Updates to the Alameda County Shelter in Place Orders
Last week, the Alameda County Public Health Officer updated the Shelter in Place order, allowing for additional businesses and sectors to reopen in Alameda County. Starting Friday, October 9, 2020, the following businesses are allowed to reopen with restrictions:

Hotels and lodging for tourism (fitness centers and indoor pools restricted)

Museums, zoos, and aquariums (limited to <25% capacity indoors)
-
Indoor Personal Care Services (services requiring removal of face coverings are prohibited)

Libraries (limited to <25% capacity)
-
Gyms and Fitness Centers (limited to <10% capacity indoors; aerobic exercise and classes are restricted)
As Alameda County businesses and sectors continue to reopen, the face covering mandate remains in effect. You must wear a face mask that covers your nose, mouth, and chin when you are interacting with people who do not live with you, even if you are:

Outdoors or indoors

At work
-
Exercising (either indoors or outdoors)

With your Social Bubble and maintaining a minimum distance of 6-feet
Census 2020: Our Community Counts!
If you have not already responded to Census 2020, I urge you to respond today! There is still time to complete the Census 2020 questionnaire – you can respond online, by phone, by mail, or answer if an official Census enumerator knocks on your door:
Election 2020: Your Voice, Your Vote
On Monday, the Alameda County Registrar of Voters (ROV) began mailing Vote by Mail ballots to all registered Alameda County voters. This year, all registered voters in California will receive Vote by Mail ballots for the November 3, 2020 General Election.
If you have not already registered to vote, there is still time to register and be eligible to vote in November.
The deadline to register for the November 3, 2020 election is Monday, October 19, 2020.
Register to Vote: You can register to vote online or call the Alameda County ROV at (510) 267-8683 or (800) 345-VOTE(8683) to request a paper registration form.
Same day registration will also be available on-site at Accessible Voting Locations from October 31, 2020 until November 3, 2020. A list of Accessible Voting Locations will be available on the General Election - November 3, 2020 page.
Check your registration status, mailing address, and preferred language to receive election materials with My Voter Profile available on the Alameda County ROV’s website.
Ways of Voting: There are multiple ways to return your ballot and cast your vote:

By Mail (must be postmarked by Election Day and received no later than 17 days after the election; enclosed return envelopes do not require postage if mailed within the United States)

Homeless Provider Incubator Fund
The Alameda County Housing & Community Development Department (HCD) is looking for “nontraditional homeless service providers” (defined as a community-based organization that has not historically received public funds for providing homeless services but has played a role in the community’s response to homelessness) to apply for the Homeless Provider Incubator Fund.
Funds are available to support a wide range of services and interventions for unsheltered homeless residents. Potential services include (but are not limited to):

Warming/Drop-In Center

Safe Parking

Showers/Bathrooms

Tiny Homes

Outreach and Engagement Activities

HIV/AIDS services
Funds may not be used for food or feeding programs. All funded activities must be legal in the jurisdiction(s) in which they will be conducted.
Total funding in the amount of up to $800,000 is available to support awarded proposals over a contract period of 12 to 24 months. The Bidder Information Session will be October 12th at 2pm on Zoom. Updates on ALL IN Eats
I am excited to share that ALL IN Alameda County, the Deputy Sheriffs’ Activities League, and Dig Deep Farms have launched ALL IN Eats: the Circular Food Economy in Alameda County.
ALL IN Eats has started delivering food to COVID+ residents in Alameda County. This work will continue the work the Amazon food delivery program has been providing, now that their contract has ended. If you are a food entrepreneur working in the County and would like to prepare meals for this program, please sign up here.
The partners of ALL IN Eats held a kick-off event last week to begin collaborating with farmers within the County to start to build a collective of farmers, growers, and distributors who are contributing to sustainable agriculture and helping fight food insecurity. Testing for COVID-19 in Alameda County
In partnership with community partners, ACPHD is operating free COVID-19 testing locations throughout the county.
Testing is free and available to anyone with or without symptoms at all community testing sites in Alameda County, and is highly recommended for health care, front line, or essential workers and anyone who attended protests or other large public gatherings.
You will not be asked about immigration status and do not need insurance at any of these locations.

Alameda County Care Connect has provided the community with a COVID-19 Rapid Response Resource Guide, which will be updated on a weekly basis. Alameda County Community Food Bank (ACCFB): ACCFB’s helpline can help connect you to a source for groceries or a hot meal today. Call the helpline at 1-800-870-FOOD (3663) or 1-510-635-3663. The helpline is available in multiple languages and operates Monday-Friday, 9 AM-4 PM. You can also visit FoodNow.net for an online directory of food distribution sites near you.

School Meals: The Alameda County Office of Education (ACOE) maintains a list of school districts in Alameda County that offer free meals to families who have children enrolled in the district’s schools. Visit ACOE’s “Meal Service by District” page for more information on your child’s school district.

Oakland Undocumented Relief (OUR) Fund: Offers financial support for immigrant Oaklanders who have lost income due to COVID-19. To apply for or donate to OUR Fund, visit Centro Legal’s website.

Legal Aid at Work (Ayuda Legal Laboral) Resource Guide: offers a list of financial services available to undocumented workers in California who have been impacted by COVID-19. This resource guide is updated on a weekly basis and is available in English, Spanish, and Chinese.

Public Comment Procedures for Board of Supervisors Meetings During Shelter in Place
Procedures for Board of Supervisors meetings are subject to change to improve videoconferencing tools. Please check the Board of Supervisors' website for the most up-to-date guidelines.
The Alameda County Board of Supervisors will continue to conduct essential government business at our regularly scheduled Board meetings.
While in-person participation is limited to essential personnel, we are committed to providing the public with live broadcast and remote opportunities to participate in public comment during the Shelter in Place order. The following guidelines allow for public participation in Board meetings while following safe social distancing practices:
Remote Viewing/Listening: Members of the public who wish to watch the Board of Supervisors meetings, are encouraged to view the live stream online at: http://acgov.org/board/broadcast.htm.
We recommend against using Internet Explorer to view the meetings. We recommend using Google Chrome or other browsers to view the meetings.
Public Comment via Teleconference: Members of the public may address the Board of Supervisors on a matter on the agenda or during the Public Input portion of the meeting on a matter not on the agenda but is an issue within the Board’s subject matter jurisdiction.
