PAST MEETINGS
The Continuum of Care Board completed a fourth Strategic Planning session working to place their goals and plans in the System Performance Measures. The Board reviewed the 2021 System Performance Measures as well as the timeline for the upcoming Notice of Funding Opportunity. The Board continues to discuss the best data available to discuss homelessness and a unified messaging group. As a result, the Board has formed a communication workgroup to begin to develop a Communication Plan and next steps. If interested in participating, contact Katie Gentry at kgentry@azmag.gov.
The Continuum of Care Committee continues to have in depth conversations about the System Flow Dashboard and System Performance Measures. The Committee completed a deep dive into race and ethnicity and discussed next steps. The Committee reviewed the ESG and CoC Written Standards and passed recommendations to the ESG Subcommittee. In addition, the Committee received a Legislative Update and discussed how to get involved with activity at the legislature.
The Coordinated Entry Subcommittee continues to work through the four core aspects of Coordinated Entry and what areas that the Subcommittee can focus in on. The workgroup for Coordinated Entry and Domestic Violence has been meeting to discuss access for survivors of domestic violence including prioritization and streamlining access to services. Finally, the workgroup for homelessness prevention is in the final stages of finishing the coordinated process for prevention dollars.
The Data Subcommittee (DSC) continued to review and discuss the System Flow Dashboard. In addition, DSC dove further into housing move-in dates and discussed how move-in dates have been affected by the market conditions. The DSC reviewed the By Name List criteria and what programs input individuals into the By Name List. HMIS recommended adding the Current Living Situation workflow to these agencies and DSC agreed with that determination. DSC extended membership to five new members that will begin in April.
The ESG Subcommittee continues to review requirements for subrecipients and aligning scopes of work and contract requirements across the different ESG funders for ESG-eligible activities. The ESG Subcommittee discussed the rapid rehousing and shelter requirements and are working towards next steps.
The Lived Experience Subcommittee added three new members in March. The Lived Experience Subcommittee is identifying how voices with Lived Experience can be greater involved in the Continuum of Care and decisions that impact people experiencing homelessness including legislation.
The Race Equity Leadership Group as well as a workgroup met to discuss next steps in the Race Equity Plan. The workgroup is developing a toolkit for providers to implement changes within their organization. The toolkit will work hand in hand with the Race Equity Provider toolkit looking at data.
LEGISLATIVE UPDATE

The bill has also been amended to no longer have a heavy law enforcement component to the bill. Senator Livingston continues to meet with stakeholders on the bill. House Bill 2528 passed unanimously in the Senate Appropriations Committee which is a $100 million one-time allocation to the Housing Trust Fund.
