We would appreciate any SOPs, operational guidelines, or departmental policies that provide us with an idea of the 'best practices' for response to these different modes of mass transit.

Fellow firefighters,
How many times have you looked at a target hazard in your community and the first thought that comes to your mind is that the lack of space would hamper the effectiveness of your response. For my second year EFO ARP, I am looking to develop a tool to utilize to inform the community of the space and physical environment modern fire apparatus need to effectively operate. I will appreciate any input to help develop this tool for our community.

We are in the process of establishing our department as a Confined Space Rescue team. I have been tasked to developing SOPs/SOGs along with an annual training outline. Community Paramedic Conference Held

The first National Consensus Conference on Community Paramedicine (NCCCP) took place October 1-2, 2012 in Atlanta, Georgia. More than 100 EMS leaders attended with hundreds more joining through online video streaming with chat capability. The NCCCP was a joint venture of the Joint Committee on Rural Emergency Care (JCREC) and the North Central EMS Institute (NCEMSI), funded by the Agency for Healthcare Research and Quality (AHRQ).
Discussions focused on community paramedic roles and educational requirements, integration with the medical community, medical direction and regulation, reimbursement and funding, quality improvement, evaluation and research. Participants plan to issue a research agenda by January 2013. Proceedings of the conference, including video feeds are available at www.communityparamedic.org/2012NCCCP.aspx.

TRADE/FESHE National Professional Development Partnership Intiative

The National Fire Academy budget has seen many cuts and changes over the past few years due the current Federal fiscal crisis. The Training Resources and Data Exchange (TRADE) initiative has never been on the budget trimming agenda, until now. These fiscal restraints certainly do not signal the end of TRADE, by any means. We are simply applying the principle of "doing different with less" as a means of being good stewards of what public funds remain in our control.
This past week NFA Superintendent Denis Onieal has been forced to make some tough decisions regarding TRADE stipend funding.
With the conclusion of the discussion with the TRADE co-chairs about the current budget situation, it’s important to ensure that we’re all working from the same page:
- We will continue to support TRADE activities through electronic means
- TRADE regional course deliveries will continue, only site support and student travel stipends are affected
- We may hold a professional development summit / conference here on campus. We will provide meeting space / dorm rooms. There will be no stipend support as has been practice
- If we hold the conference, we may be able to provide limited airport transportation
- If we decide to deliver an NFA course tangential to the conference, we will support instructor costs, not student stipends
As a result, TRADE Co-Chairs are partnering with Fire and Emergency Services Higher Education (FESHE) to produce the National Professional Development Symposium (May 27-June 1, 2013).
Watch for more information and registration to begin in late January. Together we are developing means to continue to provide a high quality level of service through a dynamic and effective symposium.
Implementing NFPA 1583: Standard on Helath-Related Fitness Programs for Fire Department Members

Firefighting is considered to be among the most physically demanding occupations. Long work shifts, heavy EMS call volumes, and the need to ramp up to full speed on a moment's notice all contribute to the potential for injury. Added to this is the aging process, which tends to make the workforce slower and stiffer over time. The National Fire Protection Association (NFPA) has long been aware of the need for physical fitness programs for firefighters, and since the year 2000 has published NFPA Standard 1583, Standard for Health-Related Fitness Programs for Fire Department Members. The standard serves as an outline for the department’s command staff regarding physical fitness. It contains five components across the health and fitness spectrum which must be adhered to for a department to claim compliance. The components are
1. Assignment of a qualified health and fitness coordinator
2. Periodic fitness assessment for all members
3. An exercise training program that is available to all members
4. Education and counseling regarding health promotion for all members
5. Process for collecting and maintaining health-related fitness program data.

A Course for Emergency Managers, Law Enforcement, and the Medico-legal
Community
5-6 February 2013
8 A.M. – 4:30 P.M.
This course is designed specifically for the emergency management, law enforcement, and medico-legal communities. In the wake of public transportation disasters, victim recovery and identification operations require a multiagency response. Success depends on the ability of these agencies to engage in a collaborative effort during the planning, operational, and drawdown phases of the response.
The core principles for managing the transition from first response and life safety operations into the decedent recovery and identification process are emphasized throughout the curriculum. A combination of lectures, case study discussions, and a table-top exercise are provided by the course instructors and by guest lecturers that have led mass-fatality responses within the United States.

2-day off-campus course descriptions, schedules, and application information
A strong partnership exists between NFA and State and local Fire Training Systems to advance the professional development of fire service personnel. This partnership has resulted in the ongoing development and delivery of the Academy's distance delivery curriculum.
Many volunteer and career fire service personnel cannot take time to attend resident programs, so these off-campus delivery courses, most of which are 2-days in length, provide training opportunities within the State and local communities. Courses are selected and cosponsored jointly by NFA and State and local fire training systems. States have the option of electing to use some/all off-campus deliveries as Train-the-Trainer Programs Course materials will be handed off in digital form to the State Training Systems hosting Train-the-Trainer deliveries.

NFA Sponsored 6-Day and 10-Day Off-Campus Courses
6- and 10-day off-campus course descriptions, schedules, and application information
6- and 10-day deliveries are developed because of limited space at the Emmitsburg campus. These courses provide the fire service and allied professionals the opportunity to attend NFA on-campus courses within their geographical region. They mirror 6- and 10-day courses normally taught at NFA's resident facility. Although minor modifications sometimes are required, basic course content and materials are the same as on-campus courses. NFA provides two instructors per course, paralleling on-campus delivery, plus all training materials.
