Dear Friends,

With the first month of the new year at an end, I am deeply proud of what we have accomplished together during my first year as your District 1 Alameda County Supervisor. It was you, the community, that gave me this once-in-a-lifetime opportunity to bring change to our County. That is why your steadfast engagement will be so important to our efforts in this year to come. Our agenda for 2022 will entail many community events, projects, townhalls and opportunities for you to influence the future of our County, so your input represents an invaluable asset to our work. As such, please read below for another weekly update from the County.

"Our beneficiaries often struggle with limited access to health care and transportation. In response, the Adult Community Support Centers (CSC) partnered with our Pharmacy Department in the Office of the Medical Director to get vaccines to beneficiaries as soon as they became available." - Karyn Tribble, PsyD, Director of Alameda County Behavioral Health Services

ACBH hosted its first vaccination clinic at Eden CSC on the Fairmont campus in March of 2021. Shortly thereafter, we hosted vaccination clinics at our Oakland CSC in Eastmont and Tri-City CSC in Fremont. Vaccinations were made widely available to the beneficiaries, family members, caregivers and staff in order to promote a healthier care community for those we serve. CSC staff helped transport beneficiaries into the clinics, and employees from across our organization came out to provide support. Many of the beneficiaries and family members expressed gratitude for the vaccine, but were equally grateful to see others and reduce their isolation.

In addition to the on-site clinics, CSC and Pharmacy staff hosted numerous vaccination clinics in the community at client residences to assure beneficiary and caregiver access to the vaccine. In total, the CSCs have vaccinated almost 500 individuals and the work hasn’t stopped! In November, we began booster clinics at Oakland, Tri-City, Eden CSC’s and the community for beneficiaries, caregivers, family and staff.

The ACBH Older Adult Division is proud to announce that we are in the planning phase for the launch of our pilot Older Adult Training and Certification Program, slated to begin in early 2022. This two-day virtual training will be designed to enrich each participant's understanding of the major mental health conditions and substance use concerns facing older adults, as well as the importance of promoting mental wellness and resilience. The program will include a robust curriculum, including presentations by Behavioral Health staff and community experts in the field of older adult mental health and social services.

On the Horizon

Some initiatives have been launched, improved upon, or expanded throughout this calendar year, such as the:

• New ACBH Website
• Development of the ACBH Forensic, Diversion, & Re-Entry Services System
• Development of the ACBH Health Equity Division
• Youth System Coordination with Social Services & Community Partners
• LPS (5150/5585) Pilot Expansion & Designation of Licensed Professionals to reduce the reliance upon Law Enforcement during behavioral health crises.
• Peer Certification (SB 803) “opt-in” to support Peer professionals with lived experience or family member experience to transition

In addition, other initiatives for the new year include:

• SmartCare Billing System Implementation to enhance billing functions to support the operations of our department and partner community-based organizations.
• CalAIM Planning & Coordination California Advancing and Innovating Medi Cal (CalAIM) is a multi-year initiative by the State to improve the quality of life and health outcomes of our population by implementing broad delivery system, program, and payment reform across the Medi Cal program.

Remembering Michelle Go

Last Saturday, January 22nd, Supervisor Haubert’s office joined Citizens for Better Community to celebrate the life of Michelle Go, a member of our Fremont community who was pushed to her death in front of a subway train in New York.

Michelle grew up and attended school in Fremont, leaving behind a legacy as a deeply empathetic and compassionate advocate for those most in need. Michele will be missed by family and her many friends who have called to urgently address the lack of mental healthcare for underserved communities.

This reminds us there is still much work to be done in our communities in addressing mental health issues, and that is directly under my purview. I am committed to working toward solutions so that tragedies like this never happen again.” - Supervisor David Haubert

Michelle’s celebration of life and candle vigil in Fremont was attended by Fremont Mayor Lily Mei, Councilmembers Salwan, Shao, Keng and Jones, and 100 community members and leaders.

This week, District 1 donated $10,000 to the Livermore Valley Winegrowers Foundation to improve the quality of life for underserved children in the East Bay. Since 1995, the Foundation has raised over $5 million from their annual Livermore Valley Wine Growers Auction. In support of these efforts, the Livermore Valley Winegrowers Foundation began working with the Wente Foundation for Arts Education in 2012 to present the auction. The mission of the Wente Foundation is to raise money in order to support arts education programs in the Livermore Valley.

Recognizing the need to support underserved youths and to fund a variety of educational programs outside the realm of traditional academia, Supervisor Haubert is looking forward to following the invaluable services that these foundations provide.

Republic Day Celebrations

Supervisor Haubert welcomes you and your family to join our Indian American community at the Fremont Hindu Temple this Saturday, January 29th to celebrate the founding of the Republic of India! The Supervisor will present a proclamation recognizing the sanctity of this holiday, as well as the tireless efforts of all those involved in organizing this event.

COVID-19 Update

Despite relatively high case rates and hospitalizations approaching last winter's peak, data is indicating a decline in reported COVID-19 cases as of late. While this decline in cases marks an improvement, it is vital that we continue to follow COVID-19 guidelines and health orders from the Alameda County Public Health Department.

Free Tests

As we are all aware, the recent spike in cases led to a massive shortage of at-home COVID-19 testing kits. In an effort to alleviate the shortage, the U.S. Department of Health and Human Services and the U.S. Postal Service partnered to provide free tests. Click here to order yours today, and expect delivery within 7-12 days. 


Livermore Testing Bus

The City of Livermore is excited to announce that beginning Friday, January 28, 2022, testing will be available at the Robert Livermore Community Center parking lot (491 Loyola Way) every Friday from 7:00 AM to 7:00 PM (staff will break from 11:00 a.m. to 12:00 p.m. and 4:00 to 5:00 p.m. for meals and no testing will be conducted during those times). While the City encourages you to schedule an appointment ahead of time, walk-up testing will be available as capacity permits. No ID or proof of insurance is required, and if you have any questions, please contact Optum Serve at 888-634-1123.

Cabana Dave Hosts Vendor Event

Cabana Dave's Catering Services recently hosted an event that allowed food vendors from all over the Tri-Valley to exhibit their cuisines. Supervisor Haubert and staff were happy to join the fun as businesses networked, shared advice, and discussed the future of the industry.

The City of Fremont is continuing the once-in-a-decade opportunity to redefine City district lines and is requesting community input. The next virtual hearing on Tuesday, February 15, at 7:15 p.m. gives residents the opportunity to share their thoughts on proposed maps, election sequencing, and the impact redistricting could have on their community.

With an increasing elderly population amidst a global pandemic, the United States healthcare staffing market is expected to rise dramatically in the coming years. Recognizing the need to reach out to prospective healthcare professionals, Alameda County is excited to share with you that UCSF Benioff Children’s Hospital Oakland is partnering with Alameda Health System to host a two-part job fair starting February 17. Public Member Applications

The Alameda Local Agency Formation Commission (LAFCO) is accepting applications for the
public member seat. The deadline for filing an application is Friday, March 4, 2022 at 5:00 p.m.
The Commission will review each application and supplemental questionnaire and expects to
conduct interviews the week of March 28, 2022.

LAFCO is responsible for coordinating logical and timely changes in local governmental
boundaries, conducting special studies that review ways to reorganize, simplify, and streamline
governmental structure, and establishing planning spheres of influence for each city and special
district within the County.
