Free COVID-19 Testing in District 3

Two free COVID-19 testing sites in District 3 are now open! 

The Alameda County Public Health Department (ACPHD), City of San Leandro, and Eden Health District have partnered to open a free COVID-19 testing site at the Marina Community Center in San Leandro. La Clinica de la Raza has opened a free community testing site outside the Fruitvale BART station in Oakland. 

Both sites are open to all frontline and essential workers, seniors, persons with underlying health conditions (such as diabetes or hypertension), and anyone with COVID-19 symptoms regardless of where you live. 

You will not be asked about immigration status and do not need insurance at either location.

The Alameda County Health Officer issued an updated “Shelter in Place” order allowing for small outdoor gatherings in "Social Bubbles," for childcare and extracurricular activities to be expanded to all children, and allows certain businesses with limited person-to-person contact to re-open.  Please refer to the Health Officer’s Order for more information on the new guidelines.

A Social Bubble is defined as a group of 12 or fewer people from different households. Participation is limited to one Social Bubble at a time, and the same bubble should be maintained for a minimum of 3 weeks.  

The Alameda County Public Health Department (ACPHD) reminds the community that COVID-19 is a highly contagious disease with no known effective treatments, and the best way to slow the spread of the virus is through social distancing, face coverings, and other safe hygiene practices. While the new order allows for individuals from different households to congregate outside, I echo ACHPD’s strong recommendations to the community to practice social distancing and wear face coverings even within a Social Bubble.  

The face covering order remains in effect and you must continue to wear your face coverings at all times when outside your home (even during physical exercise). 

ACPHD closely monitors the COVID-19 indicators that will allow us to further adjust the Shelter in Place order and move forward with the Alameda County Reopening Plan. While the Shelter in Place has been difficult for many Alameda County residents, I commend our community’s commitment to protecting one another from this public health crisis. Through our collective efforts in slowing the spread of COVID-19, we can continue to make progress in meeting the public health benchmarks that will allow us to reopen. 

Child Care Subsidies for Essential Workers & Vulnerable Populations 

The Alameda County Child Care Resource & Referral (R&R) Agencies are continuing to accept applications from essential workers and vulnerable populations (such as families experiencing homelessness) for child care during the COVID-19 crisis.  

These subsidies are only available to essential workers and vulnerable populations.

Kind, Connected Conversations 

While library buildings are closed to the public, the Alameda County Library’s staff are working to offer as many virtual programs as possible. The Alameda County Library has launched Kind, Connected Conversations for the public to connect with library staff with a 20-minute, one-on-one conversation. Members of the public will select a conversation topic such as favorite foods, books, animals, or music. Public Comment Procedures for Board of Supervisors Meetings During Shelter in Place

Procedures for Board of Supervisors meetings are subject to change to improve videoconferencing tools. Please check the Board of Supervisors' website for the most up-to-date guidelines.

The Alameda County Board of Supervisors will continue to conduct essential government business at our regularly scheduled Board meetings.

While in-person participation is limited to essential personnel, we are committed to providing the public with live broadcast and remote opportunities to participate in public comment during the Shelter in Place order. The following guidelines allow for public participation in Board meetings while following safe social distancing practices:

Remote Viewing/Listening:
Members of the public who wish to watch the Board of Supervisors meetings, are encouraged to view the live stream online at: 
http://acgov.org/board/broadcast.htm.

We recommend against using Internet Explorer to view the meetings. We recommend using Google Chrome or other browsers to view the meetings.

Public Comment via Teleconference:
Members of the public may address the Board of Supervisors on a matter on the agenda or during the Public Input portion of the meeting on a matter not on the agenda but is an issue within the Board’s subject matter jurisdiction.

• Legal Aid at Work (Ayuda Legal Laboral) Resource Guide: offers a list of financial services available to undocumented workers in California who have been impacted by COVID-19. This resource guide is updated on a weekly basis and is available in English, Spanish, and Chinese.
