Point aux Pins Living Shorelines Project-Breakwater Complex
1.0 General
The Alabama Department of Conservation and Natural Resources (ADCNR) intends to construct a living shorelines breakwater complex at Point aux Pins in Mobile County, Alabama. The breakwater complex will consist of precast concrete wave attenuating units (WAUs) that will reduce the wave energy impacting the marsh shoreline while providing a suitable substrate for the recruitment of marine biological resources.
The ADCNR is now issuing this Request for Proposals (RFP) as the basis to pre-qualify WAUs manufacturers for participation in this project. In order to evaluate available breakwater systems, DCNR is soliciting for “Technical Proposals” for breakwater systems. Breakwater systems deemed by DCNR and its Engineer to meet the requirements and intent of the specifications will be placed on a list of pre-approved systems and Contractors wishing to bid on construction of the project may propose to utilize any pre-approved system.
2.0 Project
2.1 Project Description
The intent of the Project is to employ living shorelines techniques that utilize WAUs to stabilize shorelines and increase the productivity of biological resources along the northeast Point aux Pins shoreline in the Mississippi Sound near Bayou la Batre in Mobile County, AL.
The project consists of fifteen breakwater segments with a nominal length of 200 feet each and consisting of approximately 39 generic concrete WAUs per breakwater segment for an approximate total of 585 generic WAUs.
2.2 Project Location
The Project shoreline is located within Portersville Bay; a shallow, crenulated bay within Mississippi Sound. It is located just offshore of the northeastern shoreline of Point aux Pins in Mobile County, Alabama, and is about 26 miles SW of Mobile, Alabama. See Figures 1 and 2.

2.3 ADCNR Objectives
The ADCNR objectives for this project are:
- The construction of breakwaters that are sustained for the expected lifespan of the project;
- To support the habitat utilization of the breakwater segments by bivalves and other invertebrate infauna and epifauna to increase secondary benthic productivity;
- And;
- To reduce the existing shoreline erosion rate (varied from 3-12 feet between 1992 and 2010) to protect existing salt marsh habitat.
3.0 Pre-qualification Requirements
The ADCNR selection team will evaluate the WAU manufacturers for pre-qualification on this project based on the satisfactory presentation of the following elements in their submittals:
- Quality Construction – outline construction methodology and quality control procedures applied in the manufacturing of the WAUs.

Product Design – outline WAU design features, material specifications and construction methods that contribute to the WAU’s effectiveness, strength and performance characteristics. This should also include:
- Dimensional Drawings of Breakwater Units, Including Surface Area
- Weight of Units
- Stability Calculations
- Proposed Breakwater Layout
- Proposed Foundation System
- Product Performance – outline the results of any laboratory or prototype measurements of the wave attenuating performance or your WAUs. Report on any post-construction monitoring that give evidence of reduction in shoreline erosion in protected areas and recruitment of marine species on and around the WAUs
- Product Durability – provide evidence of product resistance to damage and deterioration in the marine environment.
- Project Experience – provide the location, project owner, date of installation, project size and features of the project
- Production Capacity – discuss your capacity to fabricate and ship the WAUs required for this project
- Work Plan – Outline your Work Plan to fabricate and deliver the WAUs consistent with the project schedule requirements;
- Plant Safety – outline the safety plan that governs your manufacturing process. The WAU manufacturers should have zero OSHA citations in the past 5 years. Qualification of a WAU manufacturer with OSHA citation(s) requires an acceptable corrective action plan and approval of the ADCNR Procurement Department. Provide your Experience Modifier Rates (EMR). Both the average of the EMR listed and the most recent EMR should be less than or equal to 1.0.
No pricing data should be submitted, nor will it be considered when evaluating the breakwater system. This is strictly a technical evaluation to pre-qualify wave attenuation systems prior to the issuance of a construction request for bids.
4.0 RFP Submittal Requirements
Submissions shall meet the following requirements:
- Submissions shall consist of a cover letter and the information outlined in 3.0 Pre-qualification Requirements above.
- The cover letter shall be no more than one standard letter size page, text size no smaller than size 12 font, and shall clearly indicate the name, title, email address and telephone number of the submitting firms’ primary contact.
- An electronic version of the cover letter and the information outlined in 3.0 Pre-qualification Requirements above, in PDF format, on Flash-Drive, CD or DVD, shall be submitted along with three (3) printed paper copies.
5.0 Open Trade:
By submitting a response, the Submitter represents that he/she and the business entity he/she represents is not currently engaged in the boycott of a person or an entity based in or doing business with a jurisdiction with whom the State of Alabama can enjoy open trade, as defined in Act 2016-312.
6.0 Non Discrimination:
By submitting a response, the Submitter represents that he/she and the business entity he/she represents is compliant with all state and federal laws which prohibit discrimination on the basis of race, color, religion, age, gender, pregnancy, national origin, genetic information, veteran status or disability.
7.0 Immigration:
By submitting a response, the Submitter represents that he/she and the business entity he/she represents is not in violation of federal immigration law and has not knowingly employed, hired for employment or continues to employ an unauthorized alien within the State of Alabama.
8.0 Non-Commitment of Funds
Any contract related to this proposed project is subject to the availability of funds and/or the needs of the Alabama Department of Conservation and Natural Resources (ADCNR) and therefore the ADCNR, at its discretion, may or may not issue a construction contract as a result of this RFP and/or a future request for construction bids. Further, even in the event an initial selection is made by the ADCNR, no selection is final until full execution of a written agreement detailing an agreed upon scope of work. If the ADCNR deems, at is sole discretion, that a satisfactory agreement cannot be reached in accordance with an initial selection; the ADCNR reserved the right to proceed with efforts to make another selection based upon proposals submitted pursuant to this RFP.
9.0 Submittal and Deadline
It is the sole responsibility of the entity submitting a response to this RFQ to ensure actual delivery of their submittal prior to the deadline. Submissions must be received prior to the deadline by physical delivery (mail, courier, overnight or in person). Submissions received after the deadline will not be considered.
Email or facsimile submissions will not be accepted.
Technical Proposals must be submitted by 3:00 CST on April 19, 2019 in a sealed envelope marked “Point aux Pins Project – Breakwater Technical Proposal”, with the name of the breakwater unit and name of the manufacturer.
