Alameda County Moves to the Red Tier
Effective Wednesday, March 10, activities and businesses permitted in the Red Tier per the State’s Blueprint for a Safer Economy may resume operation.
With an adjusted daily new case rate per 100,000 residents of 4.8, a testing positivity rate of 1.8 percent, and a health equity quartile positivity rate of 2.6 percent, the state of the pandemic has improved greatly in Alameda County since the peak of the winter surge in early January.
“Alameda County’s case rate is on the decline and vaccinations of vulnerable residents and our frontline workers are progressing but the COVID-19 pandemic is not over,” said Dr. Nicholas Moss, Alameda County Health Officer. “As more activities and businesses open indoors and more people from different households mix, the risk of becoming infected increases. The majority of Alameda County residents have not been vaccinated, so we must continue to take precautions to keep each other safe.”

Businesses and activities permitted to open indoors, with capacity restrictions and modifications:

Restaurants: 25 percent maximum capacity or 100 people, whichever is fewer

Retail: 50 percent maximum capacity and food courts permitted with indoor dining restrictions

Grocery stores: full capacity while following retail industry guidance

Movie Theaters: 25 percent maximum capacity or 100 people, whichever is fewer

Museums, Zoos and Aquariums: 25 percent maximum capacity

Gyms, fitness centers and studios (including at hotels): 10 percent maximum capacity and climbing walls are permitted
Gatherings: Small and time-limited private gatherings among no more than three household are now permitted indoors under State guidance, but outdoors is still strongly encouraged. Masks and physical distancing are still required for these gatherings, and anyone who is experiencing symptoms must not attend. Per state guidance, singing, shouting, chanting, cheering, or exercising are strongly discouraged and not permitted indoors. Those at high risk of severe illness are strongly encouraged not to attend. Large gatherings are still prohibited.
Activities eligible to start on April 1:

Outdoor sports and live performances with fans/attendees: In the Red Tier, capacity will be limited to 20 percent and advanced reservations only. Concession sales will be primarily in-seat (no concourse sales). Attendance will be limited to in-state visitors.

Amusement parks: In the Red Tier, capacity will be limited to 15 percent and online ticket purchases only. Small groups with a maximum of 10 people or 3 household groups may attend together, but with no intergroup mixing. Indoor dining will not be permitted. Attendance will be limited to in-state visitors.

ARCH Stipend Program
The Alameda County Responsibility to Community Health Stipend Program, or ARCH, is aimed at curbing the spread of the COVID-19 virus in Alameda County by providing financial assistance to self-isolating County residents who have tested positive for COVID-19.
The program assists individuals who are:
- Age 18 years or older
- Alameda County resident for at least 6
months
- Initial test positive for COVID‐19 as of
2/23/21; no retest within 90 days.
- Referred by Case Investigation/Contact
Tracing (CI/CT) units: designated community‐ based partners, City of Berkeley, or Alameda County Department of Public Health.

Alameda County COVID-19 Vaccine Information
VACCINE ELIGABILITY
At this time, we do not have enough vaccine for everyone who wants one. Vaccination appointments are limited to people who live or work in Alameda County. Vaccine is being prioritized for those who are most risk for severe illness, which could result in hospitalization or death; or those who cannot work from home and are at high risk for exposure because they engage with the public directly. If you are not a member of one the groups listed below, please wait your turn.
We expect to have more vaccine in the coming months.
Alameda County is currently vaccinating:
- Persons ages 65+

Essential workers in healthcare, food/agriculture, education/childcare, and emergency services
Public transportation personnel, including airport and commercial airline workers (excludes private planes)
- Persons who work, reside, or recently resided in a high-risk congregate living facilities, including all persons who are experiencing homelessness (sheltered or unsheltered)
If you work in one of the sectors listed in #2, but do not have direct contact with clients/public or have the option to work from home, we ask that you please wait your turn.
This is a very fluid process that continues to be modified based on federal and state directives as well as the amount of vaccine made available.

VACCINES FOR PEOPLE WITH HIGH-RISK MEDICAL CONDITIONS OR DISABILITIES
As of March 15, people with certain significant, high-risk medical conditions or disabilities are now eligible for vaccines statewide, to help save the lives of people who are at high-risk of death and severe complications from COVID-19. The national supply of the vaccine remains limited, so appointments for the estimated 4.4 million Californians with these conditions or disabilities will not immediately be available to all who are eligible. As supply increases throughout the spring, more appointments for vaccines will become available.
People ages 16-64 can be eligible if they are deemed to be at the very highest risk to get very sick from COVID-19 EITHER because they have one or more of the following severe health conditions:
- Cancer, current with weakened immune system
- Chronic kidney disease, stage 4 or above
- Chronic pulmonary disease, oxygen dependent
- Down syndrome
- Solid organ transplant, leading to a weakened immune system
- Pregnancy
- Sickle cell disease
- Heart conditions, such as heart failure, coronary artery disease, or cardiomyopathies (but not hypertension)
- Severe obesity (Body Mass Index ≥ 40 kg/m2)
- Type 2 diabetes mellitus with hemoglobin A1c level greater than 7.5%
OR if, as a result of a developmental or other significant, high-risk disability, one or more of the following criteria applies:
- A COVID-19 infection is likely to result in severe life-threatening illness or death; OR
- Acquiring COVID-19 will limit the individual’s ability to receive ongoing care or services vital to their well-being and survival; OR
- Providing adequate and timely COVID care will be particularly challenging as a result of the individual’s disability.

While the State’s framework prioritizes vaccination for different groups of people over four phases, Alameda County has some local control over how those priorities are put into practice. Enroll Today in CA Notify
In this time of alarming rises in cases and hospitalizations, it is more important than ever that all Californians do their part to stop the surge.
Launched on December 10, CA Notify is a new program that enables Californians to receive COVID-19 notifications informing them if they have been exposed to someone who has tested positive for the virus.
The technology is available through the Google Play Store on Android devices or through iOS settings on their Apple devices.
CA Notify will alert users if they have been in close contact with someone who has tested positive for COVID-19. With that information, they can make responsible decisions around quarantine and testing, which is essential for stopping the surge.
If you opt-in and get a positive test result, you will receive a code via text message from the California Department of Public Health.
This technology was built with public health and public trust in mind: it’s easy to use, and it protects your privacy. Californians must opt in to use it. No location data or personally identifiable information is ever collected, stored or transmitted.
We need Californians to get this technology on their phones. The more people using it, the better we can stop the surge and save lives.

Face Coverings Required at All Times
Face coverings must be worn at all times by all members of the public, including outdoors while engaged in physical activities (walking, running, biking, etc.) and within 30 feet of people outside of their household.
Children aged 12 and younger are not required to wear a face covering, and any child two years old or younger should not wear a face covering. The County Order does not apply if a person is only with members of their own household and does not expect to come into contact with a member of the public. A person engaged in walking, hiking, bicycling, running, and other physical activities is not required to wear a face covering during the entire duration of their activity, but that person must carry a face covering that is easy to access so they can wear it once they are within 30 feet of other people.

2021 Art IS Education Programs
This year is the 21st year of Art IS Education which is an annual countywide arts education celebration. This year, the Alameda County Arts Commission and Alameda County Library and are partnering on a range of free arts programs with the theme “Art IS Everywhere!” The goal is to support community members in finding joy by making art in community and using their creativity to engage with our world in new ways. Over 15,000 community members are expected to participate.
Free Watercolor Sheets: Pick-up a free paint-at-home watercolor sheet and paint the image with a brush, tissue, swab or finger. The sheets are available at AC Library locations in March through no contact pick-up services while supplies last.

How to Become a Grand Juror
Applications for Grand Jury service are accepted throughout the year. Official recruitment begins in January and final selection of the jury takes place at a public hearing shortly before July 1st of each year. Grand Jurors serve for one fiscal year (July 1 through June 30).
The qualifications to become a grand juror require:
- US citizenship
- Residence in Alameda County for at least one year
- At least 18 years of age
- Sufficient knowledge of the English language

No-Cost Tax Preparation Services
The Alameda County Social Services Agency (SSA) is providing no cost IRS certified tax preparation assistance to low- and moderate-income taxpayers from February 1, 2021 through April 14, 2021.
Tax preparation will be completed by our qualified IRS-certified preparers through a combination of customer document drop-off/pick-up and virtual appointments. Social distancing, face masks, and workspace sanitation will protect customers and volunteers alike.

Get Covered - Open Enrollment Extended!

Enrollment ends May 15, 2021!
Outside open enrollment, people who experience qualifying life events can apply during special enrollment. The most common change is loss of health insurance, usually due to a change in your job. Other changes include getting married, having a baby, and moving to a new area. For most qualifying life events, you have 60 days from the date on which the qualifying life event happens to enroll in a Covered California health insurance plan or change your existing plan. If you experience a qualifying life event, you can enroll at any time.
