The Alameda County Health Care Services Agency (HCSA) is now accepting applications for two funding opportunities: 1) COVID-19 Social Marketing Campaign and 2) Emergency COVID-19 Testing and Lab Processing Services Vendor Pool.

COVID-19 Social Marketing Campaign Informal Request for Proposal (IRFP) 
In an effort to address racial health disparities, Alameda County seeks to partner with qualified organizations to develop a comprehensive social marketing campaign focusing on social justice and health equity during the COVID-19 pandemic.  

Racial inequities and health disparities are intrinsically linked to one another. Communities of color across the county and withing Alameda County are disproportionately affected by COVID-19, and often face inequitable access to affordable and quality health care, housing, and food. In Alameda County, the Latinx community accounts for 42% of confirmed COVID-19 cases, while comprising 22% of the county population; and, African-Americans account for nearly 22% of confirmed COVID-19 deaths, while comprising 10% of the county population. HCSA seeks to partner with qualified organizations to develop an empathetic, culturally relevant, and inclusive public education campaign to address health equity during the COVID-19 pandemic.

Emergency COVID-19 Testing Services Request for Qualification (RFQ) 
HCSA has also released an RFQ to partner with community health centers and clinics, Federally Qualified Health Centers (FQHCs), hospitals, and health-related lab providers to expand testing in Alameda County. 

Increasing COVID-19 testing is integral to monitoring community transmission,  identifying outbreaks, and implementing a safe reopening plan. Widespread testing is also essential to understanding the health disparities resulting from the pandemic in Alameda County. Alameda County is committed to providing equitable access to testing for COVID-19 for our most vulnerable communities by providing affordable, safe testing in their neighborhoods. HCSA is seeking partners with demonstrated cultural competency and a commitment to providing care to Medi-Cal, HealthPAC, and uninsured communities.  

HCSA is accepting RFQs on a continuous basis until 2 PM on December 31, 2020. The RFQ application can be found on the General Services Agency’s Current Contracting Opportunities page.  

Pandemic EBT Application Extension 

The deadline to apply for Pandemic EBT (P-EBT) benefits has been extended to July 15, 2020. For many children and their families, the COVID-19 pandemic has made it even more difficult to access healthy food regularly.  

Children eligible for free or reduced price school meals and attending school that participates in either the federal school breakfast or school lunch program may be eligible for P-EBT benefits. The P-EBT program provides families with up to $365 per eligible child to use on food and groceries while schools are closed.  

Final P-EBT eligibility decisions will be made through the month of July. All applications that are submitted by July 15th will be processed by the end of July. For more information or to apply for P-EBT, visit the California Department of Social Services (CDSS) website. In an effort to streamline inquiries, CDSS has created a secure client inquiry online form. An e-mail address is not required to submit an inquiry, but will allow for CDSS to respond to your questions and concerns more quickly.

Public Comment Procedures for Board of Supervisors Meetings During Shelter in Place

Procedures for Board of Supervisors meetings are subject to change to improve videoconferencing tools. Please check the Board of Supervisors' website for the most up-to-date guidelines.

The Alameda County Board of Supervisors will continue to conduct essential government business at our regularly scheduled Board meetings.

While in-person participation is limited to essential personnel, we are committed to providing the public with live broadcast and remote opportunities to participate in public comment during the Shelter in Place order. The following guidelines allow for public participation in Board meetings while following safe social distancing practices:

Remote Viewing/Listening:
Members of the public who wish to watch the Board of Supervisors meetings, are encouraged to view the live stream online at: 
http://acgov.org/board/broadcast.htm.

We recommend against using Internet Explorer to view the meetings. We recommend using Google Chrome or other browsers to view the meetings.

Public Comment via Teleconference:
Members of the public may address the Board of Supervisors on a matter on the agenda or during the Public Input portion of the meeting on a matter not on the agenda but is an issue within the Board’s subject matter jurisdiction.

• Legal Aid at Work (Ayuda Legal Laboral) Resource Guide: offers a list of financial services available to undocumented workers in California who have been impacted by COVID-19. This resource guide is updated on a weekly basis and is available in English, Spanish, and Chinese.
