FESHE Recognition Program

Purpose:

The Fire and Emergency Services Higher Education (FESHE) Recognition certificate is an acknowledgement that particular collegiate division of emergency services degree programs meet the minimum standards of excellence established by FESHE professional development committees and the National Fire Academy (NFA).

These regionally accredited colleges and universities have demonstrated a commitment to the nationally recognized FESHE model of standardized professional development education criteria.

At present, FESHE has concentrated on degree programs that emphasize firefighting response, fire prevention and fire administration and emergency medical services management degree programs.

Recognition Requirements and Processing

  1. Institutions of higher education may become FESHE partners by following these steps:
  2. Meet the basic program criteria:
    1. A regionally accredited school
    2. Teach the FESHE core curricula
    3. Agree to comply with reporting student course completion records
  3. Submit a completed “Request For Recognition” to NFA with your institution’s course outcomes on the attached template and email to FEMA-FESHE@fema.dhs.gov.

FESHE Model Course Curricula titles and outcomes may be found by visiting:

       http://www.usfa.fema.gov/nfa/higher_ed/feshe/feshe_model.shtm

  1. For example:

Anywhere Community College (ACC) submits a “Request For Recognition” and

course outcomes for its Fire Science Technology Associate’s degree program.

ACC’s application materials will be reviewed by the FESHE review committee. A progress letter will then be returned to the applicant regarding status (accepted or found deficient).

Each completed “Request for Recognition” will be sent from the NFA to the FESHE review committee for evaluation and concurrence.
  2. NFA will send approved “Request for Recognition” to the State Fire Training Director for his/her concurrence.
  3. The State Fire Training Director will return the endorsed “Request for Recognition” to NFA.
  4. The NFA will issue the Certificate of Recognition and NFA Superintendant’s letter to the school.
  5. Officially recognized schools will be publicly acknowledged at the annual National FESHE Conference, if they so desire.

Note:   1. If “Request for Recognition” is denied at any review level it will then be returned to

                 the college for corrective action.

            2. Non-concurrence at any review level means no recognition.

 Quality Assurance

FESHE recognized institutions must:

  1. Continue to adhere to FESHE model course outcomes
  2. Continue to collect and submit student applications (form #FF119.25.2) within 14 working days following each course completion.

For example:

Anywhere Community College delivers and completes a Building Construction for Fire Services course. 22 students out of 25 successfully complete the course with a passing grade of “C” (3.0) or better. The institution will collect application forms from each passing student and forward them with a cover letter citing course number, title, and number of applications included.

It is not necessary to submit student names or student ID numbers in the cover letter.

  1. NFA FESHE review team will periodically and randomly audit each institution for compliance. Institutions found “not in compliance” will be denied further participation until deficiencies have been corrected and the institution submits a new application for recognition packet.
    1. NFA FESHE review team will immediately notify the appropriate State Fire Training Director of this action.
    2. Institutions may appeal revocation of participation rights by submitting a written appeal to the appropriate National Professional Associate’s/Bachelor’s Development committee within 30 days of notification of revocation.
      1. The National Professional Development committees will then have 30 days to respond by either upholding the revocation or re-instituting the school’s recognition status.
      2. In either case written recommendations will be made to the NFA FESHE review committee, State Fire Training Director and the appealing institution.
