Shelter at Home Order for Alameda County
 Beginning June 19, 2020, the Health Officer Orders will further relax restrictions by reopening outdoor museums, outdoor restaurant dining, religious services, indoor/outdoor retail, and outdoor fitness classes. Read the press release HERE.
Residents are still required to stay home as much as possible, wear face coverings, and follow the precautions that have helped the region make progress to slow the spread of COVID-19. As we move forward, we will continue to be guided by our COVID-19 Indicators and other data related to the spread of COVID-19 in our region.
The Health Officer Order to Update the Shelter in Place allows:
- Small gatherings of individuals from different households to take place in outdoor settings, subject to certain conditions;
- Childcare providers to provide care to all children, not just children of essential workers, and establishes conditions under which youth extracurricular activities may resume;
- Educational institutions to resume career internship and pathways programs;
- Libraries to open for curbside pickup of books and other media;
- Certain businesses providing services with limited person-to-person contact, including appliance repair, and pet grooming services, to resume operations.
The small outdoor gatherings are permitted for people belonging to the same Social Bubble.
- A Social Bubble is defined as a group of 12 or fewer people from different households
- A Social Bubble should be maintained for a minimum of 3 weeks
- Participation is restricted to only one Social Bubble at a time
- Members of a Social Bubble are strongly encouraged to comply with Social Distancing Requirements and wear face covering to the extent feasible

Expanded Face Covering Order
The Alameda County Health Officer issued an additional Order broadening when a face covering must be worn. The face covering order supersedes the prior face covering Order. Now face coverings must be worn at all times by all members of the public, including outdoors while engaged in physical activities (walking, running, biking, etc.) and within 30 feet of people outside of their household.
Children aged 12 and younger are not required to wear a face covering, and any child two years old or younger should not wear a face covering. The Order does not apply if a person is only with members of their own household and does not expect to come into contact with a member of the public. A person engaged in walking, hiking, bicycling, running, and other physical activities is not required to wear a face covering during the entire duration of their activity, but that person must carry a face covering that is easy to access so they can wear it once they are within 30 feet of other people.

Great Plates Delivered
 The Alameda County Social Services Agency is excited about the opportunity to support our community through the Great Plates Delivered program. This food delivery program is designed to provide meals to Alameda County adults* age 65 and older and adults age 60-64 who are at high-risk, as defined by the CDC and who are unable to access meals while staying at home and are ineligible for other nutrition programs.
The County is in the process of developing this program and meals are not being delivered at this time. We will contact interested persons, screen them for eligibility and keep them informed as to when they can expect their first meal.

Please note: Great Plates Delivered program is currently approved through July 10, 2020. Any extensions of the program beyond that date are handled by the California Office of Emergency Services (Cal OES) in consultation with the Federal Emergency Management Agency (FEMA).
*Individuals residing in Oakland will be referred to the City of Oakland Great Plates Program.
Will Assistance for Emergency Responders
The Alameda County Bar Association is offering a new free remote legal aid service for health care workers and emergency responders called WAFER (Wills Assistance for Emergency Responders).
WAFERs goal is to help those who's job puts them at high risk of exposure to COVID-19, prepare estate planning documents like a simple will, advance health care directives, and power of attorney. They have teamed up with local volunteer attorneys to help individuals fill out these forms.

Alameda County Disaster Relief Fund
The Board of Supervisors recently approved reactivation of the Alameda County Disaster Relief Fund. Due to the enormous and varied needs facing the community and the health care systems at this time, the county has established two separate funds:
The Disaster Relief Recovery Fund, will accept cash donations to purchase personal protective equipment and other supplies to assist those fighting the pandemic, such as first responders, emergency workers and health care providers.
The COVID-19 Disaster Relief Emergency Fund will provide emergency relief to families, youth and seniors that may need assistance. Support will include needs such as emergency childcare, shelter and food aid, personal protective equipment, continuation of client benefits, etc.

COVID-19 Food Distribution & Services Map
The Alameda County Emergency Operations Center (EOC) Care & Shelter Branch, in close coordination with Alameda County Community Food Bank, 211, and individual cities, have developed a countywide interactive map that includes food distribution sites and other essential services which are currently open under the COVID-19 Shelter-In-Place Order.
The map will be updated regularly and remain active for the duration of the Shelter-In-Place Order.

Important Deadline Approaching! The Paycheck Protection Program (PPP) is a loan designed to provide a direct incentive for small businesses to keep their workers on the payroll during the COVID-19 crisis. The US Small Business Administration will forgive loans if all employees are kept on the payroll for eight weeks and the money is used for payroll, rent, mortgage interest, or utilities. In Year One of the program, Reflect & Reimagine grants will support breathing space and idea generation for what a just Oakland could look like, feel like, and be.
The Fund is a unique public-private partnership inspired by the cultural equity vision lifted up in the City of Oakland’s cultural plan, Belonging in Oakland. The partnership unifies Oakland’s Cultural Affairs Division’s vision with the racial justice mission of the Akonadi Foundation, and the power building commitment of East Bay Community Foundation.
