Inspections
Once the eligible family has located a suitable unit and the landlord has agreed to participate in the program, an inspection of the unit must be completed by the MHA. The inspection is to ensure the unit meets Housing Quality Standards (HQS) of being decent, safe and sanitary. In addition, the unit must meet the City of Mesa’s Uniform Housing Code and Property Rehabilitation Standards.
Reminder: When submitting the preliminary “Request for Tenancy Approval” packet to the Housing Department, please include an unsigned proposed lease.

Security Deposit Assistance Program
If a prospective tenant is unable to pay the Security Deposit, they may apply for the City of Mesa Security Deposit Assistance Program.
This program is available for tenants (Section 8 and Non-Section 8) who are moving to OR moving within the City of Mesa.
Applications can be submitted online at Housing - City of Mesa OR by picking up a paper application at The City of Mesa Housing Authority Office.
Important: Do not sign the lease or move-in to the unit while your Security Deposit Assistance Application is in process.
Housing Choice Voucher Participants:
Planning to Move?
There are two types of moves:
1. Moving within Mesa Housing Authority's jurisdiction
- You must submit a Notice of Intent to Vacate to Mesa Housing Authority.
- The notice must be given at least 30 days and no more than 60 days before you move.
- You must also provide your landlord with any notice required under your lease.
2. Moving outside Mesa's jurisdiction ("portability")
- This is called porting your voucher.
- Your voucher can potentially be used in another city, county, or state if the receiving housing authority administers the Housing Choice Voucher program.
Before you can move:
Mesa Housing Authority may deny your request to move if:
- You are still within the initial lease term after admission to the program.
- You owe money to the housing authority.
- You are in violation of voucher family obligations.
To transfer your voucher to another housing authority (portability), the Mesa Housing Authority requires:
- A Notice of Intent to vacate.
- A Portability Request form.
- Information about the housing authority serving the area where you want to move.
Here is the process of a typical move:
A typical move often looks like this:
- Notify your landlord and Mesa Housing Authority in writing.
- Submit required forms.
- Receive approval and moving paperwork.
- Search for a new unit.
- Submit the unit for approval.
- Pass inspection.
- Sign the lease and move in

Report Changes in Our Household
A common change for many households is an employment status change. For any employment changes please reach out to your Housing Specialist as soon as possible. The City of Mesa Housing Authority calculates your employment income using your four (4) most recent consecutive pay stubs OR a letter from your new employer.
➡️ If you were recently hired and do not yet have four pay stubs, please request the following information from your new employer:
- Date of hire
- Hourly pay rate
- Anticipated number of hours per week
➡️ If your job is terminated, Mesa Housing must verify this. Please request written documentation from your employer stating your official termination date.
In addition to any changes in employment or income, all other changes to the household must be reported in writing on the Change Form within 10 days of the date the change occurs.

Scam Alert!
 Beware of Impersonation Calls
The Mesa Housing Department has received a report of a scam phone call from an individual falsely claiming to represent our department. When questioned, the caller became rude and belligerent, indicating the call was likely fraudulent.
We encourage residents to remain cautious and never provide personal, financial, or other sensitive information over the phone unless you have independently verified the caller's identity. If you receive a suspicious call claiming to be from the Mesa Housing Department, hang up and contact our office directly at 480-644-3536 to verify the call or report the incident. By reporting suspicious activity, you help us protect our community and raise awareness of potential scams.
Be Aware of Landlord Scams
Additionally, before paying for any deposit on a rental property/unit, especially in Section 8 housing, it’s crucial to verify the identity of the landlord or property manager. Scammers often pose as legitimate landlords to trick prospective tenants into sending money for non-existent properties. Always request official identification, confirm ownership through public property records, and if possible, meet in person or conduct a video call. Mesa Housing Authority can also help confirm if a unit is registered and approved. Taking a few extra steps now can save you from financial loss and the stress of falling victim to fraud.
How To Spot Warning Signs for
Heat-Related Illnesses
As we make our way through the summer, please be aware of the below signs of heat exhaustion or stroke:
Warning Signs of Heat Exhaustion
- Faint or dizzy
- Excessive sweating
- Cool, pale, clammy skin
- Nausea or vomiting
- Rapid, weak pulse
- Muscle cramps

- Throbbing headache, confusion
- No sweating
- Body temperature above 103 degrees
- Red, hot, dry skin
- Nausea and vomiting
- Rapid, strong pulse
- May lose consciousness
Portable AC Loaner Program
Due to the extreme heat of Arizona summers, the free Portable A/C Program loans units to vulnerable Mesa residents without working AC units.
