December 17th Draft Construction Stormwater Permit Informational Meeting update

The Construction Stormwater General NPDES/SDS Permit is set to expire on Aug. 1, 2013. The MPCA is in process of revising the existing permit. The agency will update the permit to comply with EPA’s 2009 40 CFR Part 450 Standards for Construction and Development (C&D) rule. The rule requires that the MPCA address certain standards for controlling runoff from construction sites that are not addressed in the current permit. The MPCA is also planning minor changes to the permit to clarify existing language, address defects, and incorporate changes needed to enhance compliance with the permit.

The MPCA will explain the federal rules that require changes to the state permit at an informational meeting Monday, Dec. 17, starting at 9 a.m. at the Minnesota Dept. of Revenue building in St. Paul.

The MPCA plans to place the draft permit on public notice for comment in January 2013. Once the permit is on notice, interested parties will have 45 days to submit comments on the permit.

The MPCA will also hold a public notice information meeting and present the draft permit to the MPCA Citizens Board at two meetings, providing interested parties with additional opportunities to learn about the permit and comment.

Parking: Be aware of light rail construction in the area. Parking is available in a surface lot on 14th Street to the north of the building. If that lot is full, parking is available in a lot down the street in front of the armory. There is also some parking available on the street along with the Regions Hospital ramp across the street from the revenue building. Please note that some parking facilities charge a fee; most accept credit or debit cards along with cash.
