Notice of Industrial Siting Permit Approval
The Industrial Siting Council has issued an Industrial Siting Permit to Enbridge Inc. to construct and operate the Cowboy Solar Project I & II (Project). The Project will be constructed on private land leases in two phases in Laramie County. The Project is planned to be up to 771 megawatts in size and all panels and associated infrastructure will be located in Laramie County. Enbridge Inc. proposes a 29-month construction period, beginning in March, 2025, with commercial operation of Phase I beginning in January of 2027. Commercial operation for Phase II is expected to begin in August, 2027. Enbridge Inc. estimates that the onsite workforce will have a monthly average of 285 temporary workers, with a peak workforce of approximately 375 workers in April, 2025. The public may review a copy of the Permit at the Laramie County Clerk’s Office, 309 West 20th Street, Cheyenne, WY 82001.
Pursuant to Wyoming Statute § 16-3-107, notice was given and the Wyoming Industrial Siting Council conducted a public hearing on the Application for Permit. The hearing began at 8 A.M on March 25, 2024 at the ANB Bank Leadership Center N, Room PF-109, Laramie County Community College, 1400 E College Drive, Cheyenne, WY 82007. The hearing concluded that afternoon of March 26, 2024, at the same location. The Council considered the Applicant's request pursuant to the provisions of the Industrial Development and Siting Act (Wyoming Statute § 35-12-101 et seq.), and the Rules and Regulations adopted thereunder, and rendered a decision to grant the permit.
