African Youth TownHall
(Washington, DC)- The DC Mayor’s Office on African Affairs (OAA) will hold Mayor Vincent C. Gray’s African Youth Townhall on Saturday April 28, 2012, from 12pm to 2pm at the Howard Middle School of Mathematics and Science.
The African Youth Town Hall will be the culmination of OAA’s youth program aimed at encouraging civic engagement, participation, and leadership development, and at connecting African youth in the District to one another. So far, OAA has convened two well-attended forums, an African Youth Leadership Roundtable in January, and an African Youth Focus Group on March 9th, both of which encouraged experience sharing and discourse leading up to the Town Hall.
The Mayor’s African Youth Townhall is open to all that live and learn in the District: DCPS, charter school, private school and college students are all highly encouraged to attend. Don’t miss this opportunity to discuss your experiences and relay creative ideas and solutions on issues that affect African youth directly to the Mayor!

Mayor Vincent C.Gray Budget Town Halls
(WASHINGTON, DC) – On March 23, Mayor Vincent C. Gray released his Fiscal Year 2013 Proposed Budget and Financial Plan. The $9.4 billion budget places a premium on fiscal responsibility by closing an anticipated $172.1 million gap between revenues and expenses without raising new taxes or adding new fees, and without dipping into the District’s crucial reserve fund.

District’s Unemployment Rate Drops to 9.9 Percent
Washington, DC – On March 13, 2012 ---The District of Columbia Department of Employment Services reported that the preliminary January job estimates show a decrease of 11,500 jobs, for a total of 724,300 jobs in the District. The private sector dropped 10,100 jobs, while the public sector payrolls decreased by 1,400 jobs. The numbers are drawn from the United States Bureau of Labor Statistics (BLS) through its monthly survey of the District of Columbia’s employers.
The District’s unemployment rate was 9.9 percent in January and is down 0.2 percent from the previous month. The number of unemployed District residents decreased only slightly – from 34,800 in December 2011 to 34,400 in January 2012.

President Obama on Senegal’s Elections
I congratulate Macky Sall on his victory in Senegal’s presidential elections. Domestic and international observers report that the election was carried out transparently, freely, and reflects the will of the Senegalese people.
I also recognize President Abdoulaye Wade for his leadership and friendship to the United States during his presidency. I look forward to building similarly productive ties with President-elect Sall, while deepening the longstanding bonds between the United States and the Senegalese people.
Corps of Engineers Conducts African Language Water Safety Course
The drowning of an African immigrant last summer on the Mississippi River resulted in a request for African language water safety information that will help prevent such a tragedy from happening again.
The 11-year-old boy was from Burundi, Africa. He moved to the U.S. four years ago and to the Quad Cities two years ago. The Church of Peace in Rock Island, Ill., and the Community Resource and Learning Center of Moline, Ill., work with refugees to educate, train and prepare them for new lives in local communities.
New Study Says 24% of American Children have at least One Immigrant Parent
A new study from the Migration Policy Institute shows the impact of immigration on U.S. population growth. According to data, 17 million of the nation's 70 million children under the age of 17 have at least one immigrant parent. That equates to roughly one of every four children in the U.S. The report also found that immigrants make up 13% of the nation's total population, up from 5% in 1970.
The percent of immigrants to total U.S. population is close to the largest percent in U.S. history, which was recorded in 1890 - the height of the Great Wave.

District of Columbia's Capital City Fellows Program
The Capital City Fellows Program (CCFP) is a mayoral initiative to attract recent graduates of master’s degree program in public administration, public policy, urban planning, and related fields to work for the city of Washington, DC. Candidates compete for two-year fellowship appointments during which they may complete four six-month rotations in different city agencies. In addition to on-the-job training in their host agencies, Fellows are given unique opportunities to meet with high-level city officials in educational and professional development seminars.
Researcher on the Democratic Republic of Congo
Human Rights Watch (“HRW”) is seeking a Researcher to monitor the human rights situation in the Democratic Republic of Congo (DRC). This position will report to the Great Lakes Team Leader in the Africa Division.
Qualifications:
Education: An advanced (graduate) degree in international relations, journalism, law, history or the social sciences is required.
Experience: The ideal candidate will have at least two years of experience working on human rights issues in DRC or in the Great Lakes region of Africa as well as a background in field-based human rights work in the region.

SBA -Microloan Program
The Microloan Program provides small, short-term loans to small business concerns and certain types of not-for-profit child-care centers. The SBA makes funds available to specially designated intermediary lenders, which are nonprofit community-based organizations with experience in lending as well as management and technical assistance. These intermediaries make loans to eligible borrowers. The maximum loan amount is $50,000, but the average microloan is about $13,000.
