The mission of the Employment
Retirement System of Texas is to offer competitive benefits to enhance the

mission, the Group Benefits Division is looking for a Voluntary Income Plan
Manager to join our Team! If you are a
self-starter, have knowledge of medical and financial concepts and familiarity
with employee leave policies, along with a willingness to learn, this may be
the position for you!
Essential Functions:
- Contract
Management Activities including, but not limited to: managing the deliverables of contracts with
moderate to considerable risk; implementing compliance strategies to monitor
vendor compliance; serving as the business communication liaison; and analyzing
the impact of legislation, regulations and policy upon related programs.
- Plan Management
Activities including, but not limited to:
serving as the primary operational contact for our vendors; coordinating
solution efforts to address the needs of the Group Benefit Plan and
participants; and coordinating or facilitating the development and
implementation of strategic, program-specific initiatives.
- Proposal
Development and Bid Response Evaluation Activities including, but not limited
to: providing recommendations on complex
requests for proposals; analyzing complex contract requirements for compliance
with appropriate laws/regulations; applying best practices derived from
experience with prior contracts; and evaluates bid proposals for assigned
contracts.
- Other
responsibilities including, but not limited to:
consulting with legal counsel to address any legal concerns; assisting
in board rule reviews/updates; and training staff on the contract monitoring
processes and procedures.
- As
classification level IV, may work with voluntary benefit plans.
Required Minimum Qualifications
Your application for employment must reflect how you meet each of the following minimum qualifications:
- Graduation from an accredited four-year
college or university. Each year of
related experience over the required may be substituted for one year (30
semester hours) of required college credit.
- Three (3) - Four (4) years (based on classification level) of
related experience in insurance, health or benefits administration and deferred
compensation plans.
- Working knowledge of operations and benefit
offerings specific to: flexible spending
accounts; health savings accounts; deferred compensation plans.

Working
knowledge of contracting concepts, and/or
related business practices, and ability to identify deliverables and mitigate
significant risks.
- Track record demonstrating an aptitude for
critical thinking, supported by process improvement and problem resolution
focus.
- Three (3) - Four (4) years (based on classification level) of
experience applying independent judgment and creativity to develop, facilitate
and/or present solutions and recommended enhancements.
- Proficiency in Microsoft Word and Excel.
- Three (3) - Four (4) years (based on classification level) of experience
analyzing, editing, and drafting complex, non-routine communication deliverable.
- Three (3) - Four (4) years (based on classification level) of
project management experience and/or experience in leading cross-functional
teams consisting of internal and external stakeholders.
Preferred Qualifications

knowledge of business system controls,
quality assurance and auditing

Other Information
Work
is performed in an office environment. As
classification level IV, travel may be required. ERS will conduct either a TXDPS or FBI
criminal history check on all new hires. For more information about this policy inquiries

Special Requirements: Complies with the
requirements of Texas Government Code §2262.053 to have and maintain the
Certified Texas Contract Manager (CTCM) designation; or ability to obtain the
CTCM designation within the time period prescribed by the direct supervisor.
