DBE/ACDBE Directory Update
The Alaska Unified Certification Program (AUCP) Disadvantaged Business Enterprise (DBE) directory has been updated.

Submit 50% DBE/ACDBE Reimbursement Form
The 2023 50% DBE Reimbursement form is now live on the CRO DBE website. The period to submit for up to $2,500 is from October 1, 2022 to September 30, 2023.

OJT Program Announcements
The Alaska Department of Transportation and Public Facilities (ADOT&PF) has instituted the On-the-Job Training (OJT) program as a condition of continued funding for federal-aid highway construction projects. Historically, it has been recognized that a need exists to train women and minority employees in the construction trades.
2023 50% OJT Reimbursement form is published on our website.
Unions & Primes: If you have a trainee or an apprentice as part of the OJT program, please encourage them to fill out a reimbursement form. Folks can submit payments for equipment, work clothing, child-care, gas, and more!

A Year in Review!
Alaska DBE Program wrapped up this year’s efforts at a DBE utilization rate of 9.49%, exceeding the annual goal of 8.28% by 1.21%. Our office is part of the 7 entirely race-neutral programs in the country! A huge thank you to our internal staff and all of you, our partners in helping to make the DBE program a success.
DBE Program accomplishments:
- Welcomed 30 new DBE Firms
- Processed 27 50% DBE Reimbursements
- Hired a new Research Analyst II
- Held the 2022 DBE Conference
- Attended all three Pre-Construction Conferences
- Completed the DBE FAA Goal Methodology
- Gave input to the New Proposed Rule Making for DBE/ACDBE Regulation
- Attended, spoke and tabled at Alaska General Contractors Conference
- Transitioned to using ASHTOWare System
- Attended numerous conferences and held over 20+ meetings with stakeholders, partners, etc.

Census Bureau Releases New Data on Minority-Owned, Veteran-Owned and Women-Owned Businesses
"... approximately 1.15 million or 19.9% of employer businesses in 2020 were minority-owned; 320,864 (5.6%) were veteran-owned; and around 1.24 million (21.4%) were owned by women."

OJT Program Accomplishments
This year has been quite busy for the On-the-Job Training (OJT) Program. Our office worked on numerous projects, traveled Alaska, spoke at events, and so much more!
Project Numbers:
- Trainee/apprentices approved for projects: 66
- Trainee/apprentices hired on projects: 40
- Trainee/apprentices classifications:
- Laborer: 16
- Operation Engineer: 20
- Electrician: 1
- Pile Driver: 3
Quality Assurance Reviews:
We traveled to eight different projects in Alaska to conduct interviews with trainee/apprentices to comply with the Federal-aid Highway Act of 1968 Section 22(a), 23 UC 140(a) and 23 CFR 230 Subpart C and D
The data gathered during a Quality Assurance Review (QAR) will help improve the integrity of the OJT program and will ensure the OJT employees are treated with respect in regard to race, color, national origin, sex, age and disability.
