SBA Puerto Rico & Virgin Islands District Names Oscar Quiles Small Business Person of the Year

The Puerto Rico & Virgin Islands district office of the U.S. Small Business Administration honored Oscar Quiles, president of Pentaq Manufacturing Corp., with the 2012 Small Business Person of the Year Award, during the closing ceremonies of Small Business Week held in Puerto Rico recently.

Quiles got his start in the military apparel and occupational uniform manufacturing business in the ‘90s, when he worked for his family’s company, Caribbean Needlepoint Inc.  In 2003, with support from the Puerto Rico Industrial Development Company, Quiles bought a manufacturing plant that was about to close and leave 50 people unemployed. Additional support from the Workforce Investment Act Program and from the state government’s Work and Nutritional Assistance Program helped Quiles keep all employees on payroll.  Later, with assistance from the Puerto Rico Small Business & Technology Development Center’s San Germán office, Quiles obtained an SBA-guaranteed loan.

8th Annual Government Contracting Matchmaking Event Attracts 300 Entrepreneurs

Federal procurement officers conduct face-to-face meetings with potential vendors
The Puerto Rico office of the U.S. Small Business Administration and the Puerto Rico Professional College of Engineers and Land Surveyors (CIAPR by its Spanish acronym) last month conducted their 8th Annual Business Matchmaking Event, attracting nearly 300 entrepreneurs. Geared toward matching small firms with prospective federal purchasing officers and prime contractors, the event resulted in over 500 individual appointments.

“The federal government purchased over $475 billion in goods and services in fiscal year 2011, with 20.8 percent of that amount going to small firms,” said SBA Acting District Director Francisco ‘Pancho’ Marrero. “Business matchmaking events such as this one provide small business owners with the opportunity to market their products and services directly to federal contracting officers, increasing their chances of selling to the U.S. government.”

The SBA's Puerto Rico office recently hosted a workshop on Proposal Preparation as part of the agency's 7(j) Management and Technical Assistance program. Over 40 small business owners attended the course, taught by Phyllis Embree of Stover & Associates, Inc. Attendees had the opportunity to learn about strategizing, developing technical proposals and proposal reviews, among other topics that are critical when seeking federal contracting opportunities.
