Governor Matthew H. Mead has ordered the State of Wyoming flag be flown at half-staff from sunrise to sunset on Friday March 13, 2015 at the Capitol in Cheyenne and in Fremont County in honor of former Wyoming Representative Frank Philp who passed away March 8, 2015.
Mr. Philp served in the Wyoming House of Representatives from 1993 to 2010.
