 2015

November
I have come to regard November as the older, harder October. I appreciate the early darkness and cooler temperatures. It puts my mind in a different place than October. It is a month for a quieter, slightly more subdued celebration of summer's death as winter tightens its grip. - Henry Rollins

From UW-Madison Center for Limnology:

Zebra Mussels Found In Lake Mendota

Not a Typical Day on the Lake

Josie Kolbeck, a UW-Madison senior majoring in zoology and conservation biology, was part of the undergraduate lab group that made the find. She and several classmates had strapped on waders and were out in the cold, hip-deep water along the start of the Lakeshore Path, using D-shaped nets attached to long, wooden poles to catch aquatic insects living near the lake bottom. When Vince Butitta, the CFL graduate student leading the lab, came over to help, they stumbled over something in the water......Read the whole story

Ag Sector Team

The Agriculture NPS Sector Team is wrapping up working meetings with counties to develop the "county template" for TMDL Implementation.  The template is designed to build off information required by ATCP 50 and contained with county Land and Water Management Plans.  The format of the template will allow counties to satisfy the US EPA 9 Key Elements for watershed planning.  This provides counties maximum eligibility for state and federal NPS grants.  DNR is working closely with ATCP, NRCS and US EPA to make sure County NPS efforts in TMDL Implementation are recognized and eligible for appropriate financial and technical support.

We will be planning an Ag Sector Team meeting to follow up the Ag Producers Quarterly Forum in Jefferson.  We hope to have input from all of our county partners to make sure our shared efforts meet your needs!  Stay tuned....

Monitoring

Monitoring

Impaired Waters

Every two years, Section 303(d) of the Clean Water Act requires states to publish a list of all waters that are not meeting water quality standards. In the proposed 2016 list update, DNR proposes to add 209 new waters. A majority of the listing additions were waters that exceed total phosphorus criteria. A significant number of new listings were also based on poor biological condition. Ten waterbodies are proposed to be delisted.

The 2016 Draft Impaired Waters List is open for public comment.  A webinar presenting the list and discussing the Clean Water Act framework is scheduled for Nov. 3.

Grants

NOW is the time to start getting ready if you are interested or planning on applying for DNR Surface Water Grants.  New guidelines have been developed for the DNR Surface Water Grant program in 2016.  The first deadline - Lake Planning Grants, is December 10th!  Contact your local Grants Specialist for more information - we're here to help you!

Proposed MS4 TMDL Guidance

The public comment period for proposed MS4 TMDL Guidance is open.  The proposed guidance covers how to calculate MS4 percent reduction in a TMDL reach where a MS4 wasteload allocation was not previously assigned during the TMDL development period.  This is especially relevant for new MS4 communities.  Comments may be submitted via email.

Construction Site Erosion Control

NASECA-WI Construction Site Erosion Control and Stormwater Permit Compliance Training is taking place Nov 30 - Dec 1, 2015.  Follow THIS LINK for more information.
