In this bulletin, you can read updates from the Alameda County Public Health Department (ACPHD) and find information on community COVID-19 testing and flu vaccination events in District 3.

Updates from the Alameda County
Public Health Department

Today, the State of California announced Alameda County has been moved to the Red Tier in the state’s color-coded Blueprint for a Safer Economy. While this move reflects a decline in daily new cases and positivity rateAlameda County is still at a substantial risk of COVID-19 spreading in our community 

At this time, the Alameda County Public Health Department (ACPHD) has not modified the list of permitted and prohibited activities. ACPHD continues to monitor our metrics and modify the Shelter in Place orders when the data support these changes. For the list of activities that are currently open and not open in Alameda County, visit: https://covid-19.acgov.org/sip.page. 

While the past six months have been difficult for many Alameda County residents, we must continue to each do our part in stopping the spread of COVID-19 in our community. Alameda County’s tier placement and ability to continue reopening our economy depends on our commitment to practicing COVID-19 prevention measures.  

Alameda County strongly encourages residents to continue practicing social distancing, wearing face coverings when in public, avoiding close contact with other households, and frequent hand washing. 

Participate in Census 2020

There is still time to complete the Census 2020 questionnaire! The last day to respond to the Census is next Wednesday, September 30, 2020. Everyone deserves to be counted and an accurate Census count ensures Alameda County receives its fair share of funding and political representation. 

The Alameda County Census Complete Count Committee is hosting a canvassing event to encourage residents who have not yet responded to complete the Census.

You can fill out the Census one of three ways:

  1. Online: Visit https://my2020census.gov/ for the online survey.
  2. Phone: Call 844-330-2020 for English or 844-468-2020 for Spanish. Visit the Responding by Phone page for a complete list of phone numbers in 12 other languages.
  3. Mail: In mid-April, the Census Bureau began mailing paper questionnaires to homes that have not yet responded online or by phone. Return your completed Census questionnaire in the enclosed return envelope. For more information, visit the Responding by Mail page.

Get Registered to Vote

In recognition of National Voter Registration Day, I would like to remind eligible Alameda County voters to register before the deadline on October 19, 2020.

If you are not sure if you are registered, you can check your status on the ROV’s Voter Profile portal. 

If you are not registered to vote, you can register online or by using a paper form: 

  • OnlineVisit RegistertoVote.ca.gov for the online registration form.  
  • Paper: Paper registrations are available at the Alameda County ROV office located on the basement level of the Rene C. Davidson Courthouse (1225 Fallon Street, Room G1, Oakland, CA). If you would like the paper registration mailed to you, please call the ROV at 1-510-267-8683 or 1-800-345-VOTE (8683). 
  • Confidential Registration: The State of California offers confidential registration to help keep victims of abuse, stalking, and human trafficking, as well as reproductive health care workers, remain safe while exercising their civic right to vote. If sharing your address will put you in life-threatening danger, DO NOT use the online registration form. Contact 1-877-322-5227 or visit the Safe at Home page to learn more about the confidential registration program.

Alameda County Public Health Commission Voter Guide

Twelve propositions are on California’s General Election ballot this November. The Alameda County Public Health Commission has published their 2020 Voter Guide, which summarizes each proposition on this November's ballot. The voter guide also includes the Public Health Commission's recommendations on each proposition.

United Ways of California’s Guide to Renter Protections

The COVID-19 pandemic has increased financial instability for many renters throughout Alameda County and exacerbated the burden of housing costs for our low-wage workers. In response to these financial impactspolicy-makers throughout Alameda County and the State of California passed a number of protections to keep renters housed.  

United Ways of California launched a new texting resource for California renters to learn more about the state rent and eviction laws as well as rent and eviction ordinances that are in effect in the cities where they live. Renters can text RentSOS to 211211 and get the information they need in English, Español中文Tiếng Việt한국어, Tagalog.

October 10: Free Flu Vaccinations at Alameda Hospital 

As we continue to fight COVID-19 in our community, getting a flu shot is important now more than ever to protect yourself and your loved ones.  Alameda Health System will host a community flu clinic at Alameda Hospital on October 10 where everyone is welcome to come get a flu shot for free while supplies last.

In partnership with community partners, ACPHD is operating free COVID-19 testing locations throughout the county. 

Testing is free and available to anyone with or without symptoms at all community testing sites in Alameda County, and is highly recommended for health care, front line, or essential workers and anyone who attended protests or other large public gatherings.

You will not be asked about immigration status and do not need insurance at any of these locations.

Proposition 47 Local Advisory Committee Community Representative Opening 

The Alameda County Proposition 47 Local Advisory Committee (LAC) is recruiting two Community Representatives.  The purpose of this committee is to oversee the County’s Prop 47 Grant Project, which provides services to justice-involved clients with serious mental illness and/or substance use disorders. The Community Representatives should be formerly incarcerated and/or have family who have been formerly incarcerated. 

Applications are due by October 1st at 5:00 p.m. to Sophia.Lai@acgov.org.  See attached application for more information.

Alameda County Care Connect has provided the community with a COVID-19 Rapid Response Resource Guide, which will be updated on a weekly basis. This document provides information on numerous services available from local, state, and federal government agencies, public transportation agencies, and utility companies. 


Food Access Resources

  • Alameda County Community Food Bank (ACCFB): ACCFB’s helpline can help connect you to a source for groceries or a hot meal today. Call the helpline at 1-800-870-FOOD (3663) or 1-510-635-3663. The helpline is available in multiple languages and operates Monday-Friday, 9 AM-4 PM. You can also visit FoodNow.net for an online directory of food distribution sites near you. 
  • School Meals: The Alameda County Office of Education (ACOE) maintains a list of school districts in Alameda County that offer free meals to families who have children enrolled in the district’s schools. Visit ACOE’s “Meal Service by District” page for more information on your child’s school district. 

Resources for Immigrant Communities

  • Oakland Undocumented Relief (OUR) Fund: Offers financial support for immigrant Oaklanders who have lost income due to COVID-19. To apply for or donate to OUR Fund, visit Centro Legal’s website
  • Legal Aid at Work (Ayuda Legal Laboral) Resource Guide: offers a list of financial services available to undocumented workers in California who have been impacted by COVID-19. This resource guide is updated on a weekly basis and is available in English, Spanish, and Chinese. 
  • Immigrants Rising resource guide provides a list of resources available for undocumented immigrants. Recursos para inmigrantes sobre COVID-19 en español—utilice este enlace
  • California Immigrant Policy Center’s (CPIC) COVID-19 Resource Guide provides information on accessing health care, obtaining information on COVID-19 in multiple languages, economic resources, and information on immigration rights.  

Public Comment Procedures for Board of Supervisors Meetings During Shelter in Place

Procedures for Board of Supervisors meetings are subject to change to improve videoconferencing tools. Please check the Board of Supervisors' website for the most up-to-date guidelines.

The Alameda County Board of Supervisors will continue to conduct essential government business at our regularly scheduled Board meetings.

While in-person participation is limited to essential personnel, we are committed to providing the public with live broadcast and remote opportunities to participate in public comment during the Shelter in Place order. The following guidelines allow for public participation in Board meetings while following safe social distancing practices:

Remote Viewing/Listening:
Members of the public who wish to watch the Board of Supervisors meetings, are encouraged to view the live stream online at: 
http://acgov.org/board/broadcast.htm.

We recommend against using Internet Explorer to view the meetings. We recommend using Google Chrome or other browsers to view the meetings.

Public Comment via Teleconference:
Members of the public may address the Board of Supervisors on a matter on the agenda or during the Public Input portion of the meeting on a matter not on the agenda but is an issue within the Board’s subject matter jurisdiction.

    Use the "Raise Hand" button to indicate you would like to speak or provide public comment. When you are called to speak, unmute your speaker.
