Featured article: Training, presentations and workshops, past and present

The Industrial Stormwater program staff have a presence at annual conferences, University of Minnesota stormwater-related trainings; and also speak with trade associations and industrial sector-related groups.  Here are some insights from the event trainers and presenters:
  • John Chapman, U of M Erosion and Stormwater Management Program:  Attendees have found our training events useful and give us positive feedback.  The diversity of industrial activities has been a challenge in some of the events, but many facilities do have straight forward problems that can be effectively corrected.  I have been encouraged by professionals who have indicated their facilities have met all the stormwater quality goals with little or no changes on their facility. 
  • Neal Wilson, Solid Waste Permit Writer:  As requested, last February I presented to approximately 50 people on industrial stormwater requirements for landfills at the SWANA/AWMA landfill operator training course.  The event was well received.
  • Justin Barrick: Wastewater Inspector:   When discussing how valuable and informative the industrial stormwater website is at training events, it is evident that the regulated parties and consultants agree by their feedback and website use.
  • Melissa Wenzel: Industrial Stormwater Program Coordinator: I’ve enjoyed presenting to and meeting with industrial stormwater permittees, consultants and interested parties to help them understand the industrial stormwater permitting requirements.  I get a genuine sense that most permittees are trying to do the right thing and appreciate knowing that the training, presentations, guidance and outreach helps them with compliance issues.  Our program strives to offer timely training and guidance and the feedback we receive confirms that we’re on the right path.

Upcoming Training:

  • June 21, 2012, Industrial Stormwater Response to Benchmark Exceedance Workshop: This event will focus on response and selecting practices for stormwater pollution prevention plan modification needed because of benchmark monitoring test result exceedances.  10am-2:30pm in Chanhassen.  $75, lunch is included.  For more information or to register, download the registration form.
  • Fall 2012:  Applicability/SWPPP/Sampling workshop: Have you applied for coverage since January 2011 or are new at a company or organization and need to know the requirements of the permit?  This workshop is for you!  Combining 3 workshops into one, this workshop will cover the requirements of applicability, Best Management Practices, Stormwater Pollution Prevention Plan fundamentals, and how to collect stormwater samples and submitting the results.  Information about the course will be available at the Erosion and Stormwater Management Certification Program website once the information is available.

Yearly Requirements for Industrial Stormwater:

Thank you to all of the permittees who have submitted the 2011 Annual Report.  Next year’s annual report will be able to be submitted electronically. Here are some other annual/additional requirements to keep in mind:
  • Annual Employee Training:  Develop and implement a training program for employees that includes, at a minimum, an annual training event. Training shall cover stormwater control measures, components and goals of the Stormwater Pollution Prevention Plan (SWPPP), monitoring procedures and other applicable permit requirements. A record of the trainer’s name and trainer’s organization (internal or external), the names of trained individual(s) and dates that the individual(s) received training must be maintained either in the SWPPP or in a separate record stored with the SWPPP.
  • Annual SWPPP Review:  Review the SWPPP at least annually and modify the SWPPP as necessary.  Facilities may have done this review before/during the annual report; the industrial stormwater program staff wants to highlight the fact that this is an annual requirement.
  • Monthly Inspections: Develop and implement an inspection schedule that includes a minimum of one facility inspection for each calendar month  that the facility is active and staffed. A minimum of one inspection per calendar year shall be conducted during a runoff event.  Many permittees are required to conduct two of their monthly inspections during a runoff event.  See the sector-specific requirements part of the permit, Part VII, to find out whether this is applicable to your facility.  For more information on inspections, view/download the MPCA’s Site Inspection Form.
No Exposure Certifiers: Industrial stormwater staff recommend facilities conduct an audit of outdoor materials and activities to determine compliance with the No Exposure exclusion requirements.  If exposure to significant materials and activities are found, immediately move activities and materials indoors or within a storm resistant shelter.  If this is not possible, apply for permit coverage immediately.
