Flag Officer Announcement Secretary of Defense Leon E. Panetta announced today that the President has made the following nomination: Navy Rear Adm. (lower half) Randolph L. Mahr for appointment to the rank of rear admiral. Mahr is currently serving as deputy director, Joint Strike Fighter Program, Office of the Under Secretary of Defense for Acquisition, Technology and Logistics, Arlington, Va.
