ANNOUNCEMENTS
Domestic Violence Awareness Month
This October, MAG and stakeholders regionwide will honor Domestic Violence Awareness Month with a special focus on emotional abuse. It is estimated more than 43 million women and 38 million men in the United States have experienced psychological aggression by an intimate partner in their lifetime. Intimate partner violence (IPV) is a serious public health issue with the lifetime economic cost associated with medical services for related injuries, lost productivity from paid work, criminal justice and other costs, at $3.6 trillion annually. The cost of IPV over a victim’s lifetime was $103,767 for women and $23,414 for men. To contribute to a strong regional response, please consider sharing events or activities your organization is hosting by submitting it for inclusion on MAG’s Domestic Violence Awareness Month calendar.
Community Town Hall
Arizona Town Hall is hosting a virtual meeting regarding the challenges associated with mental health, substance use, and homelessness on Tuesday, October 4. To register, please follow this link to the Arizona Town Hall website.
PAIMI Advisory Council Seeking Applicants
The Arizona Center for Disability Law (ACDL) is seeking members to join the Protection and Advocacy for Individuals with Mental Illness (PAIMI) Advisory Council. The Council provides ACDL with information about issues facing persons with mental illness. For more information or to apply, please follow this link to the AZ Disability Law website.
PAST MEETINGS
The Continuum of Care Board approved the annual Notice of Funding Opportunity Priority Listings and application as well as the Supplemental Notice of Funding Opportunity Priority Listings. The Board approved four new members and two returning members to the Board. The Board approved the changes to the HMIS policies, ESG and CoC Written Standards, and the Community Adopted Best Practices. The Board will approve the Supplemental Notice of Funding Opportunity application on October 10.
The Continuum of Care Committee discussed the Systems Flow Dashboard, which showed an overall decrease of nine percent, but an increase in Unknown Exits by 23 percent. The committee also discussed the Homelessness Trends Report, which saw an increase in both households and clients in Quarter 2. The committee reviewed the System Performance Measures. They also agreed to keep the committee’s name as is and approved the Community Adopted Best Practices.
The Coordinated Entry Committee (CEC) opened membership to the community in September. Applications closed September 30. A small panel will meet on October 10 to review new member applications and identify candidates to bring to the CEC. New member onboarding will occur in November. The Coordinated Entry / Domestic Violence Workgroup has come to agreements in improving the access for individuals in DV shelters to be reported on the by-name list. The group is currently working on a prioritization tool that will assist DV providers in prioritizing resources available inside and outside of the Coordinated Entry system. Homebase will be presenting an update on the Coordinated Entry Evaluation during the next CEC meeting on October 13.
The Data Committee approved the annual updates for all HMIS Policies. The committee also spent this month prioritizing data requests for the new Data Analytics workgroup. In October, Data Committee will begin conversation around improving the location data Outreach Teams collect, as well as discuss creating a baseline for all non-participating HMIS projects in our region.
The ESG Committee voted to pass the Street Outreach RFP Standards, thus finalizing the creation of all four RFP Standards used to better align the application for and use of ESG funds in our region. ESG will continue conversations of standardizing practices, including aligning monitoring practices and the creation of further resources to support those administering ESG funds.
The Lived Experience Committee (LEC) extended membership to the community in September. Applications closed September 9. A small panel will meet on October 7 to review new member applications and identify candidates to bring to the LEC. New member onboarding will occur in November. The LEC received an update on the Supplemental NOFO and the priorities of the Supplemental NOFO. The chairs signed a letter of support on behalf of the Lived Experience Committee of the prioritized listings and the Supplemental NOFO. The LEC has begun working on the Shelter Bill of Rights.
The Local Jurisdiction Committee heard from MAG’s Regional Analytics Division (RAD) on the Economic and Housing Trends happening in Maricopa County. The Committee had a robust discussion about additional data that would be useful to further review. In addition, the Committee heard an update on Pathways Home, reviewed the Community Adopted Best Practices, and reviewed the Community Court toolkits. The Committee will convene in October to discuss next steps on Pathways Home and review Housing Targets.
The Race Equity Committee opened membership to the community in September. Applications closed September 30, 2022. The committee will regroup mid-October to form a membership workgroup for review of new applications, meet with Racial Equity Partners about their contract with the CoC for the community, and brainstorm other ideas.
The Chronic Workgroup had its quarterly meeting on September 20 and identified a new goal to support the group’s mission of preventing an increase of the number of people experiencing Chronic Homelessness. The group decided to begin working closer with mental health clinics to identify 100% of chronic SMI folks on the By-Name-List (BNL) and ensure they are assessed, working on document readiness, connected with their clinic and working towards housing.
The Youth Provider Workgroup welcomed Jamie McNeil from the Arizona Department of Child Safety’s Office of Prevention to share information about the Family Unification Program (FUP) and Foster Youth to Independence (FYI) voucher programs. The Youth Advisory Council members have been selected and will begin meeting in November.
The Data Analytics Workgroup held their first meeting in September to begin working through the data request priority list established by the Data Committee. The group’s first priority is looking more closely at returns to homelessness by project in RRH and PSH programs. The group will discuss their analysis and policy recommendations for this topic during the October 25 meeting. The data set for the group’s next topic, a deeper dive into returns through details such as demographics, prevention methods, and assessments, will also be distributed during this meeting. The Outreach Collaborative continues to work on outreach mapping to determine which areas are covered and identify where coverage is needed. The Outreach Collaborative gave suggestions and feedback to improve the Outreach Viewer. MAG’s Regional Analytics Division (RAD) and Solari (HMIS) are working together to fulfill these requests.
LEGISLATIVE UPDATE
The House Supply Study Committee will continue its regularly scheduled biweekly meetings at the State Capitol in October. They will be meeting on October 11 to discuss supply chain concerns and their impact on housing affordability and again on October 25 to discuss infrastructure and impact fees.
