CONTRACTS

NAVY

            Honeywell International Inc., Tempe, Ariz., is being awarded a $180, 914,513 firm-fixed-price requirements contract for Performance Based Logistics (PBL) for supply support for Auxiliary Power Units (APUs) for the F/A-18 A/B/C/D/E/F/G (including F/A-18 Australian F/G models), P-3, S-3, C-2 and KC-130 F/R, F404 Main Fuel Controls (MFC) used on the F/A-18 aircraft and the P-3 engine driven compressor (EDC) covering 6 weapons replaceable assemblies (WRAs) and 85 shop replaceable assemblies (SRAs).  Work for the MFC repairs will be performed in Jacksonville, Fla. (100 percent) and the work for the APU and EDC repairs will be performed in Cherry Point, N.C. (79 percent) and Phoenix, Ariz. (21 percent), and work is expected to be completed August 2017.  The applicable Navy Working Capital Funds will not expire by the end of the end of the current fiscal year.  This PBL contract includes supply support for the Australian F/A-18 Super Hornet under the Foreign Military Sales Program, and represents less than one percent of the estimated contract value.  Honeywell was solicited for this sole-source requirement and one offer was received in response to the solicitation.  The contracting activity is the NAVSUP Weapons System Support, Philadelphia, Pa. (N00383-12-D-003D). 

            Huntington Ingalls Inc., Newport News, Va., is being awarded a $22,628,756 modification to previously awarded contract N00024-10-C-2110 for additional advance planning efforts to prepare for the refueling complex overhaul of USS Abraham Lincoln (CVN 72) and its reactor plants.  This effort will provide for additional advanced planning, ship checks, design, documentation, engineering, procurement, fabrication and preliminary shipyard or support facility work to prepare for the refueling, overhaul, modernization and routine work on Abraham Lincoln and its reactor plants.  Work will be performed in Newport News, Va., and is contracted to complete by February 2013.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

 

 

            Reyes Construction, Inc., Pomona, Calif., is being awarded a $9,924,490 firm-fixed-price task order #0009 under a previously awarded multiple award construction contract (N62473-09-D-1606) for construction of an intersection bridge and improvements at Marine Corps Base, Camp Pendleton.  The work to be performed provides for construction of an intersection interchange comprised of roads, ramps, relocation of various utilities, and a two lane vehicular bridge overpass.  The intersection interchange will service traffic entering and exiting the Del Mar area as well as the Oceanside Gate at Marine Corps Base, Camp Pendleton.  Work will be performed in San Diego, Calif., and is expected to be completed by September 2013.  Contract funds will not expire at the end of the current fiscal year.  Three proposals were received for this task order.  The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity. 

ARMY

            Decilog, Melville, N.Y., (W15QKN-12-D-0091); MTA Inc., Huntsville, Ala., (W15QKN-12-D-0095); RDM Engineering L.L.C., East Brunswick, N.J., (W15QKN-12-D-0097); Subsystem's Technologies, Arlington, Va., (W15QKN-12-D-0098); Total Technologies Inc., Cherry Hill, N.J., (W15QKN-12-D-0100); and Wise Engineering Inc., Dover, N.J., (W15QKN-12-D-0101); were awarded a $74,000,000 firm-fixed-price multiple-award-task-order contract.  The award will provide for the services in support of the Fire Control Systems & Technology Directorate.  Work location will be determined with each task order, with an estimated completion date of Aug. 13, 2017.  The bid was solicited through the Internet, with eight bids received.  The U.S. Army Contracting Command, Picatinny Arsenal, N.J., is the contracting activity. 

            AICI/ARCHIRODON - Joint Venture, Arlington, Va., was awarded a $66,588,000 firm-fixed-price contract.  The award will provide for the design, construction, security and training services at Cairo West Air Base in support of the Egyptian Air Force.  Work will be performed in Egypt, with an estimated completion date of Aug. 8, 2014.  There were 23 bids solicited, with three bids received.  The U.S. Army Corps of Engineers, Winchester, Va., is the contracting activity (W912ER-12-C-0033). 

            Lockheed Martin Corp., Grand Prairie, Texas, was awarded a $64,999,951 firm-fixed-price contract.  The award will provide for the Engineering, Manufacturing and Development Phase of the Joint Light Tactical Vehicle.  Work will be performed in Grand Prairie and Sealy, Texas, with an estimated completion date of Nov. 8, 2014.  The bid was solicited through the Internet, with seven bids received.  The U.S. Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-12-C-0262). 

            AM General L.L.C., South Bend, Ind., was awarded a $63,880,158 firm-fixed-price contract.  The award will provide for the Engineering, Manufacturing and Development Phase of the Joint Light Tactical Vehicle.  Work will be performed in Livonia, Mich., and Mishawaka, Inc., with an estimated completion date of Nov. 8, 2014.  The bid was solicited through the Internet, with seven bids received.  The U.S. Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-12-C-0258). 

            Oshkosh Corp., Oshkosh, Wis., was awarded a $55,878,452 firm-fixed-price contract.  The award will provide for the Engineering, Manufacturing and Development Phase of the Joint Light Tactical Vehicle.  Work will be performed in Oshkosh, with an estimated completion date of Nov. 8, 2014.  The bid was solicited through the Internet, with seven bids received.  The U.S. Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-12-C-0264). 

            SRCTec Inc., Syracuse, N.Y., was awarded a $46,909,050 firm-fixed-price contract.  The award will provide for the procurement of Lightweight Counter Mortar Radar AN/TPQ-50 Low Rate Initial Production system, initial spare parts and engineering support.  Work will be performed in Syracuse, with an estimated completion date of Feb. 13, 2014.  One bid was solicited, with one bid received.  The U.S. Army Contracting Command, Fort Monmouth, N.J., is the contracting activity (W15P7T-12-C-C011). 

            W.A. Ellis Construction Co., Independence, Mo., (W912DQ-12-D-1009); ESI Contracting Corp., Kansas City, Mo., (W912DQ-12-D-1010); Commercial Contractors Equipment Inc., Lincoln, Neb., (W912DQ-12-D-1011); and Dubuque Barge and Fleeting Service Co., (doing business as Newt Marine Services); Dubuque, Iowa, (W912DQ-12-D-1012); were awarded a $45,000,000 firm-fixed-price multiple-award-task-order contract.  The award will provide for the construction of bank stabilization and navigation protection structures on the Missouri River.  Work location will be determined with each task order, with an estimated completion date of Aug. 9, 2017.  The bid was solicited through the Internet, with four bids received.  The U.S. Army Corps of Engineers, Kansas City, Mo., is the contracting activity. 

            Life Technologies Corp., Carlsbad, Calif., was awarded a $45,000,000 firm-fixed-price contract.  The award will provide for the procurement of reagents and consumable supplies for the DNA Identification Laboratory at the Armed Forces Medical Examiners System in Dover Air Force Base, Del.  Work will be performed in Carlsbad, with an estimated completion date of Aug. 9, 2017.  The bid was solicited through the Internet, with one bid received.  The U.S. Army Medical Research Acquisition Activity, Frederick, Md., is the contracting activity (W81XWH-12-D-0038).

            Loyd Contracting Co.             Primal Innovation, Sanford, Fla., was awarded a $10,974,982 firm-fixed-price contract.  The award will provide for the research and development and operation maintenance services for the GLASSWAVE systems.  Work will be performed in Afghanistan, with an estimated completion date of Sept. 30, 2013.  One bid was solicited, with one bid received.  The U.S. Army Corps of Engineers, Vicksburg, Miss., is the contracting activity (W912HZ-12-C-0041).

            AbilityOne/Chimes DC, Baltimore, Md., was awarded a $7,345,695 firm-fixed-price contract.  The award will provide for the custodial services to various buildings and activities located on Fort Bragg, N.C.  Work will be performed in Fort Bragg, with an estimated completion date of March 31, 2017.  One bid was solicited, with one bid received.  The U.S. Army Contracting Command, Fort Bragg, N.C., is the contracting activity (W91247-12-D-0029). 

            Ceradyne Inc., Costa Mesa, Calif., was awarded a $6,546,000 firm-fixed-price contract.  The award will provide for the procurement of groin armor protective inserts.  Work will be performed Costa Mesa, Calif., with an estimated completion date of Aug. 9, 2017.  The bid was solicited through the Internet, with two bids received.  The U.S. Army Contracting Command, Aberdeen Proving Ground, Md., is the contracting activity (W91CRB-12-D-0013). 

DEFENSE LOGISTICS AGENCY

            Parmelee Industries, Inc.*, Shawnee Mission, Kan., was issued a modification on the third option year of contract SPM2DE-09-D-7540/P00004.  The award is a fixed price with economic price adjustment, indefinite delivery and indefinite quantity contract with a maximum $12,696,356 for purchase of optical frames and accessories.  There are no other locations of performance.  Using military services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies.  There were four responses to the DLA Internet Bid Board System (DIBBS) solicitation.  Type of appropriation is fiscal 2012 Defense Working Capital Funds.  The date of performance completion is Aug. 27, 2013.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa.
