This position is not in the Classified Service of New York State, but is covered under New York State Military Law. If selected, current Civil Service employees will lose their seniority within the Classified Service, thereby exempting them from applying for promotional exams within Civil Service.

Salary Grade: SG-12
Salary: Starts at $38,612 with annual increments to the job rate of $47,138.

In Addition:

Camp Smith receives an annual Downstate Adjustment of $3,026.

Duties and Responsibilities:

As part of the New York State Division of Military and Naval Affairs (DMNA), Armory Mechanics are located at the DMNA armories, buildings and training sites across the state. They are part of a skilled team in the operation and preventative maintenance of all facilities, buildings and grounds; ensuring compliant codes and standards are maintained. They may work closely with the Officer in Charge and Control (OIC&C) at a location to ensure sustainment of federal mission and staging for state response.

Armory Mechanics work under the supervision of a Superintendent, Maintenance Supervisor, or incumbents of higher level trades positions who determine work priorities, define the nature and extent of work to be performed, provide instructions and direction, provide resources for work projects and provides assistance in performing more difficult tasks.

An Armory Mechanic performs journeyman work in one or more trades, and skilled and semiskilled work in a combination of other trades, typically in the building, electrical and mechanical trades. Incumbents may be assigned to one or more of these areas, but are not limited to, depending on work requirements and needs. Armory Mechanics are expected to perform routine activities with considerable independence. Frequently will be required to supervise others in maintenance, repair, installation and construction activities. The activities, tasks and assignments described are illustrative of the duties performed by positions at this level; they are not meant to restrict Armory Mechanics to performing only these duties. Armory Mechanics may be assigned to other maintenance activities such as snow and ice control when operational needs dictate.

Typical of the building trades are such specialties as carpentry, roofing, plumbing, and locksmithing while the mechanical trades include the maintenance and repair of heating, ventilation, air conditioning and refrigeration systems, mechanical equipment and general machining and tool making.

Have frequent oral communications in coordinating and assigning work and giving instruction to subordinates. Communication may also be required with supervisors from other trades working on projects. Written progress reports, following a prescribed format may sometimes be needed when a project is under way. May occasionally be required to communicate orally with administrators and others to explain projects in terms of what needs to be done and when it will be accomplished.

Fills in for the Supervisor during periods of absence.

Supervises and plans work for subordinate staff as follows:

  • Reviews in-house work requests, as required, visits project site to determine materials needed to complete projects.
  • Prepares plans of action based on oral and written instructions.
  • Meet with supervisors representing other trades involved in projects to coordinate activities and schedule work to be performed to ensure the effective utilization of staff, materials and equipment to ensure project schedule is met in a timely manner.
  • Monitors and inspects work while in progress and when completed to ensure that specific guidelines, codes and regulations are adhered to, materials and equipment are used properly and schedules are met.
  • Prepares and maintains written records of work performed and completed accounting for labor and materials used.
  • Assists in the preparation of written evaluations of the work performance of subordinate employees.
  • Monitors and inspects work accomplished by contractors and service contracts.

Performs the activities of a variety of trades including, but not limited to, Carpenter, Electrician, Mason and Plasterer, Plumbing, Heating and Ventilation.

Knowledge, Skills and Abilities:
  • Working knowledge of methods, material, tools and equipment used in the craft or crafts to which assigned.
  • Working knowledge of applicable standards and plumbing and electrical code regulations.
  • Working knowledge of the rules and regulations of the facility governing the activities of state wards under the supervision of the Armory Mechanic.
  • Ability to use the tools, machines, equipment and material of the craft or crafts to which assigned.
  • Ability to operate heavy machinery to include but not limited to backhoe, bucket truck, skid steers, tractors, snow removal equipment, lifts, and front end loaders.
  • Ability to operate chain saws, chipper and other tree maintenance and removal equipment.
  • Ability to train and supervise others.
  • Ability to plan and lay out work and diagnose problems.
  • Ability to read and interpret plans, diagrams, architectural blueprints and specifications.
  • Ability to understand and carry out written and oral instructions.
  • Ability to read and write in English.
Mandatory Minimum Qualifications:
  • High School Graduate or GED minimally preferred based on agency requirements.
  • Must possess a valid driver's license to operate a motor vehicle in New York State and continuously maintain such license thereafter.
  • One year of permanent State service in an operational title allocated to Grade 9 or above.
  • May be required to acquire military drivers' license to operate military vehicles and equipment.
