District HiCap Program Plan: Form Package (FP) 217
Thanks to all who have submitted the District HiCap Plan, FP 217 for 2020–2021. Apportionment will begin for districts when FP 217 is in “Request OSPI Approval” status. Please enter the date for School Board approval on page 6, mark the page complete, and submit. Contact us to open page 6 for you to upload School Board minutes that show annual approval of the District Plan.
There is a new question in FP 217 on page 7 asking about your required 2019–2020 identification cycle. Some districts completed it before the end of 2019–2020 school year, some conducted in-person assessments in summer, and others will complete it after the start of school and services begin. Please briefly outline your plan if you did not complete the 2019–2020 identification cycle.
K–12 Highly Capable Virtual Office Hours—
HiCap Identification 2020–2021
Please join the virtual open Office Hour hosted by K–12 HiCap on Thursday, October 29, 2020, from 3 to 4 pm. This is an opportunity for HiCap coordinators, teachers, and administrators to share ideas with each other.
Joining this session are three district HiCap coordinators to discuss their identification practices in remote learning environment. Jennifer Allen from Stanwood-Camano will discuss their plan for virtual proctoring of the Cognitive Ability Test. Molly Alcantar will share Vancouver’s identification process that does not rely on using a Cognitive assessment. Lora McHugh will present strategies Bellevue has adopted to increase access for diverse students.

State Reporting of Highly Capable Data in Report Card
The Report Card Tool is the public-facing data tool and is accessed from the OSPI home page. This data about Highly Capable student numbers is anticipated to be active in the tool by November 2020. It allows the public to search data by school, district, and state. The tool allows users to compare Highly Capable and non-Highly Capable student groups. These data will also be available as data downloads. The source of these data is what districts enter in their student information systems and submit to OSPI.
Districts have access to another application, the Tableau Server. This allows districts to look at subpopulations of Highly Capable sorted by other student groups.

Here is a very informative video from Duke University talent search about two issues: failure to identify and serve underrepresented populations and limited data documenting “what works” in gifted education. Dr. Del Siegle, Director of the National Center for Research on Gifted Education at University of Connecticut discusses the report: Problems and Promising Practices in Gifted Education. How extensive is the underrepresentation of underserved populations in gifted programs? What efforts are being made to address this problem? What new research is on the horizon at NCRGE? We address these and other questions as we share NCRGE findings from the past five years and look ahead to new research planned for the next five years.
