Deputy Defense Secretary Ash Carter introduces Frank Kendall, undersecretary of defense for acquisition, technology and logistics at the Center for Strategic and International Studies in Washington, D.C., May 23, 2013. Carter and Kendall spoke on the new Better Budget Buying Power Initiative 2.0, which Carter said will help mitigate the effects of sequestration.
