Ethics Ordinance to go to Public Hearing 2/27/18
Westminster, MD, Friday, January
26, 2018 – The
Board of County Commissioners (BCC) discussed a local ethics ordinance and
voted 4-1 (Commissioner Rothschild dissenting) to direct staff to proceed to
public hearing with the ordinance, which contains state mandated financial
disclosure requirements and conflict of interest provisions.
In
addition, the BCC also voted unanimously to direct staff to request that the
State Ethics Commission consider enacting regulations to address privacy and
public safety concerns raised by the required financial disclosure statements.
The Board also approved a provision requiring all candidates for elected local
office in 2018 to submit a financial disclosure form consistent with the
amended ordinance, no later than 30 days prior to the Primary Election.
The
State Ethics Law requires that counties must make local officials subject to
conflict of interest and financial disclosure ordinances that meet or exceed
the state’s requirements for state officials.
A public
hearing is scheduled for Tuesday, February 27, 2018 at 7:00 p.m. in Room
003 of the County Office Building, 225 N. Center Street, Westminster to get
input from Carroll County citizens. Any citizen who is unable to attend the
public hearing is encouraged to send comments via email to
