Introduction To State Legislative Lobbying

Program Description
For many, state legislative advocacy, also known as lobbying, is an unfamiliar and mysterious world. This presentation will provide an introduction that will demystify that world by explaining and clarifying how things work at the State Capitol. The focus will include an easy-to-follow examination of the California legislative process, as well an introduction to lobbying best practices, enhancing chances of success in the seemingly arcane environment of California legislation.
About the Speaker
Ray LeBov began working in Sacramento in 1975, when he was appointed as counsel to the Legislature’s Joint Committee on the Structure of the Judiciary. He served in various other legislative staff positions until 1991, most notably as counsel to the Assembly Committee on the Judiciary beginning in 1979. In 1991, he joined the Judicial Council of California and served as the Council’s Director of Governmental Affairs from 1992 until his retirement from state service in 2004. Following 31 years of service to the State of California, Ray LeBov founded Ray LeBov & Associates, a leading California contract lobbying and consulting organization based in Sacramento. Its services include strategic consulting in lobbying the California legislature and regulatory agencies; private coaching in governmental advocacy for individuals and small groups; assistance in hiring and training new staff; and legislative advocacy.
