PLEASE READ THIS MESSAGE IN ITS' ENTIRETY.



In approximately 6 months certain ABI applications will be transitioned to ACE as part of the ACE M1 Ocean and Rail Deployment. When this transition takes place, you will no longer be able transmit or receive data for the ABI capabilities shown below using ACS. Programming changes to comply with the modified record formats must be made so these capabilities will be compatible with ACE.



The ABI applications impacted are:



- ABI In-Bond transactions for ocean, rail, and truck using ABI Application Identifiers QP/WP



- Status Notifications using ABI Application Identifier NS



- Broker Download information using ABI Application Identifier BD



The ACE CATAIR Chapters with the new records layouts can be found at:

For your convenience a spreadsheet of the detailed changes is attached. This document indicates the Record and Field Position of each of the changes required to be compatible with the ACE programs.



If your programming changes are not made within the timeframe specified in the upcoming Federal Register Notice, your ability to file in-bonds via ABI will be impacted.



The ACE certification testing environment is now available for trade software testing of these ABI applications.

Background



On October 20, 2010, CBP published a Federal Register Notice (FRN), 75 FR 64737, announcing the next release of ACE concerning the transmission of required advance ocean and rail data through the Automated Commercial Environment (ACE).



This notice described changes to functionality that impact ABI software developers and their users. These changes are found in ABI Application Identifiers QP and WP (In-Bond), BD (Broker Download), and NS (Status Notifications).



In the near future, a Federal Register Notice will be published announcing a 6 month time frame for the decommissioning of ACS Ocean/Rail Manifest and related functionality. The 6 month timeframe will commence from the date of Notice publication in the Federal Register.



Please NOTE that the ABI Applications identified above are included in the functionality that will be decommissioned in ACS. THEREFORE, all software changes to these ABI applications MUST be made before the timeframe specified in the upcoming Federal Register Notice.
