It has been a busy start to the new year. We have been responsive to legislative requests for data, information, and facts. We thank you for your partnership and look forward to what the future holds.
The Difference Between a Consolidated Program Review and a Visit from the Washington State Auditor
The Consolidated
Program Review (CPR) monitors multiple federally funded programs
under the Elementary and Secondary Education Act (ESEA). This process fulfills
OSPI's compliance monitoring requirements under Federal regulations (34 CFR
80.40). The CPR process consists of an OSPI team reviewing school districts’
federal and selected state programs. The monitoring activities are designed to
focus on the results of the school districts’ efforts to implement critical
requirements of the ESEA using available resources and flexibility provisions.

The Washington State
Auditor’s Office is a compliance agency and what they find to be out of
compliance may have legal ramifications to school districts, i.e., taking back
funds for unjustified claims.
FYI — When state auditors
are out in the school districts, the following is a sampling of what they are
looking for:
- Teacher
certifications and expiration dates.
- A
system in place that we monitor certification, and assurance that all teachers
are teaching within their certificated codes.
- Classes:
How new courses are proposed and the steps for district approval.
- District’s
process for approval.
- State framework
approval. Frameworks are kept up to date.
- The
evidence of a system in place on how to track courses that are outdated or
expired or need renewed.
- A system
in place to monitor when your teacher has renewed or is renewing their
certificate and how you make sure they are certified.
- Professional
growth plans for new CTE teachers.
- As a
director/administrator how are you keeping track of their progress to their
certification for CTE.
- A system
in place for tracking of procedures if a teacher is not certified and the
course begins.

CTE Administrative Internship Program
The CTE Administrative Internship Program is now open for application submissions. One application per district may be submitted. Approximately 25 applicants will be selected.
Deadline for applications received at OSPI: February 24, 2016 at 9 A.M. Application materials must include a cover letter, application form, two letters of recommendation in sealed envelopes, and a résumé.
Applications will be screened by March 25, 2016. Final applicants for the program will be notified on or before April 4, 2016.

Jamie Terry is a Cadet in the Air Force JROTC
Jamie Terry is a cadet in the AFJROTC at Bethel High School in Spanaway, Washington. AFJROTC provides multiple outlets for physical activity, such as orienteering, physical training every Friday, helping cadets pass the Presidential Fitness program standards, and participate on drill team.
Jamie has a 3.9 GPA, is enrolled in several AP courses, and is an advocate for student's choice, testified on HB 2664. She will be applying for an AFROTC scholarship and plans on attending either Central Washington University or Washington State University to study Geo-sciences or biology.

Tri-Tech Skills Center's High School & Beyond Night
The Tri-Tech Skills Center High School & Beyond Night is an annual
community wide Career and Technical Education (CTE) outreach open to the
public, especially students (8th graders to graduating seniors) and their parents. The intent of the event is to showcase CTE options students have
available to them at Tri-Tech and to help parents and students think about and
plan their high school experience.

CTE Month® is a public awareness campaign ACTE holds each February to celebrate Career and Technical Education and the achievements and accomplishments of CTE programs across the country. CTE Month 2016, with its theme of "Opportunities for Career Success," gives you the chance to tell stories of leadership and excellence from your local CTE programs and raise awareness of the crucial role that CTE plays in readying our students for careers and our nation for economic success.

Month 2016 PSA Video Contest: ACTE announced the winners of
their CTE Month 2016 Public Service Announcement video contest at CareerTech
VISION 2015 in New Orleans, LA. Congratulations to the students and educators
who created these videos, and to all of the other entrants as well! Please
share these videos with students, administrators, and anyone else interested in
learning more about Career and Technical Education.

Scholarship Information
The Washington State Opportunity Scholarship supports low-
and middle-income students pursuing eligible
high-demand majors in science, technology, engineering, math (STEM) or health
care and encourages recipients to work in Washington State
once they complete their degrees. Students must meet additional eligibility
criteria.
- Annual
award amount: $2,500 - $7,500 depending on class standing.
- Renewable
for up to five years based on credits completed and continued eligibility.
- Selected
students receive access to workshops, events and additional support during
their time in college.
The
application for 2016-17 must be submitted online by February 29, 2016, and
students' transcripts must be postmarked by March 7, 2016.
A poster and a
sample application are available for you to download from our
website, as well as a form to request
promotional materials.
Furthermore, the following two organizations have scholarship opportunities for students. The deadlines are in February.
Scholarships range from $2,500 on up. Please encourage your students to apply.
Provide Input to the Draft Health and Physical Education Standards
The draft of the
Health and Physical Education
K-12 Learning Standards are ready for public review and comment. OSPI invites
school staff, content experts, parents, youth and other interested parties to
share their thoughts on any part of the standards or grade-level
outcomes.
To review and provide comments:
- Complete the survey.

Review any
of the documents and provide comments.

Select the
subject, Health and/or Physical Education, that you want to review.
-
Select one
or more grade levels, Kindergarten through Grade 12, that you would like
to review.
-
Submit any
of your comments for consideration.

Provide your
name and contact information if you would like to be available for follow
up inquiries.
