In this bulletin, you can read updates from the Alameda County Public Health Department (ACPHD and the updated guidance from the State of California Department of Public Health.

Updates from the Alameda County
Public Health Department
Today, the Board of Supervisors approved a Letter of Support for the County's COVID-19 Variance Attestation application to the State. If approved by the State, the attestation will provide Alameda County and our Health Officer with the flexibility to ensure that we can continue to allow the activities that the data determine are lower risk for our community.
Whether or not Alameda County receives the variance, we will continue to pause on further reopenings until the data support moving forward.
Protect Yourself and Others by Wearing Face Coverings
 As the number of COVID-19 positive cases in Alameda County continues to rise, I would like to remind residents on the importance of wearing face coverings to protect yourself, your loved ones, and your neighbors from contract COVID-19. Without a vaccine or effective treatment for COVID-19, prevention is our best way to stop the spread of the virus.
Wearing face coverings in public and when interacting with individuals from different households (whether they be family, friends, neighbors or Social Bubbles) is one of the most effective ways to slow the spread of COVID-19.
Wearing face coverings, social distancing, and limiting gatherings to the outdoors are not the best ways to minimize both your risk and your loved ones’ risk of contracting COVID-19.
Your cloth face covering should:

Reach above the nose, below the chin, and completely cover the mouth and nostrils

️ Fit snugly against the sides of the face

Be made of multiple layers of fabric that you can still breathe through

️ Be able to be laundered and machine dried without damaging the material or shape
Do not buy surgical masks to use as a face covering.
Those are intended for healthcare workers and first responders. Many items you may already have in your home can be used to create face covering. Learn more on the CDC’s Cloth Face Coverings page.
Census 2020: Our Community Counts
I would like to extend my gratitude to the Census 2020 phonebankers for all their hard work to ensure Alameda County has a complete and accurate count in the Census.
There is still time to respond to the Census 2020 survey! Respond to the survey by October 31, 2020 and help ensure Alameda County receives its fair share of funding and political representation. Testing for COVID-19 in Alameda County
In partnership with community partners, ACPHD is operating free COVID-19 testing locations throughout the county.
Testing is free and available to anyone with or without symptoms at all community testing sites in Alameda County, and is highly recommended for health care, front line, or essential workers and anyone who attended protests or other large public gatherings.
You will not be asked about immigration status and do not need insurance at any of these locations.

Alameda County Care Connect has provided the community with a COVID-19 Rapid Response Resource Guide, which will be updated on a weekly basis. This document provides information on numerous services available from local, state, and federal government agencies, public transportation agencies, and utility companies.

Alameda County Community Food Bank (ACCFB): ACCFB’s helpline can help connect you to a source for groceries or a hot meal today. Call the helpline at 1-800-870-FOOD (3663) or 1-510-635-3663. The helpline is available in multiple languages and operates Monday-Friday, 9 AM-4 PM. You can also visit FoodNow.net for an online directory of food distribution sites near you.

School Meals: The Alameda County Office of Education (ACOE) maintains a list of school districts in Alameda County that offer free meals to families who have children enrolled in the district’s schools. Visit ACOE’s “Meal Service by District” page for more information on your child’s school district.

Oakland Undocumented Relief (OUR) Fund: Offers financial support for immigrant Oaklanders who have lost income due to COVID-19. To apply for or donate to OUR Fund, visit Centro Legal’s website.

Legal Aid at Work (Ayuda Legal Laboral) Resource Guide: offers a list of financial services available to undocumented workers in California who have been impacted by COVID-19. This resource guide is updated on a weekly basis and is available in English, Spanish, and Chinese.

Public Comment Procedures for Board of Supervisors Meetings During Shelter in Place
Procedures for Board of Supervisors meetings are subject to change to improve videoconferencing tools. Please check the Board of Supervisors' website for the most up-to-date guidelines.
The Alameda County Board of Supervisors will continue to conduct essential government business at our regularly scheduled Board meetings.
While in-person participation is limited to essential personnel, we are committed to providing the public with live broadcast and remote opportunities to participate in public comment during the Shelter in Place order. The following guidelines allow for public participation in Board meetings while following safe social distancing practices:
Remote Viewing/Listening:
Members of the public who wish to watch the Board of Supervisors meetings, are encouraged to view the live stream online at:
http://acgov.org/board/broadcast.htm.
We recommend against using Internet Explorer to view the meetings. We recommend using Google Chrome or other browsers to view the meetings.
Public Comment via Teleconference:
Members of the public may address the Board of Supervisors on a matter on the agenda or during the Public Input portion of the meeting on a matter not on the agenda but is an issue within the Board’s subject matter jurisdiction.
