U.S. Deputy Defense Secretary Ash Carter addresses troops and civilian workers at U.S. Africa Command in Stuttgart, Germany, May 10, 2013. Carter visited the troops after he presided over a change-of-command ceremony for U.S. European Command in Stuttgart.
