U.S. Army Gen. Martin E. Dempsey, chairman of the Joint Chiefs of Staff, talks with reporters in Stuttgart, Germany, Apr. 5, 2013. Before the briefing, Dempsey presided over a U.S. Africa Command ceremony during which U.S. Army Gen. David M. Rodriguez succeeded U.S. Army Gen. Carter F. Ham as commander.
