The City and Borough of Sitka will soon be transitioning to www.bidexpress.com for all solicitations. Kettleson Memorial Library has joined the Alaskan Joint Library Consortium (JLC), an alliance among libraries in Alaska that allows patrons improved and easier access to materials. Currently, Kettleson shares its catalog and materials with Mt. Edgecumbe High School and the Sitka School District, allowing books from all to be checked out and returned at any library. The JLC will offer a similar relationship on a grander scale. Soon, patrons will be able to borrow circulating materials from such libraries as University of Alaska-Anchorage, Juneau Public, Anchorage Municipal, UAS, Douglas, Mat-Su, and SeaAlaska Heritage Institute, all with their library card from Kettleson. As part of this arrangement, Kettleson will merge their electronic catalog with JLC's. The catalog server will be housed at UAA in turn cutting local maintenance time and cost. Joining the JLC will take place in stages over the next few months and result in some minor policy changes for library users. Most importantly, patrons will be required to present their library card when checking out materials. Those users who do not have a barcode (e.g. visiting patron or a patron who only uses electronic materials) will need to be issued one. There have been several reports of local businesses and residences receiving phone calls stating their water bill is past due and that their water will be turned off. THIS IS A SCAM. The City and Borough of Sitka (CBS) does not bill separately for water and we do not contract our collection services out. For nonpayment of accounts, the CBS's procedure is to send a second bill followed by a letter. Before the utilities are turned off, a pink slip is attached to the entrance of the home the day before shut off. For safety reasons, do not give banking or credit card information over the telephone to people you do not know. Please contact the Public Works Department at 747-1806 with any questions.

The
City and Borough of Sitka started a Solid Waste Management Plan in 2014 to
address the current and future needs of the Solid Waste Fund and General Operations.
The Solid Waste Management Plan will continue until a new contract is selected. As we approach the end of the current collection and off-island
disposal contracts in 2015, it is in the best interest of the CBS to
be prepared with a plan that details the goals and direction of our
solid waste management backed with data and a financial plan. In
January of 2015, a consultant was hired to develop a Request for Proposal
(RFP) for the bidding of the Waste and Recycling Collection, Transfer Station
Operation and Baling of Recyclable Materials, Scrap Metal Processing and
Recycling, and Waste & Recycling Transport and Disposal services for CBS. One
important element that was included in the Municipal Solid Waste RFP was to look at the feasibility and costs of curbside recycling. On
March 17, 2015 a tour of the Municipal Solid Waste Facilities was conducted for contractors interested in the Municipal Solid Waste RFP which is due April 17. The
Solid Waste Advisory Committee (SWAC) will meet the last week of April
