hall of Fame (WHOF) is now accepting nominations for its 2026 inductees and applications for its Mary V. King/Wilma Chan Youth Scholarship Program.
Since 1993, the WHOF has honored women whose leadership, innovation, and service have strengthened Alameda County’s diverse communities — preserving their stories and legacies in the County archives.
Community members are invited to nominate inspiring women in the following categories: Business & Professions, Culture & Art, Community Service, Education, Emerging Leaders, Environmental, Health, Justice, Non-Traditional, Philanthropy, Science/Technology/Engineering, and Sports & Athletics. The deadline for inductee nominations is December 12, 2025.
Through the Mary V. King/Wilma Chan Youth Scholarship Fund, WHOF will also award up to six $5,000 scholarships to outstanding high school seniors who demonstrate academic excellence, community involvement, leadership, and perseverance in overcoming challenges. The application deadline is December 12, 2025.
Up to twelve inductees and six youth scholarship recipients will be honored at the Alameda County Women’s Hall of Fame Luncheon and Awards Ceremony on Saturday, March 28, 2026, at The Club at Castlewood in Pleasanton.

Alameda County Behavioral Health’s Office of Ethnic Services with the Asian American Native Hawaiian Pacific Islander (AANHPI) Advisory Committee is offering four $20,000 mini grants to support 12-month behavioral health projects serving the Asian American, Native Hawaiian, and Pacific Islander community in Alameda County. Funding can be used to launch new programs or expand existing ones, and projects must focus on one of the following areas:
Project Categories
Media Advocacy Campaign: Create a media effort that helps AANHPI residents understand and navigate behavioral health services, especially in light of reduced Medi-Cal funding.
AANHPI Youth Behavioral Health Workforce Pathways: Host an event or program that introduces AANHPI youth to behavioral health careers and supports a more diverse future workforce.
AANHPI Behavioral Health Best Practices Dissemination: Organize an event or convening to share culturally responsive best practices and strengthen collaboration among providers, researchers, community organizations, and policymakers.
MINIMUM QUALIFICATIONS
- Applicant organizations must be an eligible 501(c)(3) serving the AANHPI community in Alameda County and must have an office in Alameda County.
- Applicants should clearly demonstrate, in their application, how their proposed projects will benefit clients and staff to support the delivery of quality services and meet the AANHPI Advisory mission goals.
- Budgeted costs must be reasonable and justified.
- Applicant must demonstrate commitment to diversity, equity, inclusion and belonging.
- ACBHD will only accept one proposal per organization.
- Applications shall be in the following:
- Single spaced • 1-inch margins • 11-point Arial font • one to two pages (no less or no more)
Grantees will submit a one-to-two-page narrative and financial report on August 3, 2026, and February 1, 2027. The reports should clearly specify how the funds were used and how they supported the delivery of quality services. A reporting template will be distributed soon after the selection process.
