Free Debt and Bankruptcy Clinic appointments available in July and August
Legal Access Alameda and the Alameda County Law Library are collaborating to provide a monthly Ask a Lawyer Debt and Bankruptcy Clinic. The clinic provides free 20-minute appointments to consult with an attorney to discuss debt and bankruptcy issues.
The July 26 time slots are all filled. August 23 appointments via Zoom or in-person are available at https://alamedacountylawlibrary.as.me/. There may be a limited number of appointments available on Wednesdays in August between 10am - 12pm via Zoom. Call the law library's Reference Desk at (510) 208-4832 to arrange an appointment.
 Medicare Updates and the Inflation Reduction Act of 2022

Program Description
The U.S. Centers for Medicare and Medicaid Services (CMS) is the federal agency that provides health coverage to more than 160 million through Medicare, Medicaid, the Children's Health Insurance Program, and the Health Insurance Marketplace. CMS works in partnership with the entire health care community to improve quality, equity and outcomes in the health care system. This program will discuss an overview of Medicare and the expansions to Medicare under the Inflation Reduction Act of 2022. The new drug law makes improvements to Medicare that will expand benefits, lower drug costs, keep prescription drug premiums stable, and improve the strength of the Medicare program. The law also extends enhanced financial help to purchase HealthCare.gov and state-based Marketplace plans and expands access to Advisory Committee on Immunization Practices (ACIP) recommended vaccines for adults with Medicaid coverage. This program will also discuss recent CMS programmatic updates related to Medicaid and the Children’s Health Insurance Program.
About the Presenter
Cristina Collazo serves as an Outreach Specialist at the U.S. Department of Health and Human Services, Centers for Medicare and Medicaid Services, Office of Program Operations and Local Engagement. Cristina educates consumers, providers and other partners about CMS programs and initiatives. Cristina has also worked in a variety of public and private sector employment in the areas of civil litigation, labor law and health law. Cristina is a member of the California bar and holds a B.A. from Loyola Marymount University, Los Angeles, and a J.D. from the University of San Francisco School of Law.

 Diving into Details: How to Win Your Case Through Fact Discovery

Program Description
This course will cover not only the basics of discovery but how to use each code authorized method to develop the details that matter to you and ultimately your jury or factfinder. Learn not only what to ask but when and how to ask questions via discovery so as to maximize the results for your clients. Topics will include interrogatories, document requests, request for admissions, and medical examinations.
About the Presenter
Since graduating from UC Law SF (formerly UC Hastings) in 2012, Brittany Rogers has devoted her career to representing plaintiffs in personal injury, products liability, and medical malpractice cases. She has experience in every aspect of civil litigation, from intake to trial, and has also written appellate briefs. She was recognized as a Super Lawyers Rising Star from 2021-2024 and has received awards from the San Francisco Trial Lawyers Association as an Outstanding New Lawyer in 2018 and a Notable Achiever in 2021 for trying a fully virtual jury trial during COVID. In 2017, Ms. Rogers was recognized by The Bar Association of San Francisco's Justice & Diversity Center as an Outstanding Volunteers for her volunteer work including with high school students in San Francisco. While in law school, Ms. Rogers worked with vulnerable populations including victims of domestic violence and homelessness. She continues her devotion to service of others through a career of zealous advocacy on behalf of wrongfully injured persons.

About the Presenter
Mary E. Day is a Staff Attorney at HERA focusing on foreclosure prevention, student loans, and solar panel and home improvement scams. Prior to joining HERA, Mary represented parents in Alameda County struggling to reunite their families. Working with these families overwhelmed by poverty and systemically racist policies, Mary obtained several appellate rulings protecting families against unfair government practices.
Previously, Mary was a Public Defender in Florida where she represented juveniles and adults and became the office’s Search and Seizure Expert. Mary earned her J.D. from Stetson University College of Law in Gulfport, Florida. Mary is also an inventor on 5 U.S. patents reflecting the many years prior to the launch of her legal career that Mary spent as a Silicon Valley research engineer.

Are you trying to access public records from a city department but don’t know which department or who to ask? The path to acquiring this information may be easier than you think.
Many cities in Alameda County, including Oakland, Berkeley, Dublin, Fremont, provide a centralized way to request public records. The benefits of using this system are many:
- You don’t have to know which agency or department to make your request.
- You can make requests to multiple agencies or departments at one time
- You can search through all requests that have been submitted through this web page.

Toolbox Tuesday: I Object!
If you are a fan of television legal drama, the phrase, “I object!” is the signal that something exciting will be happening on screen very soon. In real life, though, objections are a regular and necessary part of a trial.
When can you raise an objection? You can object if you think the other side’s evidence, witness testimony, or question should not be allowed. The California Evidence Code details what is and is not allowed to in court. Hint: there are a lot of rules.

They will be doing much-needed renovations and upgrades and we wish them speedy construction! While the Main Branch of OPL is just a few blocks away from the Alameda County Law Library, ACLL is completely separate. FAQ Friday: How do I ask the Sheriff to serve papers for me?
Just this January, the Judicial Council produced a new set of forms under the SER- heading. These can be used to request that the Sheriff serve Court papers. Form SER-001 is used to ask the Sheriff to serve most documents, including Complaints, Restraining Orders, writs or levies. When asking the Sheriff to serve a writ or levy, SER-001 is used, along with SER-001A. [Read more]

Prior to joining HERA, Ms. Moore-Jordan worked in private practice assisting clients in Alameda, Contra Costa and Solano counties with guardianships, conservatorships, estate planning and decedent estates.

From the underlying substantive law to practical aspects of asset protection, you will learn how to keep your assets from plaintiffs, creditors or an agency of the federal government. We'll review planning strategies and solutions, including planning with community property, use of domestic and offshore business entities, domestic and foreign trusts, equity strips, private retirement plans and many other. We will look at how to protect assets in a troubled economy from lenders and landlords holding personal guarantees and how to plan after a lawsuit, a default or an accident. The discussion will focus on the various ways to protect common assets, such as houses, bank and brokerage accounts, businesses and professional practices and retirement plans.
About the Speaker
Jacob Stein, Esq. is the managing partner of Aliant, LLP. He specializes in international tax planning, creative business and private wealth transactions, and asset protection. Jacob received his law degree from the University of Southern California, and a Master of Laws in Taxation from Georgetown University. About the Speaker
Daniel Alper is a staff attorney at Housing and Economic Rights Advocates (HERA), focused primarily on issues around predatory lending and foreclosure prevention. He provides direct services to clients and also engages in impact litigation. Prior to working at HERA, Daniel was a law clerk at the Alameda County Public Defender’s office and judicial extern in the Northern District of California. Daniel earned his JD from Golden Gate University School of Law, where he participated in the Environmental Justice Clinic and served as an editor on the Environmental Law Journal.
Daniel currently teaches Legal Methods and Legal Analysis as an adjunct professor in the Academic Achievement program at GGU School of Law.

Program Description
This participatory training focuses on what tenants and their advocates need to know about the eviction process in Alameda County. This training is geared towards tenants facing an eviction lawsuit and is open to any member of the public, including non-attorneys. Attorneys who attend will qualify for one hour of MCLE credit.
As a result of this training, participants will be able to:
- Identify publicly available self-help resources for tenants facing an eviction lawsuit;
- Distinguish among eviction moratoria phase-out timelines in different cities and regions of Alameda County;
- Better explain the six major steps in an eviction lawsuit and the actions a tenant can take at each step.
About the Speaker
Alexandra Havrylyshyn is currently a Staff Attorney at Legal Assistance for Seniors, where she specializes in Housing issues. Prior to that, she was an Education Developer at the Judicial Council of California. Alexandra completed her JD at Berkeley Law, where she volunteered at East Bay Community Law Center’s Tenants’ Rights Workshop. In her spare time, Alexandra enjoys swimming at her local public pool and singing in the Ukrainian Choir of California.
