Celebrating Supervisor Wilma Chan
Wilma Chan speaks at the opening of the San Leandro Food Hub
We are remembering and celebrating Supervisor Wilma Chan. In 2014, Chan initiated the New War on Poverty on the 50th anniversary of President Lyndon Johnson’s historic War on Poverty. The Board of Supervisors adopted a resolution in support which created ALL IN Alameda County. Wilma Chan served as the Chair since its inception. ALL IN Eats and ALL IN Recipe4Health reflect Supervisor Chan’s vision of a County without poverty where everyone thrives in healthy, vibrant, and resilient communities.
Supervisor Chan was celebrated at a community gathering on December 8 attended by more than 500 community and elected leaders and watched by 2300 others across the country via live stream. If you were unable to attend, you can watch the event here: Community Celebration of Supervisor Wilma Chan and her Legacy (Program starts at 21:15).
“We can best honor Wilma Chan by carrying forward the work,” said Supervisor Dave Brown, Chair of ALL IN and ALL IN Eats, who previously served as Chan’s Chief of Staff.
You are invited to share stories or photos from working with Supervisor Chan on her initiatives and policies in the online Supervisor Wilma Chan Legacy Book . You can post your tribute using the "guest" option. The Alameda County Board of Supervisors in collaboration with the non-profit Vision Alameda County has established the Supervisor Wilma Chan Legacy Fund. The Legacy Fund will support grants to community non-profits and other eligible programs serving the public. Donations can be made at bit.ly/chanlegacyfund.
Black Farmer Recruitment Moves into High Gear
Wanda Stewart
A warm welcome to Wanda Stewart, Director of Common Vision on joining the team to recruit Black farmers to farm 10 acres in Union City. Wanda recently met with Troy Horton and Sasha Shankar, lead farmers at Dig Deep Farms and other community leaders to develop a strategy to recruit farmers. They will be using existing networks while building them out to reach a broader group of prospective farmers.
Meanwhile, the first permits have been obtained to prepare the Masons property in Union City for farming. Much remains to be done including digging a well, fencing and shade structures but the project is well underway.
Member Spotlight: Recipe4Health
Recipe4Health is an integrated healthcare model that combines healthy food prescriptions with group behavioral supports to simultaneously address food insecurity and prevent, treat, and reverse chronic diet-related diseases. Recipe4Health is using a racial equity lens to transform our health systems by addressing upstream social determinants of health to improve health outcomes.
During the last 12 months, Recipe4Health, in partnership with ALL IN Eats and Dig Deep Farms, provided over 15,000 bags of food to almost 1,000 patients in the County. Early indicators show that the healthy food prescriptions combined with behavioral support improved health outcomes for community clinic patients, reducing blood pressure and A1c levels.
2021 has been ALL IN Alameda County’s Recipe4Health program most momentous year!
In 2021, Recipe4Health expanded from two clinics; Tiburcio Vasquez Health Center in Hayward and Native American Health Center In Oakland to four; LifeLong Medical Care In Berkeley and Alameda Health System In Hayward. A fifth clinic, Bay Area Community Health in Fremont is expected to launch the program in early 2022.
In honor of the work, the Recipe4Health initiative received the 2021 National Association of Counties Achievement Award for “Best in Health” for its outstanding commitment to transforming health care in Alameda County.
Recipe4Health prevailed over 844 total entries from associations across 28 states.

Let’s drink to that! Water = Health
Water bottles and student designed stickers
Earlier this fall, middle and high school students in the Oakland Public Schools received a stainless steel water bottle. The water bottles are the latest in an ongoing campaign to encourage students to eat healthier and drink more water.
A group of Oakland high school students created a slogan “Water is Life” and designed special bottle stickers for students to affix to their bottles.
The bottles were an outgrowth of an effort initiated by ALL IN and Supervisor Wilma Chan, and supported by the City of Oakland Sugar Sweetened Beverage Community Advisory Board to install bottle filling stations in every Oakland public school. Chan kicked off the effort with a $100,000 allocation for bottle filling stations, matched by more than $400,000 from the Oakland Sugar Sweetened Beverage Community Advisory Board and the Oakland City Council to cover the costs. They were an instant hit! The water bottles were a joint effort of the Oakland Unified School District, ALL IN Alameda County and Supervisor Chan’s office.
