The U.S. Department of Agriculture (USDA) recently released additional waivers regarding the upcoming school year.

COVID–19: Child Nutrition Response #33 - Nationwide Waiver to Allow Non-Congregate Feeding in the Child Nutrition Programs - EXTENSION #2
- This waiver allows meals to be served in a non-congregate meal setting.
- This waiver is effective July 1, 2020 - June 30, 2021 for ational School Lunch Program (NSLP), School Breakfast Program (SBP), and the Child and Adult Care Food Program (CACFP) sponsors.
- Summer Food Service Program (SFSP) Sponsors have a waiver that remains in effect until August 31, 2020 under Child Nutrition Response # 22.
- Washington State will participate in this waiver.

COVID–19: Child Nutrition Response #34 - Meal Service Time Flexibility in the NSLP, SBP and CACFP – Extension #2
- The SFSP and Seamless Summer Option meal time flexibility is permitted under COVID-19: Child Nutrition Response #17 (this waiver is extended through September 30, 2020).
- This waiver allows program sponsors to adjust meal times as needed and serve multiple meals at one time.
- This waiver is effective July 1, 2020 - June 30, 2021 for NSLP, SBP, and CACFP sponsors.
- SFSP Sponsors have a waiver that remains in effect until August 31, 2020 under Child Nutrition Response # 23.
- Washington State will participate in this waiver.

COVID–19: Child Nutrition Response #35 - Nationwide Waiver to Allow Parents and Guardians to Pick Up Meals for Children – EXTENSION #2
- This waiver allows parents and guardians to pick up meals for their children.
- Program operators must maintain program integrity and ensure duplicate meals are not distributed.
- This waiver also applies to guardians picking up meals for adult participants in the CACFP.
- This waiver is effective July 1, 2020 - June 30, 2021 for NSLP, SBP, and CACFP sponsors.SFSP Sponsors have a waiver that remains in effect until August 31, 2020 under Child Nutrition Response # 25.
- Washington State will participate in this waiver.

COVID–19: Child Nutrition Response #36 - Nationwide Waiver to Allow Meal Pattern Flexibility in the Child Nutrition Programs – EXTENSION #4
- This waives the requirements to serve meals that meet the meal pattern requirements.
- This waiver is effective July 1, 2020 - June 30, 2021 for NSLP, SBP, and CACFP sponsors.
- SFSP Sponsors have a waiver that remains in effect until July 31, 2020 under Child Nutrition Response # 26.
- Sponsors are approved on a case-by-case basis - Contact your program specialist.
- As a reminder, Federal procurement regulations at 2 CFR 200.320(f) allow procurement by noncompetitive proposals when there is a public emergency.
- Washington State will participate in this waiver.

COVID–19: Child Nutrition Response #37 - Nationwide Waiver to Allow Offer Versus Serve Flexibility for Senior High Schools in the National School Lunch Program for School Year 2020–2021
- This waives the requirements to use Offer vs Serve in High Schools operating the NSLP.
- This waiver is effective July 1, 2020 - June 30, 2021.
- Washington State will participate in this waiver.

Sponsors who use diversions can request carryover of this year's processor pounds using the CNS FDP Carryover Form. Sponsors will have the entire 2020-21 school year to utilize carryover pounds.
Note: Carryover is not automatic, request must be submitted if you would like to roll forward your pounds
The Carryover Form will be open July 7 - August 12. Keep an eye out for next week's newsletter to submit your request.

Due to a supply issue, districts on the East Side of the state will not receive USDA Direct apple cups until November.
We are working to see if there are alternate options for this important item.

Districts offering the At-Risk Afterschool Meals Program must attend Annual Training specific to this program.
This program is operated under the Child and Adult Care Food Program, annual training is required for continued participation in the At-Risk Program.
At a minimum, the person responsible for oversight of the program must attend. This training is intended for directors and administrators.
Annual Training FY 21
This training will be offered as a recorded session. Please plan to participate in this training in order to meet your training requirements.

School Districts play an important role in getting information to families.
If you were unable to make the Pandemic EBT (P-EBT and the Role of Schools webinar, you can review the call using this link. NOTE: You will have to register to watch the recording.
We are asking districts to:
- Distribute information to families.
- Continue to distribute, collect and process free and reduced-price meal applications.
- Update free and reduced-price meals eligibility data in CEDARS frequently.
What if a family contacts us?
Depending on what the family is asking, there are resources to help.
- If a family is interested in learning more about P-EBT, direct them to k12.wa.us/PEBT. This webpage is a direct link to the flyer detailing how to apply and receive benefits, as well as frequently asked questions.
- If a family is interested in applying for Pandemic EBT, ask them to review the P-EBT flyer, which will direct them to their next steps.
- If a family is asking about their P-EBT benefits, refer them to WashingtonConnection.org or 877-501-2233 to speak to a DSHS representative.

This guidance focuses on practices for children and youth activities that lower the risk for spreading COVID-19. The goal is to reduce the risk of virus transmission between children, youth, and staff; businesses, non-profits, cities, counties, and other entities should use this guidance for all programs serving groups of children and youth from multiple households.

The next school year brings many unknowns. New equipment, protective gear and other items will be needed to continue efficient meal services, whether served in the classroom, grab 'n' go style or delivered to student's homes.
