Greetings, I hope your summer is off to a great start. Here in the District 2 Office, we have been busy planning for various summer activities (more about those below). We worked hard to help bring the sides together during the New Haven Unified School District's strike. As the cost of living continues to rise and outpace wage growth, we must all come together to support living wages for ALL workers and work to unite and not divide our communities. This spirit of collaboration can be seen in one of Union City's newest hires. 
Sincere congratulations to Pedro Naranjo on his new career move as the Program Manager for the Youth & Family Services Division in Union City. We look forward to working with Pedro as he starts his new position and brings together his staff and City of Union City to help achieve great victories for the youth of Union City. 
We were very proud to be a part of the recent conference/meeting that took place at Glad Tidings Church in Hayward entitled National Men's Health Month - Educational Symposium on Cancer. District 2 has committed $50,000 to these efforts going forward. We applaud the leadership of the Bay Area Faith Leaders. District 2 has also committed additional funding to La Familia towards their mental health internship program including the partnership with recent hiring of a new youth mentor intern position. The new intern will be housed at La Familia and local high schools in District 2. Our office fully supports peer counseling and peer mentoring for youth as an effective tool for young people to cope with mental health needs. We believe that the best method to help young people with pressure at school or at home is to help them find resources nearest them. 
Also in May 2020, along with Supervisor Scott Haggerty, District 2 will be hosting a mental health summit at Washington Hospital in Fremont. Please mark your calendars on May 1 and May 2, 2020. More details will follow in the future newsletters.

District 2 Spotlight

In this month's newsletter, we'd like to welcome and highlight Union City's new program manager for the Youth and Family Services Division. Pedro Naranjo believes that all families deserve to live in healthy and safe environments.  Pedro considers it an honor and responsibility to work for populations that are often over looked and marginalized. He has made it his personal and professional mission to work in collaboration with our community. 

Pedro brings to this position over 20 years of experience at the forefront of youth development and public health. He has played an important role in the establishment of youth centers in Unincorporated Alameda County, Oakland, and Sacramento, with developing high-quality programs and services that are innovative and that meet the needs and interests of youth and their families. Most recently, he served as the Executive Director of the REACH Ashland Youth Center for nine years. 

As an Adjunct Professor in the Health Science Department at San Jose State University, Pedro taught undergraduate courses to students pursuing a health career. As a previous Board Member of the Hispanic Community Affairs Council (HCAC), Pedro assisted in efforts to provide college scholarship opportunities to Latino students in Alameda County. As a commissioner with the San Leandro Human Services Commission, Pedro identifies social service needs in the San Leandro community, recommends to the City Council possible ways to meet those needs, evaluates and encourages the provision of social services in the City and reviews requests for City financial support to social service agencies.

Pedro is also an active member at his parish were he serves on the Assumption Parish Pastoral Council, advising the parish priest about pastoral issues.

He also is a proud family man. He enjoys spending as much time as possible with his family and loves watching his daughters, grow up. He enjoys running, hiking and other recreational activities that get him outdoors.

Pedro is excited about this new opportunity to serve Union City. He plans to work in partnership with other leaders who share the same commitment and responsibility to youth and families. He believes that young people and their families are our greatest asset and will look for creative ways to engage them in sustainable efforts that support their health and wellbeing.

New Area Code!

To accommodate the growing need for telephone numbers in California, the new 341 area code will be added to the same geographic area served by the existing 510 area code. This is known as an area code overlay. An overlay does not require customers to change their existing area code but does require customers to dial “1” followed by the area code for all local calls, including calls within the same area code.

Who will be affected?

Customers who have a 510 area code telephone number will be affected. Geographic areas that are served by the 510 area code will also be affected. The 510 area code serves the western portions of Alameda and Contra Costa counties. The 510 area code serves the cities of Alameda, Albany, Berkeley, Emeryville, Fremont, Hayward, Newark, Oakland, Piedmont, San Leandro and Union City in Alameda County; and the cities of El Cerrito, Hercules, Pinole, Richmond, and San Pablo in Contra Costa County. The new 341 area code will serve the same geographic area currently served by the existing 510 area code.

What will be the new dialing procedure?

To complete calls from a landline phone, the new dialing procedure requires anyone with a 510 or 341 area code to dial 1 + area code + telephone number. This means that ail calls in the 510 area code that are currently dialed with 7 digits will need to be dialed with 11 digits using the new 1 + area code + telephone number dialing procedure.

To complete calls from a cellular or mobile phone, callers may dial area code + telephone number or 1 + area code + telephone number whenever placing a call from a phone number with the 510 or 341 area code.

When will the change begin?

Since December 15, 2018, customers have been able to use the new dialing procedure when placing calls from the 510 area code. If customers forget and dial just seven digits, calls will still be completed.

Beginning June 22, 2019, you must use the new dialing procedure, as described above for all calls, even for local calls. On and after this date, if you do not use the new dialing procedure, your calls will not be completed, and a recording will instruct you to hang up and dial again using the new dialing procedure.

Beginning July 22, 2019, the new 341 area code becomes effective, and new telephone lines or services in the area may be given numbers from either the 510 or the 341 area code.

What will remain the same?

Your telephone number, including current area code, will not change. The price of a call, coverage area, or other rates and services will not change due to the overlay, and what is a local call now will remain a local call regardiess of the number of digits dialed. Customers can still dial just three digits to reach 911, as well as 211, 311, 411, 511, 611, 711 and 811.

What do business customers need to do?

In addition to changing your dialing procedure, all services, automatic dialing equipment, or other types of equipment that are programmed to dial a 7-digit number must be reprogrammed to use the new dialing procedure. Some examples are medical monitoring and life safety systems, PBXs, fax machines, Internet dial-up numbers, alarm and security systems or gates, speed dialers, call forwarding settings, voicemail services, etc. You may also want to check your business stationery or advertising materials to ensure the area code is included.

You must complete the programming and dialing changes by June 22, 2019. On and after June 22, 2019, seven-digit calls will not be completed, and your customers could be negatively impacted.

The Renew Alameda County program!

Funded through the 2016 Measure A1 Affordable Housing Bond, Renew Alameda County (Renew AC) is a new home improvement loan assistance program for low-income homeowners throughout the County. Administered by Habitat for Humanity East Bay/Silicon Valley, Renew AC aims to help keep existing homeowners in their homes, and maintain existing housing stock in a safe, livable condition. A majority of funds are anticipated to assist seniors and individual with disabilities, who often have unique housing challenges and limited income with which to address them.

Healthy Living Festival!!

Upcoming Public Hearing on Service Improvements

AC Transit is seeking feedback on service improvements set for implementation in 2019 and 2020. You can provide input by attending the community meetings in Oakland, Richmond, Alameda, and Hayward, or the Public Hearings. For more information on the proposed changes, please refer to the Public Hearing Notice

Summary of Proposed Service Changes

Richmond - AC Transit is exploring alternative routes for Lines 71 and 376 in order to improve navigation for buses moving through the area.

Oakland - The Bus Rapid Transit Project (BRT) will bring faster and more frequent service to the International Boulevard corridor between downtown San Leandro and downtown Oakland. The launch of BRT service includes the following proposed changes:

    • Replace Line 1 with the new BRT service, operating every seven (7) minutes between San Leandro BART and Uptown Oakland (Broadway and 20th)
    • Shorten Line 801 Owl service to only operate between San Leandro and Fremont BART stations. BRT will replace Line 801 as the Owl from downtown Oakland to San Leandro BART
    • Adjust Lines 14 and 47 near Fruitvale BART to serve San Leandro Street and High Street

Alameda - The Alameda Transportation Management Association is working with AC Transit to extend Line 96 and improve its frequency to as often as every 15 minutes.

Hayward - AC Transit is proposing to improve frequency on Line 60.

Apply for 2020 Redistricting Commission

Business owners, leaders and employees now have a once in a lifetime opportunity to make their voices heard on the representation of California. California citizens can submit applications starting June 10, 2019. The deadline to apply is August 9, 2019.

Eligibility Requirements

  • Have been registered voter since July 2015
  • Have been registered with the same political party or no party preference (NPP) since July 1, 2015
  • Voted in at least two of the last three statewide general elections

An applicant is ineligible to serve on the Commission if the applicant has a conflict of interest as defined by the Voters First Act within the 10 years before submitting an application.

Selection Process

  • California citizens must submit their application to the California State Auditor's Office by August 9, 2019
  • Applicants who are invited to advance in the selection process will be asked to submit a supplemental application containing additional information about their qualifications.
  • An Applicant Review Panel will then review all applicants and select 120 of the most qualified people to interview
